At this meeting, it was approved to build a large chemical fertilizer plant in Hunan. This device is the last large-scale complete set of nitrogen fertilizer equipment imported from East Germany before the "Great Movement" in our country. At this time, in the fourth five-year plan for national economic and social development (draft) compiled by Hunan Province, it was stated that "in 1971, a small nitrogen fertilizer plant was established in every county in the province on average. The second phase of Xiangjiang Nitrogen Fertilizer Plant was completed, and Zijiang Nitrogen Fertilizer Plant was put into operation simply. Even so, the construction of key projects had to give way to the "movement" and was basically at a standstill. The Zhenbaodao incident in 1969 touched the "nerve" of the central government at that time, and the third-line construction, which was once seriously blocked, was put on the work agenda of governments at all levels as an overriding central task. That is, from the summer of 1969, Hunan set off a climax of the third-line construction. In this way, with the strong support of all parties, Zijiang Nitrogen Fertilizer Plant officially started construction.

In 1967, the original design was completed by the Fourth and Seventh Design Institutes of the Ministry of Chemical Industry, the Fourth Design Institute of the Ministry of Railways, the Provincial Electric Power Design Institute, the Changsha Nonferrous Metallurgy Design Institute, the Provincial Maritime Bureau Design Institute and the Provincial Urban Architecture Design Institute. In the process of selecting the site, the factory selection working group put forward four schemes of "East, South, West and North", and finally determined the "South" scheme, namely the "Sifang Mountain" scheme. Because the factory site is at the foot of Dacheng Mountain, close to Zijiang, the name of the factory was finally determined as Zijiang Nitrogen Fertilizer Plant. In October, 1969, Zijiang Nitrogen Fertilizer Plant officially started construction.

Zi nitrogen is no exception. The "simple operation" of Zijiang Nitrogen Fertilizer Plant in 1971 stated in the fourth five-year plan for national economic and social development in Hunan failed to be realized. Coupled with the political movements in the later period of the "movement", the whole project was really affected.

At the end of June, 1975, the Ministry of Petroleum and Chemical Industry held a site meeting on fertilizer construction in Zizan. At that time, there was a slogan, which was called "Do not import fertilizer, do it all by yourself, make a concerted effort and win 3 million yuan". This is the slogan put forward at the National Planning Conference in 1973, which means that China should be independent in fertilizer production, not relying on imports. This "3 million" was the fertilizer production target that our country was going to achieve at that time.

why did this site have to be held in Zizan? This is because the province saw the problems of too large stalls and too long front lines, and proposed to ensure the construction of key projects. At the same time, builders from all over the country eliminated interference and worked hard to build. In more than a year before and after 1975, the situation of infrastructure investment was particularly gratifying. It can be said that the first phase of Zijiang Nitrogen Fertilizer Plant will be completed by the end of 1975, which has become an indisputable fact in the minds of policy makers and builders.

Therefore, the Ministry of Petroleum and Chemical Industry wants to pass this on-site meeting, to affirm the achievements made in the capital construction of nitrogen resources, and to promote the national fertilizer capital construction and encourage the realization of the slogan of "3 million". After the founding of the People's Republic of China, there is such a narrative in Hunan memorabilia: On December 26, 1975, the first phase of Zinitrogen Project was completed and put into operation. On September 11th, 1977, the second chemical fertilizer plant in the province "Zi Nitrogen" was built.

In 1977, Zi Nitrogen was completed, which actually means Zi Nitrogen has started to produce urea according to the design requirements. It can be said that the completion of Zijiang Nitrogen Fertilizer Plant has played an important role in changing the industrial layout in central Hunan and supporting agricultural production in Hunan Province. It is true that the birth of Zi-N embodies the painstaking efforts of the country and builders.
