Time control of urban building noise

The time limit of construction noise at the construction site is: from 22: 00 to 6: 00 the next day, and the limit unit of environmental noise emission at the construction site boundary is 55dB(A). When the noise emission standard on the construction site is higher than 55dB, construction is prohibited. Building noise refers to the use of a large number of power machines with different performances in the construction of public facilities such as subways, highways, bridges, underground pipelines and cables, as well as in the construction sites of industrial and civil buildings in cities, which makes the originally quiet environment a place with serious noise pollution.

The time when construction noise disturbs people in residential areas refers to 22 pm to 6 am. According to the regulations, 1 living area with a daytime decibel exceeding 55 decibels and a nighttime decibel exceeding 45 decibels, and two living areas with a daytime decibel exceeding 60 decibels and a nighttime decibel exceeding 50 decibels belong to noise nuisance; The daytime refers to the period from 6: 00 to 22: 00, and the night refers to the period from 22: 00 to 6: 00 the next day. The renovation time in the community is from 12 to 14 and from 19 to 7: 00 the next day. The time stipulated in each province is different, but it is almost the same. The normal rest time of residents is considered as a nuisance. The allowable renovation time is from 7: 00 to 12, 14 to 19. 165438+ from 0: 00 pm to 7: 00 am the next day, the decibel is higher than 80 decibels, which disturbs people. Noise disturbing people can call the police. According to the size of the sound, if it reaches the noise level, you can call the police.

The state has clearly defined the maximum limits of environmental noise in five urban areas:

1, sanatorium area, senior villa area, senior hotel area, 50 decibels during the day and 40 decibels at night;

2, mainly residential, cultural and educational institutions, 55 decibels during the day and 45 decibels at night;

3, residential, commercial and industrial mixed zone, 60 decibels during the day and 50 decibels at night;

4, industrial zone, 65 decibels during the day and 55 decibels at night;

5. The urban road traffic trunk roads, inland waterways and railways are 70 decibels during the day and 55 decibels at night (from 22: 00 to 6: 00 the next morning at night).

Thirtieth in the urban areas where noise-sensitive buildings are concentrated, it is forbidden to carry out construction operations that produce environmental noise pollution at night, except for emergency repair, emergency rescue operations and continuous operations due to production process requirements or special needs. If continuous operation is necessary due to special needs, there must be a certificate from the people's government at or above the county level or its relevant competent department. Night work specified in the preceding paragraph must be announced to nearby residents.

Article 63 The meanings of the following terms in this Law are:

(1) "Noise emission" means that noise sources radiate noise to the surrounding living environment.

(2) "noise-sensitive structures" refers to hospitals, schools, institutions, scientific research institutions, houses and other buildings that need to be kept quiet.

(3) "Areas where noise-sensitive buildings are concentrated" refers to medical areas, cultural, educational and scientific research areas and areas where government offices or residential buildings are the mainstay.

(4) "Night" refers to the period from 22: 00 pm to 6: 00 am.

(5) "Motor vehicles" refer to automobiles and motorcycles.
