The current application software has not formed a complete system, which can be roughly divided into three parts: office automation system, judicial business system and website system.

1. Office automation system

In p>1999, using Notes/Domino development technology and B/S structure, the Municipal Bureau developed an office automation system. After more than two years of operation, 2 of the 36 functional modules have been put into use, among which mail system, document flow, notice, work log, information briefing, week arrangement and other modules are used frequently. At present, 16 modules have not been used, so it is necessary to create an environment in the new system to make full use of the functions of the administrative office management system. A considerable number of modules of the original OA system were not put into use for various reasons, and some modules were only used occasionally or partially, and the overall operation effect was average. However, the modules that have been put into use at the same time (e-mail system, document flow, notice, work log, information briefing, weekly arrangement, etc.) have become an indispensable part of the work of each office (department), and must be fully considered when OA is reformed. On the one hand, we must respect the functional settings and operating habits of the existing system, on the other hand, we must seamlessly transplant the data from the original system to the new system.

By the end of p>24, the transformation of the OA of the Municipal Bureau of Justice was basically completed. The whole system has a distributed architecture and can be popularized and implemented in judicial units in the whole city. Functionally, the system-wide public information system (information portal) is separated from the office automation system. On this basis, the Municipal Bureau of Justice will further improve its functions and add application modules such as personnel and labor management system, letters and visits management system, file management system and news, film and television management system to realize the integration of office and application. At the same time, considering the data sharing of each system, the statistical report information of business system can be accessed in OA system.

2. Business application system of judicial administration

The business scope of the Municipal Bureau of Justice involves prisons, reeducation through labor, lawyers, notaries, grassroots legal services, legal aid, judicial expertise and other fields, among which the Prison Bureau and the Reeducation through Labor Bureau are relatively independent, and they have carried out information construction for their own businesses. In addition to prisons and reeducation through labor, the Shanghai Municipal Bureau of Justice has also developed some information systems for different businesses:

(1) Lawyer information management system. It was put into use in September 22, and it can be used to manage lawyers such as annual inspection, registration and application for practicing license. However, the depth and breadth of the current use are not enough.

The system adopts C/S (Client/Server), and its design idea and technology are outdated, so it needs technical development and version upgrade.

(5) Community prisoners management system. The basic information of community prisoners (community corrections personnel) is managed. The system adopts C/S structure and operates on a single machine, and its application is general.

(6) Credit information system of legal service industry. The credit information system of legal service industry is mainly aimed at the credit management of lawyers, notaries and grassroots legal service workers. The inquiry system of credit files can be developed to provide credit information to leaders at all levels and the public under the permission of authority and classification.

(7) Geographic Information System (GIS). In view of all judicial administrative institutions and related personnel and business conditions, it will be displayed in multiple layers on the map data. The biggest problem of website system is the unified information release. Each website can be relatively independent and have its own characteristics, but the information content is closely related to judicial business system, administrative examination and approval system and office automation system. At present, there is no unified information release platform, and the information released to each website is completely dependent on manual work. On the one hand, it has a large amount of maintenance and serious repeated input and release. On the other hand, it also increases the possibility of information error, and it is easy to cause information leakage because of the lack of authority control of the release scope. In addition, websites also lack security mechanisms, such as anti-attack, disaster recovery, web page signature and other security measures are not considered.

(4) Analysis of the current situation of access to the municipal official network

However, there were still few application projects, only the website application of the municipal official network of the Municipal Bureau of Justice was established, with little information and slow maintenance and update frequency. The 4 access application points of the Municipal Bureau of Justice have not yet had clients accessing the application software system. At the same time, the Municipal Bureau of Justice has not been connected with the Municipal Prison Administration, the Reeducation through Labor Bureau, the directly affiliated units and the district and county judicial bureaus.

The current situation of informatization construction of directly affiliated units and district and county judicial bureaus can be roughly divided into three levels.

As for the operation and use of the business application system, the situation is even worse. At the third level, it accounts for about 1%, which is relatively backward. The local area network within the organization has not been built, and there is no connection with the official network. The internal office basically stays in a stand-alone working mode.

Through the analysis of the current situation of network hardware and application software, we can sum up the main problems existing in the system, which is also an urgent problem to be solved in the informatization construction of the Municipal Bureau of Justice:

-management is difficult. The developers of each system are uneven, lack of unified management and coordination, and there is no overall control integrator, which brings great management problems to the development, implementation, training and maintenance of the system.

-potential safety hazard. The system rarely considers security measures, and there are serious security risks in hardware network, system software, application programs and business data.

The completed network will basically achieve two-way communication, interactive communication and decision-making in data application; In terms of design technology, the initiative and analyticity of information data acquisition, the portability and expansibility of software, and the standardization and openness of interfaces make the informatization construction of our judicial administrative system located in the leading level of the party and government system in Shanghai.
