Regulations of Xining Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation in cities and towns, safeguard people's health and promote socialist modernization, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 Organs, organizations, military units, schools, enterprises and institutions, urban residents (including villagers in the urban-rural fringe) and temporary and past personnel within the jurisdiction of this Municipality must abide by these regulations. Article 3 All units have the obligation to publicize and implement the laws and regulations on city appearance and environmental sanitation, popularize the knowledge of health science, vigorously advocate the good fashion of loving cleanliness and stressing hygiene among the citizens of the city, and promote the construction of socialist spiritual civilization. Fourth city appearance and environmental sanitation work, led by the municipal, district (county) people's government, the city appearance and environmental sanitation management departments at all levels (hereinafter referred to as the sanitation department) are responsible for the management, guidance and supervision.

Environmental sanitation departments at all levels and relevant units shall set up full-time or part-time city appearance and environmental sanitation inspectors to be responsible for the daily supervision and inspection of city appearance and environmental sanitation. Chapter II City Appearance and Environmental Sanitation Article 5 The buildings, public facilities, cultural relics and historical sites and scenic spots within the municipal area shall be maintained by the competent units or individuals in a timely manner and kept clean and beautiful. Sixth advertisements, billboards (columns), roads, traffic signs, newsstands, windows, etc. Set in the designated place along the street, by the setting unit or individual regular maintenance and decoration, keep clean and beautiful.

It is forbidden to post or scribble slogans, notices, advertisements and notices. On telephone poles in the street, trees on the roadside and unspecified buildings. Article 7 All units and individuals must abide by the following provisions:

(a) not in the main streets, squares and other public places (shade), windows, roofs, stacked or hung unsightly items;

(two) not from the Yang (Yin) platform, window to splash water and abandon debris;

(3) No grinding field, drying grain or making coal bricks in streets and squares, no stacking of feces and garbage, parking of dung trucks, dumping of sewage and dirt in main streets and squares;

(four) shall not be piled up in the streets, sidewalks and other public places. If it needs to be temporarily occupied due to construction, it must be approved by the competent department, and fence work should be carried out. After work, the site should be cleaned up and repaired in time;

(five) new buildings are not allowed to set up garbage tunnels in public places such as streets and squares, and existing buildings should be strengthened and kept clean. Article 8 All units and individuals shall take good care of flowers and trees and keep hedges, flower beds and lawns along the street clean and beautiful. Article 9 The local administrative department for industry and commerce shall be responsible for the sanitation and cleaning of bazaars, so as to ensure that the booths are clean and tidy.

It is forbidden to set up stalls in hospitals, school gates and undefined streets, squares and stations. Tenth stations, parking lots, theaters, museums, exhibition halls, stadiums (fields), parks, shops, restaurants and other public places, by the unit responsible for the city appearance and environmental sanitation work, and accept the supervision and inspection of the local sanitation department. Eleventh streets and squares of sanitation work, organized by the local sanitation department, timely cleaning, keep clean. Twelfth residents' committees are responsible for organizing the sanitary cleaning of residential buildings and keeping the living environment clean and tidy. Thirteenth units must do a good job of internal sanitation cleaning, adhere to the daily cleaning of their contracted road sections in front of the city appearance and environmental sanitation, timely remove the snow and ice on the sidewalk and streets (highways) in front of the door, and keep the roads clean and smooth. Article 14 Everyone should abide by social morality and pay attention to public health. No spitting and littering, scraps of paper, cigarette butts and other sundries, no littering and defecation. Fifteenth dogs are prohibited in urban areas, except approved military dogs, police dogs and dogs for scientific experiments. Article 16 The following means of transport shall be:

(1) When the railway passenger train enters the urban area, keep it clean and close the toilets inside.

(two) all kinds of passenger and freight transport vehicles before entering the city, keep the vehicle clean and tidy.

(three) vehicles carrying granular and fluid articles in urban areas shall be tightly bound and sealed, and shall not fly or leak along the way. Garbage, feces vehicles, according to the provisions of the time and route.

(four) set up a waste ticket box in the bus, and do not throw waste tickets and other wastes along the way and at the station. Smoking and discarding peels and sundries on buses are prohibited.

(5) When an animal-drawn vehicle enters the market area, it shall drive and park in accordance with the designated route and place, and be equipped with dung bags and cleaning tools to remove scattered dung and forage in time. Chapter III Garbage Removal Article 17 The domestic garbage of street residents must be dumped in garbage bins (barrels) or designated places, which shall be uniformly handled by the local sanitation department. Eighteenth units of domestic waste and production waste removal, if there are difficulties, the sanitation department to pay the removal costs. Nineteenth river dredging, pipeline laying, road maintenance, tree planting and pruning after the completion of the project, the construction unit shall promptly clean up the garbage and scraps. Twentieth garbage dumps should set up clear signs, implement fee management, achieve regular disinfection, and gradually realize harmless treatment to prevent environmental pollution.

The garbage of each unit must be transported to the designated place, and it is strictly prohibited to dump it in non-garbage places such as streets, rivers, roads, bridges and woodlands.
