In accordance with the general requirements of "discouraging the entrance of expressway, enforcing the law and supervising ordinary highway stations, and limiting the width and height of rural roads", we will gradually establish and improve the monitoring network for overload control of the whole road network and comprehensively strengthen highway protection. At the same time, relying on the overload detection station, the combination of fixed detection and mobile inspection will be adopted to gradually increase the crackdown on illegal activities such as avoiding parking and short-distance lightering of overloaded vehicles.

Each expressway entrance can rely on toll stations to set up overload control stations, and can also use expressway service areas to carry out fixed or mobile inspections. Ordinary trunk highway pavement overload control can adopt the combination of fixed and mobile methods, set up fixed overload control stations at important sections and key nodes, and carry out mobile inspections according to the law of overload and overrun transportation. For rural roads, it is necessary to encourage their management subjects to set up width-limiting and height-limiting facilities at important entrances and exits and nodes to prevent overloaded vehicles from entering.

To investigate and deal with illegal and out-of-gauge transport vehicles, it is necessary to order them to stop driving, order their owners to unload out-of-gauge goods or take corrective measures such as compulsory unloading to eliminate illegal acts. Damage to the highway, but also according to the compensation (compensation) standard and the actual damage degree to pay compensation (compensation).

In areas where counterfeit military and police vehicles are seriously overloaded, it is necessary to actively coordinate the military and police departments to form a joint working group to carry out special rectification activities, and severely crack down on illegal activities such as using counterfeit military and police vehicles for overloading transportation and evading payment of relevant state taxes and fees in accordance with the requirements of the Notice on Further Combating the Special Struggle against Theft of Imitation Military Vehicle Number Plates (Bao Zheng Fa [2007] No.2). In particular, counterfeit military vehicles with cargo exceeding 10 tons and loaded with non-military equipment will be temporarily detained, and their evasion fees will be recovered, and they will be severely punished according to law. If a crime is constituted, criminal responsibility shall be investigated according to law.

Each overload detection station shall establish an overload management information system, establish an illegal overload database for illegal overloaded vehicles, implement an illegal vehicle information registration and reporting and processing information feedback system, and gradually realize the nationwide networking of databases.
