Measures for the administration of the identification of chemical parks

Legal analysis: 1. The establishment of a chemical industrial park should have complete procedures, one area, one clearing and four areas, and carry out planning environmental impact assessment and overall safety risk assessment according to law. 2. The Chemical Industry Park should define the management authority with clear responsibilities and appropriate powers and responsibilities, have effective management capabilities in safety production, environmental protection and emergency rescue, and put them in place according to relevant requirements. The management institutions of chemical parks shall be equipped with personnel who meet the needs of safety management and environmental protection of chemical parks. 3. The site selection and layout of chemical industrial park shall comply with relevant laws and regulations.

Legal basis: Article 7 of the Administrative Measures for the Identification of Chemical Parks formulates industrial planning and overall planning, which is compiled in combination with local basic conditions such as land resources, industrial base, water resources, environmental capacity, logistics and transportation, and conforms to the national petrochemical and chemical industry policy and the local petrochemical and chemical industry development plan. The master plan shall include chapters on safety in production, fire fighting and rescue, ecological environment protection and comprehensive disaster prevention and mitigation, or prepare relevant special plans separately.
