Provisions of Fuzhou Municipality on Strengthening the Efficiency Construction of Organs (for Trial Implementation)

Chap I general provisions article 1 is to implement that policy of strictly manage the Party and government, improve the style of government organs, improve work efficiency, promote the rule of law in the city and promote sustained and healthy economic development. According to the "China * * * production party's disciplinary regulations (Trial)" and ">; "Administrative Supervision Law of the People's Republic of China", "Provisional Regulations on State Civil Servants" and "Decision of Fujian Provincial Party Committee and Provincial People's Government on Carrying out the Work of Building the Efficiency of Organs" and other relevant provisions, combined with the actual situation of our city, these measures are formulated. Article 2 The efficiency construction of organs must be carried out in accordance with the requirements of "honesty, diligence, pragmatism and high efficiency". Adhere to the combination of ideological education with system construction, supervision and inspection with rewards and punishments. Article 3 The functionaries of government organs shall aim at serving the people wholeheartedly, establish public servant consciousness and legal consciousness, and earnestly perform their duties entrusted by law. Article 4 The leadership system and working mechanism of "unified leadership by the Party committee, organization and implementation by the government, organization and coordination of discipline inspection and supervision, respective responsibilities of departments and active participation of the masses" shall be implemented in the efficiency construction of organs.

The implementation of the responsibility system for the efficiency construction of organs, the main person in charge of organs at all levels is the first responsible person for the efficiency construction of their own organs, and they should earnestly assume leadership responsibilities. Organs at all levels should formulate corresponding implementation plans in light of the actual situation of their own departments. Article 5 The leading group for the efficiency construction of organs in Fuzhou leads the efficiency construction of organs in the whole city. Fuzhou Municipal Organ Efficiency Complaint Center (hereinafter referred to as the Complaint Center) is responsible for accepting organ efficiency complaints and conducting supervision and inspection on organ efficiency construction.

Each county (city) district should set up corresponding institutions. Article 6 The efficiency construction of organs should rely on the masses, who have the right to report and accuse the efficiency problems of organs and their staff. Article 7 Party committees and governments at all levels shall employ efficiency supervisors from retired veteran comrades, deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference, democratic parties and business people to supervise the efficiency construction of organs at all levels. Article 8 These Provisions shall apply to Party organs, people's congress organs, administrative organs, CPPCC organs, judicial organs, procuratorial organs, people's organizations, units with administrative functions (hereinafter referred to as organs) and their staff in Fuzhou. Chapter II System Construction Article 9 An organ shall establish and improve its internal work responsibility system, management system and supervision system in accordance with the principles of legality, rationality, integrity and tradition and in combination with its actual work. Article 10 An organ shall establish a post responsibility system, and define the work objectives, tasks and requirements of departments and staff according to law. At the same time, it is necessary to establish a responsibility system for the first question. Eleventh organ efficiency construction must adhere to the administration according to law, standardize and institutionalize all aspects of the whole process of administrative activities, and ensure the smooth implementation of government decrees.

Administrative organs must strictly implement the responsibility system for administrative law enforcement. Article 12 An organ shall implement the system of making government affairs public. For matters directly related to the interests of the masses, the disclosure of the basis, standards, conditions, procedures, time limits, fees and other contents should be announced to the public in an open and clear way, and the service commitment system and the time-limited completion system should be implemented. For matters that do not fall within the scope of authority of the department or cannot be handled because they do not meet the statutory conditions, a negative filing system shall be implemented and the reasons shall be explained to the parties. Thirteenth organs should be based on the requirements of simplifying procedures, reducing work links and improving work efficiency, combined with the actual work of their own departments, actively reform the examination and approval, audit system, and reasonably determine the internal management procedures, requirements and time limit. Fourteenth to strengthen internal financial management, improve the financial supervision system, strengthen the management of extrabudgetary funds. The penalty enforcement department shall implement the provisions on the management of "two lines of revenue and expenditure" for administrative fees and incomes from fines and confiscations, and implement the system of separating fines from collection. Arbitrary charges, fines and levies are prohibited, and various inspections are strictly controlled and standardized. Fifteenth administrative law enforcement organs and judicial organs should act in strict accordance with the law, and resolutely correct illegal, lax law enforcement, illegal investigation, abuse of power and other acts. Article 16 Strengthen the legal supervision and work supervision of local state power organs at all levels over the government, courts and procuratorates, and constantly improve the ways of hearing deliberation reports, law enforcement inspection, inspection and research, law enforcement appraisal and post-evaluation to ensure the correct implementation of laws and regulations.

Strengthen the supervision of party committees, government departments and lower party committees and governments, promptly correct and severely investigate all kinds of illegal acts, and ensure administration according to law. Seventeenth give full play to the supervisory role of democratic parties, federations of industry and commerce and people's organizations, further smooth the channels of news supervision and public opinion supervision, and mobilize all social forces to carry out supervision. Article 18 An organ shall establish a scientific, quantitative and operable efficiency evaluation system based on the actual work, and combine the efficiency evaluation with the annual assessment of cadres and the assessment of work objectives as an important basis for performance evaluation, rewards and punishments, selection and appointment. Article 19 An organ shall establish a system of accountability for dereliction of duty and infringement, clarify the scope, procedures and responsibilities of accountability for dereliction of duty and infringement, and promptly discover and investigate dereliction of duty and infringement. Chapter III Admonishing Education and Effectiveness Warning Article 20 If an organ commits one of the following acts, if the circumstances are minor, the complaint center will give it to informed criticism; If the circumstances are serious, give efficiency warning.

(two) staff inefficiency, bad style, long-term oversight, neglect of management, causing serious consequences;
