If necessary, these regulations are formulated in accordance with relevant national laws and regulations and in conjunction with the actual situation of this city. Article 2 The area includes: the area enclosed by Pingjiangfu Road, Pingjiangfu Bridge, Dashiba Street, Chaoku Street, Laiyan Bridge, Zhanyuan Road, Sifu Lane and Jianjian Road. Article 3 The People's Government of Qinhuai District, Nanjing City is responsible for the unified management of the region. The Confucius Temple Regional Management Committee (hereinafter referred to as the regional management agency) is established to be specifically responsible for the comprehensive management of landscape protection, development and construction, commercial operations, social security and tourist activities in the region.
Public security, industrial and commercial administration, price, planning, land, urban construction, urban management, municipal public utilities, culture, tourism, health, environmental protection, sanitation and other departments should coordinate with regional management agencies within their respective scope of responsibilities. area protection, construction and management. Article 4 All units and individuals conducting activities within the region shall abide by these regulations and have the obligation to stop and report violations of these regulations. Chapter 2 Management Article 5 If various projects and facilities need to be constructed within the region, they must obtain the consent of the regional management agency and go through the approval procedures with the planning, land and other relevant departments before construction can begin. Article 6 If it is necessary to excavate or occupy roads within the area, the examination and approval procedures must be completed with the regional management agency and the public security and transportation management department before excavation or occupation.
If it is necessary to excavate or occupy the bank slopes of the inner Qinhuai River, an excavation and occupation license shall be obtained from the regional management agency. After the excavation and occupation units or individuals are completed, the site should be cleaned up in a timely manner, the bank slope should be restored to its original condition, and the regional management agency should organize acceptance. Article 7 Anyone who needs to engage in business activities within the region must obtain a business license from the regional management agency and operate business within the prescribed location and business scope. Those engaged in catering and cultural business activities must also obtain a "Health License" and a "Cultural Business License" respectively. Article 8: Regional night market operations shall implement delineation and positioning. All stalls that need to engage in night market business activities should obtain a "Night Market Stall Certificate" from the regional management agency and operate at the designated time and place. Article 9 Anyone who engages in business activities within the region must clearly mark prices. Make sure that the price tags are complete, the prices are clearly marked, each product is labeled, and the display is eye-catching. Article 10 It is prohibited to illegally occupy roads, squares, parking lots and other public places to engage in business activities.
Units and individuals operating along the street are not allowed to set up stalls beyond the threshold or steps. Article 11 Any large-scale cultural, commercial, tourism and publicity activities that need to be organized within the region must be approved by the regional management agency.
During peak tourist seasons, as well as during temporary lantern festivals, exhibitions, trade fairs, material trade fairs, theatrical performances and other mass gatherings, regional management agencies should work with relevant departments to evacuate people. Article 12 Anyone who commits any of the following acts within a region must obtain approval from the regional management agency:
(1) Hanging signs, couplets, store name plaques, and outdoor slogans;
( 2) Set up small outdoor advertising carriers, billboards, galleries, showcases, and tents;
(3) Install neon lights, floodlights and other decorative lights;
(4) ) Set up other signs that affect the appearance of the city. Article 13 Pedestrian streets shall be managed within the region. Regional management agencies should work with the public security and traffic management departments to divert people and vehicles.
Any motor vehicle that needs to enter the pedestrian street must obtain a regional pass from the public security and traffic management department with the consent of the regional management agency, drive according to the designated time and route, and park in the prescribed parking lot. Police vehicles, fire trucks, ambulances, postal vehicles, sanitation vehicles, engineering maintenance rescue vehicles and licensed vehicles that perform official duties are excluded.
Non-motor vehicles are prohibited from passing within the specified time.
Article 14 The following behaviors are strictly prohibited in the area:
(1) Drinking and making noise, picking quarrels, fighting, and insulting women;
(2) Stealing, fraud, and extortion;
(3) Operating without a license, buying and selling by force, and robbing goods;
(4) Illegally exchanging or requesting foreign currency, and selling tickets;
(5) Selling or disseminating obscene materials, illegal publications and other contraband;
(6) Using pornography to attract customers, introducing, housing, and inducing prostitutes;
(7) Setting up bureaus Inducing gambling, gathering people to gamble, blocking the road to perform or begging;
(8) Divination, fortune-telling, fortune-telling and other feudal superstitious activities;
(9) Disturbing public order, Behavior that is detrimental to social morals;
(10) Other behaviors that violate the "Regulations on Public Security Administration Punishments of the People's Republic of China". Article 15: The resources and facilities within the region shall be used for a fee. Anyone who uses regional resources to conduct business activities and use facilities must pay resource and facility usage fees, which will be used exclusively for the maintenance and construction of the region. The charging method shall be formulated separately by the Qinhuai District People's Government in conjunction with the Municipal Price Bureau. Chapter 3 Protection Article 16 Strictly protect the landscape style of the area, and do not arbitrarily change the appearance and use functions of buildings and facilities. The landscape style specifications in the area shall be separately stipulated by the People's Government of Qinhuai District in conjunction with relevant departments.
