1. Objects of annual review

2. Contents of the annual review

4. Democratic review and public announcement (June 23-June 29). Each village (neighborhood) must hold a democratic review meeting for the subsistence allowances attended by village cadres, members of the village (resident) branch committees, party member representatives, and mass representatives, conduct democratic reviews of the application objects one by one, and publish the democratic review results on a list 7 days, sign the opinion after there is no objection, and submit it to the town people's government for review.
5. Review by the Town People’s Government (June 30-July 4). The town people's government will conduct re-examination and review through household surveys, verification of information, etc., and feedback the review results to the village (neighborhood) committee for public announcement again for 7 days. If there are no objections, they will be summarized and submitted to the county civil affairs bureau.
6. Approval by County Civil Affairs Bureau (July 5-July 10). The County Civil Affairs Bureau will review and approve the submitted materials. After determining the guarantee standards, it will feedback to the village committee for public announcement.
IV. "Advance and retreat" requirements for subsistence allowance recipients
(1) Those who must "enter" into rural subsistence allowance recipients:

⑸Other living conditions are particularly harsh.
(2) Those who must "exit" the rural subsistence allowance recipients:
① The subsistence allowance recipients have died.
②Failure to withdraw the minimum living security cash for more than six months without justifiable reasons.
③The legal caregiver or supporter has the ability to provide support but fails to perform the obligation to provide support or support.
④ Those who fail to declare truthfully or refuse to verify their family income, or who do not cooperate with the investigation by the subsistence allowance staff.
⑤Family income has increased significantly and exceeds the minimum living security line.
⑥Family members who have normal working ability, are not engaged in productive labor, are idle, lazy in eating, or have gambling, drug abuse and other behaviors that have not been corrected.
⑦Recent adjustments to housing, purchase of commercial housing, new housing, and high-end decoration of residences other than due to demolition or other normal reasons.
⑧The actual living standard of the family is significantly higher than the local rural subsistence allowance standard, and the household expenditure on water, electricity, gas and communication expenses is significantly higher than the normal level.
⑨Unable to participate in the annual review within the prescribed time without special reasons.
5. Procedures must be standardized
1. Each village (residential) resident cadre and fixed subsidy cadre is a member of the village (residential) subsistence allowance assessment and annual review leading group , while recruiting backbone party members, team leaders, mass representatives and other members to participate in the rural subsistence allowance democratic review group. Village (resident) cadres are the first responsible person, and the branch secretary is the directly responsible person. The subsistence allowance recipients must be determined one by one through democratic evaluation at the party leader meeting to ensure the smooth completion of the rural subsistence allowance assessment and annual review work.
2. Increase publicity. During the annual review of the subsistence allowances, each village (neighborhood) should make full use of broadcasts, slogans, etc. to increase the publicity of the subsistence allowances policy. Let the general public correctly understand the subsistence allowance policy, understand the subsistence allowance application conditions and application procedures, enable the people to consciously abide by relevant policies and regulations, establish a correct concept of social assistance, and ensure the smooth progress of the annual review work.
3. Each village (residential) cadre and the village (residential) branch committee must strengthen their responsibilities. 2. We must resolutely put an end to the phenomena of "joint household security", "equal sharing" and "taking turns to receive minimum living security". Rural subsistence allowance is a government relief system that guarantees the basic life of the poorest rural residents. It is not a social welfare and cannot be enjoyed equally, nor can everyone enjoy it and enjoy it in turns. 5. Each village (residential) must implement key protection for families who are incapable of working or have lost the ability to work due to illness, disability, old age, or cannot survive due to harsh natural conditions, and they must be included in the scope of protection first; For key protection objects, families must be fully included in the protection scope.
6. Failure to report death and "empty payment" should not occur. The deceased should be declared in time. If the death is not reported or falsely claimed, once discovered, the money falsely claimed by the relevant person must be recovered. Security deposit.
7. Farm households that are re-evaluated as eligible for subsistence allowances must fill in the "Longhui County Rural Minimum Living Security Application Approval Form" (in duplicate) and submit it to the town social affairs office; farmers who continue to enjoy subsistence allowances must Fill out the "Annual Review Form for Rural Residents' Minimum Living Security Households in Longhui County" (in duplicate).
Necessary information for subsistence allowance recipients:
① Application form for subsistence allowance recipients;
② Household register, ID card, all-in-one card passbook and copies of subsistence allowance recipients;
③Three recent 2-inch photos of subsistence allowance recipients;
④Disabled persons and patients with serious illnesses must provide corresponding certificates.
The staff responsible for each evaluation and annual review must consciously abide by relevant regulations and resolutely put an end to violations such as personal insurance, relative insurance, self-insurance, and joint household insurance. 7. Reward and Punishment Measures
During the annual review of the subsistence allowance, the town party committee and government will assign personnel to set up an inspection team to review the evaluation procedures, publicity, etc. of each village (residential) subsistence allowance. Supervise the contents and report the inspection results, and deduct points to the village strictly according to the town performance assessment:
1. If the minimum living allowance recipients are not determined according to the procedures, 2 points will be deducted;
2. Those who do not meet the policy to enjoy the minimum living allowance will be deducted 2 points for each case.
3. Anyone who appeals to the province or city due to improper determination of subsistence allowance will be deducted 3 points and 2 points respectively;
4. Anyone who fails to convene a meeting with party members within the prescribed time 2 points will be deducted if the group leader meeting conducts democratic evaluation, and 1 point will be deducted if it is not announced.
5. If the information is not submitted in time, 0.5 points will be deducted for each missing item.
