In order to implement the overall plan of "implementing the development strategy of expanding employment and promoting employment through entrepreneurship" put forward by the 17th National Congress of the Communist Party of China, and fully implement the relevant provisions of the Employment Promotion Law of People's Republic of China (PRC), we hereby put forward the following guiding opinions on promoting employment through entrepreneurship:
First, unify thinking and understanding, and clarify objectives and tasks.

Promoting employment through entrepreneurship is an important content of implementing the strategy of expanding employment and an important task of implementing the active employment policy in the new period. All regions and relevant departments should attach great importance to it, optimize the entrepreneurial environment through policy support and service guarantee, and encourage and support more workers to start businesses.
(2) Clear guiding ideology. All regions and relevant departments should thoroughly implement Scientific Outlook on Development, emancipate their minds, reform and innovate in accordance with the overall requirements of building a harmonious socialist society, focus on the overall situation of economic and social development, and start with entrepreneurial awareness, entrepreneurial ability and entrepreneurial environment, and gradually form a new pattern of entrepreneurship driving employment. Adhere to the basic principles of government promotion, social support, market orientation and self-employment, strengthen entrepreneurship service and entrepreneurship training, improve the entrepreneurial environment, accelerate the formation of a "trinity" working mechanism of policy support, entrepreneurship training and entrepreneurship service, constantly stimulate workers' entrepreneurial passion, enhance their entrepreneurial awareness, and encourage more urban and rural workers to achieve employment through self-employment.

For migrant workers returning home to start businesses, labor export areas should actively explore and improve relevant support policies.
(7) Broaden financing channels. Actively promote the innovation of financial products and services, and support entrepreneurship to promote employment. Actively explore the innovation of mortgage guarantee methods and encourage financial institutions to actively provide financing support for projects that meet the requirements of national policies and are conducive to promoting entrepreneurship and employment. We will fully implement the small-sum secured loan policy, innovate the management mode, improve the quality and efficiency of loan services, and further increase support for qualified labor-intensive small enterprises. Encourage and support the development of multi-ownership financial organizations suitable for the characteristics of rural needs, innovate the rural loan guarantee model, and actively provide financial services for migrant workers to return home to start businesses. Establish and improve the venture capital mechanism, encourage the use of foreign capital and domestic social capital to invest in venture enterprises, set up various forms of venture capital guidance funds in conditional areas, and guide and promote the establishment and development of venture capital enterprises.
Third, strengthen entrepreneurship training and improve entrepreneurial ability.
(8) Strengthen training. Establish an entrepreneurship training system that meets the needs of all types of workers in urban and rural areas, expand the scope of entrepreneurship training, and gradually include all workers with entrepreneurial aspirations and training needs in entrepreneurship training. Strengthen the construction of entrepreneurship courses and teachers in colleges and vocational schools, and carry out entrepreneurship training and entrepreneurship training. (13) Providing employment services. Provide public employment services for entrepreneurs, newly established enterprises and their employees. Organize all kinds of training institutions to carry out orientation and order training according to employment needs, and provide suitable talents for entrepreneurial enterprises.
