Faced with heavy rains and floods, Liu Shuwen, director of the Qinzhou District Water Conservancy Bureau, led 76 members of the flood rescue emergency team and the water supply project repair team. They fought continuously for 9 days and 6 nights, and finally achieved the goal of clearing the river course and clearing obstacles. At 9:33 pm on August 11, after the Qinzhou District Drought and Flood Control Office received a dangerous report of cracks in the mountains of Chenjiawan Village, Tianshui Town, Liu Shuwen, director of the District Water Affairs Bureau, who was on flood control duty, made arrangements The Flood Control Office actively contacted the Tianshui Town Government and Chenjiawan Village to keep abreast of the latest dangers and disasters. While quickly organizing personnel to rush to Chenjiawan, Anji, and Xinda Village to check the danger and understand the disaster situation. Disasters are orders. Liu Shuwen led the office staff to the severely affected Liulin Village in Niangniangba Town at 6:30 in the morning on the 12th despite the rain. When he saw the tragic scene after the flood and mudslide, Liu Shuwen felt a heavy responsibility on his shoulders. He had only one thought in his mind: clear the river obstacles as soon as possible and eliminate danger in time.

At critical moments, Liu Shuwen has always been on the front line of flood fighting and rescue operations. The heavy rain continued, and crazy floods rushed down trees and boulders. At the critical moment, Liu Shuwen did not hesitate, hesitate or flinch. He completely ignored the danger at hand, stepped forward and was the first to dive into the waist-deep rapids. Inspired by him, none of the rescue team members flinched, one, two, three..., 21 members of the flood fighting and rescue emergency team, together with the officers and soldiers of the Tianshui City Fire Squadron who had arrived earlier, dredged the river, evacuated the people, rushed to transport supplies, Block floods and clean up silt. While rushing to Shangdianzi, Yingfang and other villages to check the disaster situation, Liu Shuwen saw the rapid water flow in the river when passing by Hekou Village, severely eroding the only estuary leading to the three villages of Lizi, Huayuan and Baiyin. After the bridge piers, he was the first to brave the rain to direct and organize the emergency response team to clear the silt, move trees, fill sand bags, and seal the breach. After four days and nights of emergency repairs, the debris flow in Hekou Village was cleared, the breach was filled and the river channel was dredged.

Heavy rain in the early morning of August 12 caused serious damage to the water supply facilities of seven villages in Niangniangba: Liulin, Lizi, Huayuan, Goumen, Changhe, Baiyin, and Dujiazhuang, and the drinking water was temporarily interrupted.

In order to allow the affected people to drink clean tap water as soon as possible, Liu Shuwen organized personnel to hold an emergency meeting overnight on August 13 to arrange and deploy emergency repair work on the water supply project. He firmly said to Shi Xiaolin, captain of the water supply emergency repair team, deputy director of the water pipe station, and members of the emergency repair team: "Now is a critical time to test each of our Communist Party members. In the face of floods, everyone must unite as one and overcome difficulties. We will go all out to repair the damaged projects so that the people in the disaster area can have clean tap water as soon as possible and feel the warmth of the Party.” After a day of intense construction by technicians, the three administrative villages of Liulin, Lizi and Goumen were repaired and restored on the 14th. Water supply for six natural villages including Wangtian and Hekou. After the water supply in Goumen Village was completed, the masses brought corn and boiled water to the members of the water supply repair team, and posted a slogan on the wall saying "Don't forget the water conservancy bureau" to express their gratitude. As of August 24, the water supply emergency repair team has solved the problem of water shortages in seven administrative villages of Liulin, Huayuan, Goumen, Dujiazhuang, Lizi, Baiyin, Changhe, Hekou, Shangdianzi, Wangtian, Changgoumen and Xiaogoumen. There are 5,459 people in 1,167 households in 15 natural villages who have difficulty drinking water. ***Repaired and replaced 17,233 meters of water supply pipelines, installed 49 (sets) of household water meters and faucets, and invested in 8 (sets) of submersible pumps.

From 16:40 on August 11 to the morning of the 12th, the cumulative rainfall in Niangniangba Town reached 167 mm, of which the 1-hour rainfall in Liziyuan reached 96.1 mm from 3:00 to 4:00 on the 12th. Heavy rains are coming, rivers are swollen, and danger is imminent. In order to grasp the disaster situation in other villages as soon as possible, Liu Shuwen also led Liu Yabing, director of the bureau office, to walk 23 kilometers for four and a half hours to reach the most affected villages when roads were severely interrupted and bridges and culverts were washed away by floods. Serious cases include shops, gardens, barracks and other villages. In Shangdianzi Village, the changes in flood conditions were beyond everyone's expectations: the floodwaters rushed down, the river embankments were destroyed, the power facilities were cut off, the only bridge connecting the village groups on both sides of the river was breached, and the houses collapsed; Mudslides, trees and other obstacles blocked the bridge opening. With crooked and exposed roof beams and crumbling cracked walls, the villagers were panicked and helpless... In order to dredge the river as soon as possible, eliminate dangers, build roads, and facilitate the people to rush to transport property, he ignored fatigue and personal safety and commanded the excavator and Loaders and other large machinery are cleared day and night. After six days and four nights of fierce fighting, debris flows, trees and other obstacles washed away by heavy rains in Liulin, Hekou and Shangdianzi rivers were finally cleared, the rivers were widened and dangers were basically eliminated. ***29,200 square meters of silt, rocks, trees and other obstacles were cleared, 4.6 kilometers of rivers were cleared and dredged, and 9 670-meter-long breaches were filled and blocked.

As the commander-in-chief of the flood fighting emergency response team and the water supply project repair team, Liu Shuwen is busy like a top from morning to night every day. From getting up early to arrange the day's emergency repair tasks, to following the team closely and commanding from the front, He goes deep into each disaster-stricken site to conduct careful and detailed inspections to ensure that all emergency repair work is completed safely and in a timely manner; from rushing to attend headquarters meetings to convening other responsible persons to discuss emergency repair matters for the next day... He waits at the unit, at the site, and at the headquarters every day He shuttled back and forth between the ground without stopping. As the commander-in-chief and leader, he must not only ensure the safety of the team and the peace of mind of the team members, but also ensure the successful completion of the mission under difficult and harsh conditions. Therefore, he has to deal with everything from emergency repair routes and engineering emergency repair plan planning to logistical arrangements and team member illness. He takes care of everything and does it himself.
