While rushing to Shangdianzi, Yingfang and other villages to check the disaster situation, Liu Shuwen saw the rapid water flow in the river when passing by Hekou Village, severely eroding the only estuary leading to the three villages of Lizi, Huayuan and Baiyin. After the bridge piers, he was the first to brave the rain to direct and organize the emergency response team to clear the silt, move trees, fill sand bags, and seal the breach. After four days and nights of emergency repairs, the debris flow in Hekou Village was cleared, the breach was filled and the river channel was dredged.
Heavy rain in the early morning of August 12 caused serious damage to the water supply facilities of seven villages in Niangniangba: Liulin, Lizi, Huayuan, Goumen, Changhe, Baiyin, and Dujiazhuang, and the drinking water was temporarily interrupted.
In order to allow the affected people to drink clean tap water as soon as possible, Liu Shuwen organized personnel to hold an emergency meeting overnight on August 13 to arrange and deploy emergency repair work on the water supply project. He firmly said to Shi Xiaolin, captain of the water supply emergency repair team, deputy director of the water pipe station, and members of the emergency repair team: "Now is a critical time to test each of our Communist Party members. In the face of floods, everyone must unite as one and overcome difficulties. We will go all out to repair the damaged projects so that the people in the disaster area can have clean tap water as soon as possible and feel the warmth of the Party.” After a day of intense construction by technicians, the three administrative villages of Liulin, Lizi and Goumen were repaired and restored on the 14th. Water supply for six natural villages including Wangtian and Hekou. After the water supply in Goumen Village was completed, the masses brought corn and boiled water to the members of the water supply repair team, and posted a slogan on the wall saying "Don't forget the water conservancy bureau" to express their gratitude. As of August 24, the water supply emergency repair team has solved the problem of water shortages in seven administrative villages of Liulin, Huayuan, Goumen, Dujiazhuang, Lizi, Baiyin, Changhe, Hekou, Shangdianzi, Wangtian, Changgoumen and Xiaogoumen. There are 5,459 people in 1,167 households in 15 natural villages who have difficulty drinking water. ***Repaired and replaced 17,233 meters of water supply pipelines, installed 49 (sets) of household water meters and faucets, and invested in 8 (sets) of submersible pumps.

In Shangdianzi Village, the changes in flood conditions were beyond everyone's expectations: the floodwaters rushed down, the river embankments were destroyed, the power facilities were cut off, the only bridge connecting the village groups on both sides of the river was breached, and the houses collapsed; Mudslides, trees and other obstacles blocked the bridge opening. With crooked and exposed roof beams and crumbling cracked walls, the villagers were panicked and helpless... In order to dredge the river as soon as possible, eliminate dangers, build roads, and facilitate the people to rush to transport property, he ignored fatigue and personal safety and commanded the excavator and Loaders and other large machinery are cleared day and night. After six days and four nights of fierce fighting, debris flows, trees and other obstacles washed away by heavy rains in Liulin, Hekou and Shangdianzi rivers were finally cleared, the rivers were widened and dangers were basically eliminated. ***29,200 square meters of silt, rocks, trees and other obstacles were cleared, 4.6 kilometers of rivers were cleared and dredged, and 9 670-meter-long breaches were filled and blocked.
