Article 2 These regulations apply to the areas under urban management in Kundulun District, Qingshan District, Donghe District, Jiuyuan District and the Rare Earth High-tech Industrial Development Zone in this city.

The boundaries between areas subject to urban management and non-urban management areas shall be demarcated by the Municipal People's Government. Article 3: City appearance and environmental sanitation work shall implement the principles of unified leadership, hierarchical management, zoned responsibility, and the combination of professional management and mass management. Article 4 The administrative department of city appearance and environmental sanitation of the Municipal People's Government (hereinafter referred to as the municipal department) is responsible for the supervision and management of the city's city appearance and environmental sanitation.

The city appearance and environmental sanitation authorities in areas under urban management (hereinafter referred to as the district authorities) are responsible for the supervision and management of city appearance and environmental sanitation within their own administrative areas.

Municipal and district competent departments are responsible for their respective supervision and management work in accordance with the law enforcement areas delineated by the Municipal People's Government.

Relevant administrative departments such as planning, housing management, environmental protection, health, public security, transportation, industry and commerce, etc. shall, in accordance with their respective responsibilities, coordinate with the competent departments to implement these regulations. Article 5 The municipal and district people's governments shall incorporate city appearance and environmental sanitation undertakings into the national economic and social development plans and organize their implementation.

The municipal administrative department shall, in conjunction with relevant departments, prepare a city appearance and environmental sanitation development plan based on the needs of urban development and in accordance with the overall urban plan; formulate specific urban appearance standards and environmental sanitation standards based on the actual situation of the city Standards shall be submitted to the Municipal People's Government for approval before implementation.

Article 7 The labor results of city appearance and environmental sanitation staff should be respected by the whole society, and no unit or individual may hinder or obstruct city appearance and environmental sanitation staff from performing their duties. Article 8: Maintaining city appearance and environmental sanitation is the common responsibility of the entire society. All units and individuals have the right to enjoy good city appearance and environmental sanitation, and at the same time have the obligation to maintain city appearance and environmental sanitation, and to care for public facilities. They have the right to discourage and report violations of these regulations. The competent authorities shall respond to reports. and complaints are carefully investigated and handled. Article 9 If any violation of the provisions of these Regulations requires administrative penalties, the municipal or district urban management administrative departments (hereinafter referred to as the administrative departments) shall exercise the power of punishment. Article 10 In accordance with the provisions of these Regulations, the departments responsible for the supervision and management of city appearance and environmental sanitation and their staff shall administer in accordance with the law and enforce the law in a civilized manner. Anyone who commits any of the following acts will be given administrative sanctions in accordance with the law according to the seriousness of the case; if it constitutes a crime, he will be held criminally responsible in accordance with the law:

(1) Failure to produce documents and fail to dress in compliance with law enforcement regulations;

(2) Failure to use the prescribed legal documents for administrative law enforcement and special receipts for fines and confiscations;

(3) Beating, scolding, and insulting parties;

(4) Embezzling or misappropriating personal property Distribution of temporarily detained or confiscated items;

(5) Neglect of duty, abuse of power, and malpractice for personal gain;

(6) Other violations of discipline and law. Chapter 2 City Appearance and Environmental Sanitation Responsibility Article 11 This city implements the city appearance and environmental sanitation responsibility area system.

The municipal and district competent departments shall reasonably delineate the city appearance and environmental sanitation responsibility areas and content of responsibilities based on the actual conditions of the places owned, used or managed by the units and the surrounding areas, and sign a responsibility letter with the responsible person. Article 12 Urban roads, public squares, public green spaces, parks, rivers, flood drains, public toilets, garbage transfer stations, garbage incineration sites, landfills and other municipal public facilities* **The cleaning and maintenance of facilities shall be the responsibility of professional environmental sanitation units or business management units. Article 13 The persons responsible for the following areas shall be determined in accordance with the following provisions:

(1) Residential areas where property management is not implemented, including streets, alleys, residential quarters, etc., shall be the responsibility of the sub-district office; property management shall be implemented is the responsibility of the entrusted property management company.

Residents must pay cleaning fees as required.

(2) Railways, highways and their management scope, airports, stations, scenic tourism, cultural, sports and other public places, markets, shops, individual stalls shall be managed by operators or management units Responsible.

(3) Agencies, groups, troops, enterprises and institutions shall be responsible for this unit.

(4) The construction site of the construction project land shall be the responsibility of the construction unit, and the construction unit shall be responsible for the construction site that has not yet been constructed or has been handed over by the construction unit.

(5) The land reserve agency shall be responsible for the land that has been reserved but has not yet been transferred.

If the responsibility area for city appearance and environmental sanitation is unclear, it shall be determined by the district competent department, and if it crosses the district, it shall be determined by the municipal competent department. Article 14 The persons responsible for city appearance and environmental sanitation shall perform their responsibilities in accordance with the requirements of this city’s urban appearance standards and environmental sanitation standards.

The responsible person has the right to dissuade and stop any behavior that damages the city appearance, environmental sanitation and public health facilities within the responsible area, and may request the competent department to investigate and deal with it.
