Article 1: In order to severely crack down on drug-related illegal and criminal activities, protect the physical and mental health of citizens, and maintain public security and order, these regulations are formulated in accordance with relevant national laws and regulations and in combination with the actual conditions of the autonomous region. Article 2 The drugs referred to in these Regulations refer to opium, heroin, morphine, marijuana, cocaine, as well as methamphetamine (methamphetamine), dihydroetorphine hydrochloride, pethidine, sodium caffeine, caffeine, etc. controlled by the state. Article 3: The anti-drug work adheres to the principle of combining education and punishment, and implements the policy of "promoting the three prohibitions (trafficking, breeding, and smoking) simultaneously, blocking sources and flows, strictly enforcing the law, and treating both the symptoms and the root causes." Article 4 People's governments at all levels must strengthen leadership over drug control work and organize and coordinate relevant departments to carry out drug control work. Public security organs at all levels are the departments in charge of anti-drug work. Customs, railways, industry and commerce, finance, health, medicine, civil affairs, forestry, agriculture, education, radio and television, press and publishing and other relevant departments should actively cooperate with the public security organs in anti-drug work. Article 5: Procuratorial organs, judicial organs, public security organs, and judicial administrative organs must cooperate with each other in anti-drug work and strictly perform their respective duties. Article 6: Agencies, groups, enterprises, institutions, residents' committees, gacha, and villagers' committees shall do a good job in anti-drug education and management within their own units and jurisdictions. Article 7 Units and individuals engaged in the hotel industry, entertainment service industry, transportation industry, rental housing industry, and catering industry must list anti-drug work as an important part of management, and must report to the public security organs in a timely manner when drug violations and crimes are discovered. Article 8: Schools at all levels and types should provide anti-drug education to students. If any illegal drug abuse behavior is found in school, they must report it to the public security organs in a timely manner and cooperate with their parents to provide them with education and detoxification. Article 9: If minors commit drug-related violations, their guardians shall actively cooperate with the public security organs to strictly control them. Article 10 People's governments at all levels shall commend and reward units and individuals that report and expose drug violations and crimes and make outstanding contributions to drug control work. Article 11 If anti-drug personnel engage in acts of favoritism, extortion, bribery, dereliction of duty, etc. during anti-drug work, they shall be given administrative sanctions or penalties by the competent departments; if a crime is constituted, criminal liability shall be severely investigated in accordance with the law. Article 12 If the circumstances of illegal and criminal acts such as smuggling, selling, transporting, and manufacturing drugs are minor and the people's court exempts them from criminal punishment, the public security organs shall confiscate the illegal gains and impose a fine of not less than 2,000 yuan but not more than 5,000 yuan, or in accordance with relevant national regulations. Give punishment. Article 13 If poppy shells or poppy seeds are mixed with food, beverages and other food for sale, the relevant personnel shall be held criminally responsible in accordance with the provisions of the national anti-drug decision.

If the conduct in the preceding paragraph is indeed exempted from criminal punishment by the people's court due to minor criminal circumstances, the public security organs shall confiscate the illegal gains and impose a fine of not less than 5,000 yuan but not more than 50,000 yuan; the personnel directly responsible for the unit and The person directly responsible shall be fined not less than RMB 3,000 but not more than RMB 20,000, or other penalties shall be imposed in accordance with relevant national regulations. Article 14 If any unit or individual that produces, sells or uses psychotropic drugs or narcotic drugs violates the regulations on the management of psychotropic drugs and narcotic drugs, the public security organs shall cooperate with the health administrative department to confiscate all narcotic drugs, psychotropic drugs and illegal income, and shall impose illegal penalties. A fine of not less than five times but not more than ten times the income; if the circumstances are serious, the "Pharmaceutical Production Enterprise License", "Pharmaceutical Business Enterprise License", and "Preparation License" shall be revoked in accordance with the law; if a crime is constituted, criminal liability shall be pursued in accordance with the national anti-drug decisions. Article 15 Anyone who purchases or sells the ephedrine intermediate ephedrine oxalate and crude ephedrine products (including ephedra extract, ephedra extract powder, and ephedra grass powder) in violation of relevant regulations shall have the illegal gains confiscated by the autonomous region’s pharmaceutical industry authorities in collaboration with the public security organs. Depending on the circumstances, a fine of not less than two times but not more than five times of the illegal income may be imposed.

Whoever commits the acts in the preceding paragraph and causes the ephedrine intermediate ephedrine oxalate or crude ephedrine to flow into illegal channels and be used by drug crimes, thereby constituting a crime, shall be investigated for criminal liability in accordance with the law.

Article 16 If any unit or individual violates the provisions of these Regulations and conceals drug-related crimes and fails to report them to the public security organs, the unit and its person in charge shall be fined 3,000 yuan and 1,000 yuan respectively; and the individual shall be fined 500 yuan.
