Article 11 If anti-drug personnel engage in acts of favoritism, extortion, bribery, dereliction of duty, etc. during anti-drug work, they shall be given administrative sanctions or penalties by the competent departments; if a crime is constituted, criminal liability shall be severely investigated in accordance with the law. Article 12 If the circumstances of illegal and criminal acts such as smuggling, selling, transporting, and manufacturing drugs are minor and the people's court exempts them from criminal punishment, the public security organs shall confiscate the illegal gains and impose a fine of not less than 2,000 yuan but not more than 5,000 yuan, or in accordance with relevant national regulations. Article 15 Anyone who purchases or sells the ephedrine intermediate ephedrine oxalate and crude ephedrine products (including ephedra extract, ephedra extract powder, and ephedra grass powder) in violation of relevant regulations shall have the illegal gains confiscated by the autonomous region’s pharmaceutical industry authorities in collaboration with the public security organs. Article 16 If any unit or individual violates the provisions of these Regulations and conceals drug-related crimes and fails to report them to the public security organs, the unit and its person in charge shall be fined 3,000 yuan and 1,000 yuan respectively; and the individual shall be fined 500 yuan.
