Article 1 In order to strengthen the protection of landscape stones in the coastal zone of Qiziwan, maintain the natural coastal landforms of Qiziwan National Marine Park, and promote the implementation of the long-term protection mechanism of the natural coastline, according to the " These regulations are formulated in accordance with the provisions of laws and regulations such as the "Marine Environmental Protection Law of the People's Republic of China" and the "Mineral Resources Law of the People's Republic of China" and combined with the actual situation of this autonomous county. Article 2 These regulations shall apply to the protection and management of Qiziwan landscape stones in this autonomous county and other related activities.

The "landscape stones" referred to in these regulations refer to the stones naturally distributed within the coastal zone of Qizi Bay, formed by sea erosion and weathering, seawater transportation and sorting, and accumulation, and have ecological value, landscape value and economic value. Rocks include gravel, pebbles (called chess stones and yellow wax stones by folk convention) and reefs. Article 3 The protection of landscape stones shall follow the principles of priority protection, strict management, scientific improvement, and sustainable utilization. Article 4 The people's government of the autonomous county shall strengthen the unified leadership and coordination of the protection of landscape stones, improve the working mechanism for the protection of landscape stones, incorporate the protection of landscape stones into the protection, management, development and utilization of Qizi Bay coastal zone, and strictly control the activities that change the natural features of landscape stones. activities, and incorporate funds for landscape stone protection and management into the financial budget at this level.

The autonomous county people’s government’s development and reform, natural resources and planning, ecological environment, tourism culture, comprehensive law enforcement, public security and other relevant competent departments should strengthen communication and close cooperation, exercise their powers in accordance with the law according to their respective division of responsibilities, and coordinate with Do a good job in protecting landscape stones.

The Qiziwan Tourist Resort Management Committee shall do a good job in protecting landscape stones in accordance with regulations. Article 5 Landscape stones belong to the state. All citizens, legal persons and other organizations have the obligation to protect landscape stones and have the right to report illegal activities involving the protection and management of landscape stones.

The People's Government of the autonomous county, the Qiziwan Tourist Resort Management Committee and the relevant competent departments should improve the reporting and handling mechanism, set up a supervision and reporting hotline, and announce it to the public.

After the relevant competent departments of the autonomous county people’s government investigate and handle the reporting situation, they shall feedback the investigation and handling results to the whistleblower. If the report is verified to be true, the whistleblower may be commended and rewarded, and his legitimate rights and interests shall be protected in accordance with the law. Article 6 The people's government of the autonomous county shall strengthen publicity on the protection of landscape stones, popularize knowledge on natural shoreline protection, set up relevant warning slogans in tourist attractions, transportation hubs, commercial centers and places where tourists gather, and encourage citizens, legal persons and other organizations to donate funds. Actively participate in the protection of landscape stones by making donations, providing volunteer services, etc.

Encourage news media such as radio, television, newspapers and the Internet to carry out public welfare publicity and public opinion supervision on the protection of landscape stones. Article 7: Encourage and support agencies and organizations prescribed by law to initiate public interest litigation against acts that damage landscape stones. Article 8: Those engaged in development and construction activities such as sea sand mining and construction of engineering facilities that are approved in accordance with the law must take strict ecological protection measures to avoid damage to landscape stones. The county natural resources department shall strengthen on-site supervision. If it is discovered that development and construction activities have caused damage to landscape stones, they shall formulate a rescue plan and submit it to the autonomous county people's government for approval and implementation.

The areas that have been included in the list of strictly protected shore sections issued by the Provincial People's Government shall be implemented in accordance with the provisions of relevant laws and regulations. Article 9 The development and construction of tourism projects within the coastal zone of Qizi Bay shall consider possible adverse environmental impacts on landscape stones and strictly maintain the natural appearance of landscape stones.

The relevant competent departments of the autonomous county people's government shall strictly supervise and inspect the protection and tourism development and utilization of landscape stones according to the environmental capacity and resource carrying capacity of the area where the landscape stones are distributed. Article 10 The people's government of the autonomous county shall, in accordance with the natural distribution of landscape stones and in combination with the requirements of natural coastline protection and tourism development, delineate the protection scope of landscape stones and set up signs in prominent locations to indicate the identification methods and protection of landscape stones. Scope, protection measures and reporting methods, etc.; it is also possible to demarcate no-passage areas that prohibit public access according to the needs of landscape stone protection.

Article 11 The Qiziwan Tourist Resort Management Committee shall assume the following responsibilities within the scope of landscape stone protection:

(2) Set up and maintain facilities, signs, billboards and warning signs for landscape stone protection;

(3) Develop and implement a daily management system for landscape stone protection;

(4) ) Organize personnel to conduct management and inspections;

(5) Discourage and stop illegal activities that damage landscape stones, and report to relevant authorities;

(6) Carry out landscape stone protection Publicity and education activities;

(7) Other duties assigned or entrusted by the autonomous county people's government and relevant competent departments. Article 12 When tourists carry out tourism activities within the scope of landscape stone protection, they shall protect the landscape stone tourism resources, abide by the regulations on landscape stone protection and management, abide by the tourism code of civilized behavior, and obey the management of the Qiziwan Tourist Resort Management Committee. Article 13 The following activities are prohibited within the protection scope of landscape stones:

(1) Excavation of landscape stones;

(2) Blasting, hammering, and drilling of landscape stones Waiting for arbitrary damage;

(3) Picking up landscape stones;

(4) Entering prohibited areas without authorization;

(5) Moving, dismantling, Altering or damaging landscape stone protection signs, promotional signs, and warning signs;
