Regulations of Wufeng Tujia Autonomous County on Intangible Cultural Heritage

Article 1 In order to inherit and develop excellent national traditional culture, strengthen the protection and preservation of intangible cultural heritage, and promote the construction of cultural ecological protection zones, these Regulations are formulated in accordance with the laws and regulations such as the People's Republic of China (PRC) Intangible Cultural Heritage Law, the Hubei Intangible Cultural Heritage Regulations, and the Yichang Intangible Cultural Heritage Protection Regulations, combined with the actual situation of Autonomous County. Article 2 These Regulations shall apply to the protection and preservation of intangible cultural heritage within the administrative area of this Autonomous County.

The intangible cultural heritage that needs to be protected and preserved within the administrative area of this Autonomous County mainly includes:

(1) Taking proverbs, riddles, two-part allegorical sayings, folk stories, folk songs and other traditional oral literature and their languages as carriers;

(2) Traditional music and dance, such as folk percussion, Tujia Liu Zi, mowing gongs and drums, folk songs, Tujia Ye Er, Tujia waving dance, Tujia flower drum, Jiuzi whip, Xilankapu, Nanqu, Tujia Man Tangyin, bench dragon, stepping on the hall, Liu Zi opera and Nuo opera.

(3) Traditional skills such as tea making, wine making, color binding, fine bamboo weaving, nine old and eighteen craftsmen, Tujia cuisine, folk herbs, folk remedies and calendars;

(4) Tujia wedding customs, funeral etiquette, worship of tea gods, Tujia daughters' parties, fairs, celebrating the New Year, playing gyro, taking a boat ride, racing horses, betting on horses, shooting crossbows and other folk and traditional sports and entertainment projects;

(5) Other intangible cultural heritage. Article 3 Autonomous County People's Government shall incorporate the protection and preservation of intangible cultural heritage into the national economic and social development plan, co-ordinate relevant funds to support the protection and preservation of intangible cultural heritage and the construction and management of cultural and ecological protection zones, and implement the relevant policies of the state to support the protection and preservation of intangible cultural heritage in ethnic areas, remote areas and poverty-stricken areas.

Innovate the management system and operation mechanism, strengthen the construction of comprehensive cultural service centers in townships (towns) and villages (communities), and improve the service efficiency of grassroots intangible cultural heritage inheritance.

Establish and improve the training, introduction, use and incentive mechanism of intangible cultural heritage professionals, and strengthen the construction of intangible cultural heritage talents.

Establish and improve the system of joint departmental meetings, and coordinate the protection and preservation of intangible cultural heritage and the construction of cultural and ecological protection zones. Fourth Autonomous County Department of culture and tourism is responsible for the organization, coordination, supervision and management of the protection and preservation of intangible cultural heritage within their respective administrative areas. Intangible cultural heritage protection institutions undertake the specific work related to the protection and preservation of intangible cultural heritage in Autonomous County.

Development and reform, education, ethnic and religious affairs, civil affairs, finance, human resources and social security, natural resources and planning, housing and urban and rural construction, agriculture and rural areas, health and health departments are responsible for the protection and preservation of intangible cultural heritage within their respective functions and duties.

The township (town) people's government shall, jointly with the competent department of culture and tourism of the autonomous county, do a good job in the protection and preservation of intangible cultural heritage. The township (town) comprehensive cultural service center carries out the protection and preservation of intangible cultural heritage under the guidance of the competent department of culture and tourism.

The village (neighborhood) committee shall assist the township (town) people's government in protecting and preserving the intangible cultural heritage. Article 5 Autonomous County People's Government shall recommend representative projects and inheritors of municipal intangible cultural heritage to the municipal cultural and tourism authorities, and cooperate with the municipal and provincial cultural and tourism authorities to recommend representative projects and inheritors of provincial and national intangible cultural heritage.

Citizens, legal persons and other organizations think that an intangible cultural heritage has historical, literary, artistic and scientific value, and can put forward suggestions for inclusion in the list of representative works of intangible cultural heritage to the Autonomous County People's Government or the competent department of culture and tourism. Article 6 The identification of representative items and inheritors of intangible cultural heritage at the county level shall be recommended by the people's government of a township (town) or the intangible cultural heritage protection institution of an autonomous county to the competent department of culture and tourism of the autonomous county, and shall be reported to the county people's government for approval and publication after being reviewed and approved by the competent department of culture and tourism of the autonomous county in conjunction with the expert group, and reported to the competent department of culture and tourism of the city for the record.

Representative projects and inheritors of intangible cultural heritage in Autonomous County are reviewed once every three years. Autonomous county cultural and tourism departments shall regularly evaluate the representative inheritors and project protection units of intangible cultural heritage.

No unit or individual may falsely declare representative projects, protection units and representative inheritors of intangible cultural heritage, and may not conduct activities in the name of representative inheritors and project protection units of intangible cultural heritage. Seventh autonomous county intangible cultural heritage representative projects shall meet the following conditions:

(a) in line with the core values of socialism, has a positive role in building the Chinese nation's sense of identity, promoting the unity and struggle of all ethnic groups and the prosperity and development of * * *;

(2) It is of historical, literary, artistic and scientific value;

(3) It has the characteristics of generational inheritance and living existence, and its inheritance pedigree is clear;

(four) with distinctive national and regional characteristics, has a greater impact in the local. Eighth recommended autonomous county representative intangible cultural heritage projects shall submit relevant materials, including the name, history, present situation, value, inheritance, protection requirements and related audio-visual materials.
