Key points of highway project management

Highway project management mainly refers to the use of systematic theoretical methods by managers relying solely on management concepts and management methods under the influence of external factors. and concepts for rational management of highway construction projects.

Abstract: Based on work experience, the low-carbon environmental protection concept is mainly used as an argument, and the current management technology, highway project management of carbon environmental protection route are analyzed respectively, and the arguments are analyzed. The analysis summarizes the key points of highway project management under the concept of low-carbon environmental protection, and explains the significance of highway project management under the low-carbon environmental protection route to social development and its contribution to human society.

With the continuous development of society, my country's highways have also developed rapidly. On December 25, 2013, the Chongqing-Chongqing low-carbon and environmentally friendly expressway was officially opened to traffic. With the opening of low-carbon and environmentally friendly expressways, it shows that our country has made higher achievements in the highway industry. However, our country started relatively late in the project management model, and has not yet thoroughly researched the research methods and management theories of the project. Therefore, it is particularly important to discuss and analyze the highway project management model.

1. The basic concepts and significance of highway project management

Highway project management mainly refers to the fact that under the influence of external conditions and factors, managers only rely on management concepts and management methods to Use systematic theoretical methods and concepts to conduct reasonable management of highway construction projects. In short, project management includes the project from the production decision-making to the end of the entire construction project. During this stage, managers use scientific and reasonable methods to evaluate the project in a planned, organized, coordinated and controlled manner. Ultimately achieve project goals.

Due to the integrity and long construction cycle of highways in the construction process, the investment amount is relatively large, and highway projects are generally invested and constructed by the state, so for highways Strengthening research on project management plays an important role in my country's economic development. An efficient project management model can not only save costs and control, but also ensure construction quality and completion period. In the project management model research stage, by absorbing the successful experience and methods of foreign highway project management models, we can improve our country's project management level while avoiding possible problems during the construction process, thereby ensuring the stable development of our country's highways .

2 Problems with the traditional project management model

Since the early 1990s, the project management model adopted in my country’s highway construction process has mainly been based on different forms of contracting systems, legal person Project management models such as responsibility system and supervision system. Although these projects can promote the development of highway construction in our country within the corresponding scope. However, with today's social development and the continuous improvement of economic and management levels, the traditional project management model has unreasonable problems that emerge one after another. For example: project quality problems, cost overruns, project delays, etc. It can be seen that the traditional project management model cannot develop under the current situation and cannot meet the current needs of highway construction. Overall, the following problems can easily arise in the traditional project management model. ⑴The traditional management model cannot be managed under the management concept of the enterprise. In the actual project management process, the management model of the headquarters is adopted, that is: a construction team is formed at the beginning of the project, and when the project is completed, The construction team was also disbanded.

This management model cannot summarize the management experience in the construction process, so it is difficult to improve the project management level in the management process.

⑵In the traditional project management model, the construction parties participating in the project construction are often independent construction units, because independent construction units usually lack a complete coordination mechanism. Therefore, in order to pursue profits, the construction units will make mistakes during the project construction process. Conflicts and contradictions occurred with other units, and there was a lack of integrity in the project construction process. ⑶In the traditional management model, whether it is the design stage or the decision-making stage and the construction stage, the managers in each stage are different, so the managers in each stage are not able to communicate effectively. During the construction process Information exchange often stagnates, which has a certain impact on the project and cannot achieve systematic information management. ⑷

In the traditional management model, design management and construction management are separated, which will inevitably lead to the management authority in the design phase being biased towards the designer. In addition, during the construction stage, the management authority lies with the construction unit. Therefore, if there is a lack of communication between the two during the construction project, changes will inevitably occur, which will lead to changes to a certain extent. , and also affects the entire project duration. ⑸ In the project management process, the phenomenon of managers taking the lead is very serious, and cooperation between the construction unit and the supervision unit often occurs. This cooperation phenomenon is not conducive to the development of the supervision unit. It seriously weakens the rights and status of the supervision unit during the construction process, resulting in the supervision function not being able to better perform in highway project management.

3. Project management model in the environment of low-carbon and environmentally friendly highways

Currently, the BOT EPC project management model is effectively applied in low-carbon and environmentally friendly highways. This management model can be used in low-carbon and environmentally friendly highways. To a certain extent, the systematic collection of design, construction, construction, transfer, change, and operation can be effectively organized, which can save project costs to a large extent and ensure that the construction quality meets construction standards. Overall, this management model includes the following aspects. ⑴ In a low-carbon and environmentally friendly environment, its project management model can combine the actual situation with the safety and quality of highway construction in the process of writing organizational plans, use low-carbon environmentally friendly materials, appropriate construction techniques, and save energy. model to reduce the environmental damage caused by construction, thereby saving materials, land, energy, and water. ⑵In view of the waste gas, waste water and waste residue generated during the project construction process, the project management unit needs to set up specialists to manage them. The management personnel set up need to pass special training, and they also need to have solid practical experience and strong sense of responsibility. By improving the waste management system during the construction process, the environmental protection department's organization of waste disposal work has been improved.

A special project management leadership group needs to be established. The construction project manager, chief engineer, and project secretary should be the first to inspect and supervise the low-carbon and environmentally friendly indicators during the construction process, and improve the construction management during the construction period. ⑶ Starting from the general project office, daily management work should be done to avoid high energy consumption. In terms of office paper, in addition to important documents and information, related data can be transmitted online and by mailbox. It is recommended that the office be paperless; in terms of conference funds, it is necessary to control the project management of holding good meetings and having fewer meetings. mode, so as to reduce conference expenses; in terms of water and electricity waste, it is necessary to strictly control the phenomenon of continuous lights and non-stop water flow, do a good job in opening air conditioners, and achieve standardized management of water and electricity; in short, the management department of environmental protection work projects must pay close attention to it and implement it in place , clear tasks and clear responsibilities.

4 Conclusion

With the rapid development of my country's economy, the construction of highways is increasing day by day. As the construction projects increase, the pressure on the environment is also gradually increasing. Therefore, during the construction process, we must follow the environmental protection route and implement low-carbon and environmentally friendly construction principles and concepts. Reduce its various negative impacts on the environment and improve my country's energy efficiency. The low-carbon and environmentally friendly project management model not only plays an important role in my country's sustainable development, but is also the development trend of the world and the inevitable result of China's move towards the world.
