Civil defense organization refers to the institutions and other units that are organized or approved by the competent authorities of one party to the conflict to carry out any tasks contained therein, and are assigned and specially used to carry out such tasks.

The International Civil Defence Organization (ICDO) was developed on the basis of the Geneva District International Association established by 193 1, and became an intergovernmental organization after 1972. At present, there are 49 member countries and 10 observer countries.

The International Civil Defence Organization aims to strengthen and coordinate the development and improvement of organizational methods and technologies, so as to prevent and mitigate the consequences of natural disasters in peacetime or the use of weapons in wartime. 1992 after joining the organization, China was elected and re-elected as a member of the executive board. China was elected as the vice chairman of the organization.

The 11th World Civil Defence Congress adopted the Beijing Declaration (1998/ 10/30) to provide protection for people of all countries in the face of disasters in the 2 1 century. At the beginning of the Declaration, it is pointed out that "providing protection and assistance in the event of natural and man-made disasters is a basic human right, just like protecting life and health." The declaration emphasizes that before, during and after the disaster, the civil defense structure composed of many aspects is the most appropriate management institution to carry out various actions to save lives, property and the environment; Emphasizes that prevention must be integrated into development policies and plans as an important part; It also emphasizes the importance of developing and strengthening international cooperation in the fields of disaster management and the protection of civilians in general. In this regard, countries with leading knowledge, resources and technology should help developing countries.
