Chapter 1 General Principles

Chapter 3 Daily Operation and Maintenance

Article 8 Establish a 7×24-hour full-time duty system for the earthquake emergency command center. Chapter 4 Earthquake Emergency Response

Article 20: Each province (autonomous region, municipality directly under the Central Government) shall prepare an earthquake emergency plan for the command center based on the local earthquake emergency plan and actual conditions, and submit it to the China Earthquake Administration Recorded by the Earthquake Emergency Relief Department.

Article 21 After the occurrence of a destructive earthquake or an earthquake that has a greater impact on the region, personnel at each position should quickly arrive at their posts within the specified time in accordance with the requirements of the emergency plan or emergency work process.

Article 22: Launch the supporting support system and emergency command technology system within the specified time. Article 28 When a major earthquake disaster occurs outside the province (autonomous region, municipality directly under the Central Government), under the unified dispatch and command of the China Earthquake Administration, the regional earthquake emergency command centers will conduct a joint emergency response to the earthquake in the disaster area. Chapter 5 Emergency Drills

Article 29 Conduct earthquake emergency simulation drills regularly. Article 30 The China Earthquake Administration and provincial seismological bureaus regularly conduct surprise inspections of earthquake emergency command centers and carry out emergency drills at corresponding levels. Article 31 The scale and level setting of emergency drills should be based on local realities.

Chapter 6 Funding Guarantee

Article 32 The earthquake emergency command centers of each province (autonomous region, municipality directly under the Central Government) shall have necessary funding guarantees. Expenses include equipment maintenance fees, software upgrade fees, parts loss, data update fees, duty fees, drill fees, report writing fees, evaluation fees, communication fees, transportation fees, training fees, travel expenses, etc.

Article 33: The operation and maintenance funds of the emergency command center shall be earmarked exclusively for its own use. Each province formulates annual work plans and budgets based on circumstances, and uses funds strictly in accordance with the budget and work plan.

Chapter 7 Evaluation, Rewards and Punishments

Article 34 The evaluation of the operation and management of provincial earthquake emergency command centers mainly includes earthquake emergency response, emergency drills, daily operation and maintenance, annual Preparation of research reports on emergency countermeasures for hazardous areas, job establishment and staffing, funding guarantee, etc.

Article 35 The China Earthquake Administration organizes an annual evaluation every year, and the evaluation results will be included in the national earthquake emergency rescue work evaluation.

Chapter 8 Supplementary Provisions
