1. Actively guide people not to return to Luannan unless necessary. In view of the current epidemic prevention and control situation, all units must further strengthen publicity and guidance, strictly implement the "four party responsibilities", advocate overseas personnel to celebrate the festival in place and reduce the flow of people. It is necessary to give full play to the regular pre-checking mechanism of grid members, accurately grasp the situation and base of households in the grid, interview people outside the city one by one, and persuade them and their families, relatives and friends to "not come back to Luannan unless necessary." Those who insist on coming back to Luannan must proactively report their itinerary and time arrangements three days in advance, implement a "head-to-head" closed-loop mechanism, and ensure that all control measures are in place.

2. Effectively strengthen the control of the “first entrance”.
