Abstract This article discusses the significance of strengthening the construction of geological survey talent teams and the establishment of public welfare geological survey teams. This paper discusses the problems of geological survey team construction from four aspects: problems existing in the central public welfare geological survey team and measures to strengthen the construction of geological survey talent team. The geological survey team should be a high-quality, professional team with capable and relatively stable personnel, well-equipped, supported by high and new technologies, combined with investigation and scientific research, able to undertake major strategic tasks, and good at fighting tough battles, so that they can enter the geological survey as soon as possible The main battlefield.

Keywords Geological Survey Talent Team Construction

1 The significance of strengthening the geological survey talent team construction

"Decision of the State Council on Strengthening Geological Work" (State Council [State Council] 2006〕No. 4) proposes: Based on the units directly under the China Geological Survey, in accordance with the requirements of capable personnel, reasonable structure, well-equipped, and capable of undertaking major tasks, the central public welfare geological survey team shall be established and strengthened as soon as possible. According to the requirements of the State Council, it is a very urgent task to build local and industry public welfare geological survey teams. When Premier Wen Jiabao inspected the Ministry of Land and Resources, he pointed out: The development of geological science and technology fundamentally depends on talents. It is necessary to effectively strengthen the construction of the geological talent team, run geological education well, and vigorously cultivate key talents and leading talents. Relying on talents and scientific and technological strength to support geological prospecting work is not only an urgent need to solve the human living environment, sustainable development and the development of modern geological work in the new era, but also a summary of my country's many years of geological prospecting experience.

1.1 Implement the "Decision" of the State Council and effectively "build and strengthen" the local public welfare geological survey team

This must be based on the premise of rationalizing the public welfare geological survey work management system. Based on the integration of regional geological exploration resources, a comprehensive and highly effective local "field army" will be formed. At the same time, the following principles should be followed: ① It is conducive to the establishment of a socialist market economic system and a unified, coordinated, orderly and efficient geological work management system in accordance with the principle of separation of political affairs, affairs and enterprises; ② It is conducive to the provincial geological exploration team personnel, Optimize the allocation of financial and material resources, reduce establishment costs, and avoid organizational overlap; ③ It is conducive to the connection and complementation of basic, public welfare and commercial geological work, and achieve healthy development of geological work; ④ It is conducive to the provincial geological exploration team stability, fully mobilizing the enthusiasm of the majority of professional and technical personnel. The public welfare geological survey team built in accordance with the above principles is of great benefit to the country, province and people, and meets the requirements of the reform of the central political system and the construction of a resource-saving and environment-friendly society.

1.2 Strengthening team building, talent is the key

In order to organize and implement basic, public welfare geological surveys and strategic mineral exploration, our country is promoting a team supported by high and new technologies. The construction of a public welfare geological survey team with well-equipped and capable personnel. Comrade Jiang Zemin pointed out: "The issue of talent is related to the prosperity and long-term stability of the party and the country." Building a capable, relatively stable and well-equipped public welfare geological survey team is of great significance for giving full play to the basic work of geological work, meeting the growing needs of land resources management and economic and social development, and promoting the development of commercial geological work. Very important meaning.

We must seize the current good opportunity to form the "field army" of the geological team, take necessary measures, and make cultivating, attracting and making good use of talents a major strategic task. While giving full play to the role of veteran experts, a large number of young scientists can thrive. It is necessary to establish and improve a new type of job management system, employment system and distribution system, as well as a dynamic employment mechanism that allows entry and exit, effective incentives, competition and merit selection. By further strengthening close cooperation with geological colleges and universities, building a training base for senior talents in geological survey and geological research, and strengthening the training and training of on-the-job personnel, we strive to create a good environment that respects knowledge and talents.

1.3 Continuously explore and innovate, and accelerate the improvement of systems and mechanisms that allow people to make the best use of their talents and bring out talents in large numbers

The key to a prosperous business lies in talents. The talented team is the backbone of the geological survey. To implement the cohesion project, we must adhere to the people-oriented approach. It is necessary to adhere to the correct employment orientation, take the opportunity of selecting and matching the leadership team of the directly affiliated unit, and effectively select comrades with "good moral character, ability, and ability to do things" to leadership positions.

We must firmly grasp the three links of talent introduction, training and use, focus on the rational use of talents, and truly make the best use of talents. It is necessary to continuously broaden the horizons of talent selection and introduce a group of outstanding and top-notch talents. It is necessary to rely on major geological surveys, scientific research projects and key laboratories, and on the basis of giving full play to the mentoring and mentoring role of old academicians and experts, accelerate the cultivation of young and innovative leading talents who can solve major geological science problems, so that The existing young and middle-aged business backbones can mature as soon as possible, take up the leading roles, and achieve results. Relevant activities should be carried out. In order to implement the cohesion project and the task of building a harmonious system and harmonious unit, we must have a real carrier and starting point, and some activities must be organized and carried out in a planned and step-by-step manner. It is necessary to regularly carry out some academic activities, which not only provides a stage for outstanding talents to stand out and display their talents, but also lays a foundation for deepening academic research and advancing investigation and research work.

1.4 Putting people first, accelerating the construction of geological talents

Putting people first is the core content of the Scientific Outlook on Development. The embodiment of the party’s purpose is the core of implementing the Scientific Outlook on Development and building a harmonious socialist society. All social activities are built on the basis of "people". Only by starting from people and putting people first can we find the correct position, embark on the road of innovation and play its unique role. From the perspective of scientific development concept, talent construction is an important part of it. Because to strengthen geological work and achieve major breakthroughs in geological prospecting, a large number of geoscientific talents with good moral character, solid foundation, broad knowledge and profound professionalism are needed.

2 Establishment of a public welfare geological survey team

In order to uniformly deploy and organize the implementation of national basic, public welfare geological work and strategic mineral exploration work, strengthen the construction of a public welfare geological survey team With the approval of the central government, and with the support of the Central Government Organization Office, the Ministry of Finance and other relevant ministries and commissions, the Ministry of Land and Resources established the China Geological Survey in June 1999, placing 10 units under the Ministry of Land and Resources under the management of the China Geological Survey. In December 2001, the Ministry of Land and Resources issued the "Overall Plan for the Establishment of the Geological Team "Field Army"" (Landou Zifa [2001] No. 406), under the centralized management of 28 units including the Chinese Academy of Geological Sciences and the China Geological Environment Monitoring Institute. . In July 2004, the Central Editorial Board issued the "Regulations on the Main Responsibilities, Internal Organizations and Staffing of the China Geological Survey" (Zhongbianfa [2004] No. 2), which clarified that "the China Geological Survey is a deputy ministerial-level undertaking directly under the Ministry of Land and Resources" The unit is responsible for the unified deployment and organization of the implementation of national basic, public welfare, strategic geological and mineral exploration work, unified management of the national public welfare geological survey team, providing basic geological information for the national economy and social development, and providing public welfare services to the society. Serve".

In January 2006, Article 11 of the "Decision of the State Council on Strengthening Geological Work" (Guofa [2006] No. 4) clarified that "based on the units directly under the China Geological Survey, in accordance with the requirements of capable personnel and In line with the requirements of having a reasonable structure, well-equipped equipment, and being able to undertake major tasks, we must seize the opportunity to build a strong central public welfare geological survey team. Recruit professional and technical backbones from the society, enrich the technical strength of field geological surveys, and enhance field survey and scientific research capabilities." In November 2006, the Central Government Organization Office issued the "Reply on the Organizational Adjustment of Some Public Institutions Affiliated to the Ministry of Land and Resources" (Central Government Organization Office Reply [2006] No. 131), agreeing to transfer 22 public institutions including the Chinese Academy of Geological Sciences to the China Geological Science and Technology Commission. The Bureau of Investigation has clarified the reform issues related to scientific research institutions and requested the China Geological Survey to continue to advance in accordance with the relevant regulations on the reform of social welfare scientific research institutions.

At this point, a new geological exploration system has been initially formed in which public welfare and commercial geological work are organically connected, and the central and local public welfare geological survey teams work closely together. After 10 years of hard work, the construction of a central public welfare team with units affiliated to the China Geological Survey as the main body has achieved initial results. From 2001 to 2010, various units under the bureau introduced more than 3,000 talents of various types. The professional structure and age structure were continuously optimized, base construction was steadily advanced, technical equipment was constantly updated, geological survey and scientific research capabilities were continuously improved, and a large number of achievements were made. The major achievements in geological survey and scientific research with significant social and economic benefits have produced a large number of influential business backbones and top-notch talents in the field of geological survey.

At present, the central public welfare geological survey team has basically formed a team framework and system composed of regional geological survey institutions, professional geological survey institutions, scientific and technological innovation and technical support institutions, and public service institutions. As of 2010 At the end of the year, the China Geological Survey had 6,794 employees, including: 1,633 in regional geological survey institutions, 1,929 in professional geological survey institutions, 2,424 in scientific and technological innovation and technical support institutions, and 672 in public service institutions. The central public welfare geological survey team has begun to take shape.

The current situation of public welfare geological survey teams. After years of practical exploration, my country’s public welfare geological survey teams have made positive progress, and a public welfare geological survey team composed of central, local, university and industry public welfare geological survey teams has been initially established. Geological survey team system. The central public welfare geological survey team includes the China Geological Survey and its directly affiliated units; the local public welfare geological survey team includes provincial (regional, municipal) level geological survey institutes and environmental monitoring institutes (main stations); the university public welfare geological survey team includes The traditional geological university geological survey institutes are represented; the centrally managed industrial geological survey teams include the public welfare geological survey teams formed by the geological teams affiliated to the former industrial departments. Currently, the total number of employees in the national public welfare geological survey team is 17,480 (excluding the centrally managed industrial geological survey team), of which 13,634 are technical personnel, accounting for 78% of the employees. The number of employees in the central public welfare geological survey team is 6,749, accounting for 39% of the total number of employees in the public welfare geological survey team. In 2011, the amount of budget funds for geological surveys accounted for 33% of the total budget funds for geological surveys; the number of employees in local public welfare geological survey teams The number of employees in the public welfare geological survey team is 8,647, accounting for 49% of the total number of employees in the public welfare geological survey team. In 2011, the budget funds for geological survey accounted for 45% of the total budget funds; the number of employees in the public welfare geological survey team of colleges and universities is 2,039, accounting for 49% of the total number of employees in the public welfare geological survey team. The geological survey team accounts for 12% of the total number of employees. In 2011, the geological survey budget funds accounted for 6% of the total budget funds.

3 Problems with the central public welfare geological survey team

Although positive progress has been made in the construction of the central public welfare geological survey team, it is still relatively low compared with the central government’s requirements for team building. The huge gap is far from meeting the country’s current and future needs for public welfare geological work. Mainly manifested in the following four aspects.

3.1 The team structure is not sound and the structure is unreasonable

The professional structure is not perfect; the central public welfare geological survey team has just started to engage in geological survey of oil and gas resources and cannot meet the national requirements for oil and gas resources. Strategic needs; the lack of ground geophysical and geochemical prospecting geological survey teams has affected geological prospecting breakthroughs and made it difficult to alleviate the bottleneck constraints of mineral resources; among professional and technical personnel, a large proportion of those engaged in method and technical researchers are engaged in field geological surveys and composite majors The proportion of technical personnel is small; the proportion of logistics service and business development personnel is large, and the proportion of technical personnel is small. There is an urgent need to improve the professional geological survey team structure, adjust the team structure, and expand the strength of the geological survey team.

3.2 The team’s ability needs to be improved urgently

First, the team’s own ability to engage in geological survey and scientific research innovation is not strong. The units affiliated to the China Geological Survey were mainly transformed from former geological scientific research institutions. After reorganization and transformation in recent years, the geological survey capabilities have been improved, but the field geological survey capabilities are still weak, and the integration of geological surveys and scientific research is not close. Second, the team's ability to serve economic and social development is not strong, the service awareness is insufficient, the depth and intensity of geological survey services provided to the society are not enough, and it cannot meet the needs of the innovative development of national geological work. Third, the capabilities of the talent team do not meet the current development needs of geological work. There is a serious gap in professional talents, and there is a shortage of leading talents and technical backbones.

3.3 Public welfare geological work lacks long-term and stable investment guarantee

Currently, public welfare geological work lacks a stable financial investment guarantee mechanism, and there is no guarantee in the national public expenditure items. A subject for long-term continuous development of public welfare geological work. The geological exploration fees formerly allocated by the central government have been allocated to geological exploration units of provincial finance and former industrial departments, and are mainly used for capitation expenses and support for production conversion.

3.4 Social security issues are prominent

Retired and retired personnel account for a large proportion of the central public welfare geological survey team.

In the absence of social security in public institutions, problems such as insufficient funding and medical expenses for retirees and retirees are prominent, and the team is overburdened.

At present, the central public welfare geological survey team is still relatively weak and cannot meet the needs of completing public welfare geological work. It is necessary to build a good public welfare geological survey team on the basis of respecting the laws of market economy. By enhancing the attractiveness of talents and enhancing the core capabilities of the team's geological survey, we can achieve team building goals. It is necessary to further improve the geological exploration market system, cultivate market entities, provide good government services, implement various preferential policies for strengthening geological work proposed in the "Decision", and improve the geological working environment.

4 Measures to strengthen the construction of geological survey talent team

4.1 Continue to deepen structural adjustment and mechanism innovation, and accelerate the pace of building the central public welfare geological survey team

It is necessary to grasp Seize the opportunity to implement the new "three determinations" plan, strengthen strategic research on geological work, learn from the experience of developed market economy countries, and combine it with my country's reality to further clarify the work positioning of the central public welfare geological survey team, focusing on the design of survey teams, scientific and technological support teams and results The scale and responsibilities of the processing service team form a team framework system with reasonable structure, coordinated operation, and the investigation team as the main body.

4.2 By strengthening project management, guide the local public welfare geological survey team to build a solid and strong team

It is necessary to establish a scientific project decision-making system, project implementation supervision system, project performance evaluation system, etc. , from the control of the project's pre-decision-making, process control and post-evaluation to ensure the quality and efficiency of the project; strengthen the qualification management of the project undertaking units, establish the credibility evaluation system of the project leader, the credibility evaluation system of the project legal person unit, encourage and constrain local public welfare The professional team is responsible for the quality of the project and guides the construction of local public welfare teams; integrates all aspects of human resources involved in geological surveys into the management system, establishes an expert management database system and a project management database system; establishes a technical and economic standard system that adapts to the new situation, etc. Through strong project management, we ensure the quality and efficiency of land transfer projects.

4.3 Strengthen geological work and create an environment for the growth of geological talents

Currently, my country’s geological work management system is in a critical period of transition. On the one hand, the country's economic development has a huge demand for mineral resources; on the other hand, the overall landslide situation in geological work has not been effectively controlled. The country should strengthen geological work, increase investment, and comprehensively improve the level of geological work in our country. Relying on major geological survey projects and scientific research projects, cultivate compound talents and innovative talents, and create leading scientific and technological talents. Improve field geological working conditions, promote the adjustment of talent structure, continue to implement an independent salary system for field geological work, and improve field geological personnel. The state will reward groups and individuals who have made important contributions to geological prospecting, scientific and technological progress, etc. according to the salary and allowance standards. For geologists who have been working on the front lines in the field for a long time, make appropriate arrangements for their children to go to school.

4.4 Implement work funds

Actively strive for regular geological work funds and major special projects to ensure the stability and development of the public welfare geological survey team. Phased and strategic geological work refers to geological work carried out at a specific stage for specific goals. The country’s needs for it are specific and should be implemented in the form of major geological special projects. Key laboratories cultivate and create a group of professional and technical backbones and academic leaders with world-leading levels.

4.5 Implement the talent strategy

4.5.1 Talents are the most important wealth for scientific and technological progress and economic and social development

The achievements in the construction of the "field army" of the geological team have been To a large extent, it depends on the improvement of the overall quality of the geological team and the development of human resources. It is a very important strategic task to cultivate a generation of geological talents that meet the needs of the new situation of national geological work. In terms of talent training and introduction, we must take some practical measures to strive to introduce a group of talents, cultivate a group of talents, and at the same time accelerate the establishment of a set of talent training, selection, exchange and use mechanisms to form an environment conducive to outstanding talents, especially top-notch talents, to stand out. . It is necessary to give full play to the role of existing scientific and technological personnel, take special measures, and strive to create good working and living conditions for young and middle-aged scientific and technological talents, and to give full play to the role of veteran experts. It is necessary to establish the concept that human resources are the first resource. Innovation and development of geological work rely on a high-quality talent team. As my country joins the WTO, competition for talents will become more intense.

Each unit must formulate and implement a talent strategy based on its own characteristics, focusing on comprehensively improving the quality of talent. We must have the insight to recognize talents, the courage to use talents, and the methods to gather talents. We must be good at using geological undertakings to gather talents, encourage talents with the spirit of "Three Glories", care for talents with sincere feelings, and attract talents with appropriate treatment. At the same time, we must follow the different laws for the growth of various types of talents, establish a competitive talent selection mechanism, actively explore and establish a technical talent management system suitable for geological surveys and scientific research, strive to create a good environment that respects knowledge and encourages innovation, and strive to create an environment where talents can emerge in large numbers. new situation.

4.5.2 Establishing a scientific concept of talents is a strategic choice made by the Party Central Committee based on the new international and domestic situation

In today’s world, human resources have become the most important strategic resources. It plays an increasingly decisive role in the competition of comprehensive national strength. Talent is the most critical factor in building a moderately prosperous society in an all-round way in our country. Talent is the foundation, and ideas must come first. As a public welfare geological survey institution, only by establishing a scientific concept of talents can we create all kinds of specialized talents and top-notch innovative talents needed for the development of the institution. If we stick to the old rules and regulations, it will be difficult to discover a large number of potential talents, and a large number of human resources will not be reasonably developed and utilized, and their huge energy will not be unleashed. At the same time, existing talents will also be unable to make great achievements due to complacency, which will greatly reduce the efficiency of human resources and will eventually cause us to lose the initiative in talent competition and lose rare development opportunities. In the future work, we will continue to implement the strategy of strengthening the firm with talents based on the scientific concept of talent, improve and improve the effective mechanism for talent team construction to adapt to talent needs, and accelerate the realization of "skilled personnel, well-equipped, supported by high and new technologies, and investigation The goal of building a team that is integrated with research, capable of undertaking major strategic tasks, and good at fighting tough battles is to achieve innovative management in the selection, training, use, and management systems of basic geological research talents. In accordance with the law of growth of basic geological research talents, take extraordinary measures to pay more attention to and support those "little people" and young talents with independent thinking and originality, and create an innovative culture and institutional environment that enables more outstanding and top-notch talents to stand out. Cultivate more young geoscientists with rigorous academic style, noble character, solid foundation, great development potential, love basic science, and full of collaborative spirit. By guiding young talents to love field geological work, strengthen the breadth and depth of basic geological research and field practice, Overcome the unhealthy tendency of emphasizing laboratory data and neglecting field data and seeking quick success.

4.5.3 Based on university education, actively cultivate geological reserve talents

From the perspective of the future development of geological work, the current reserve force for geological talents is seriously insufficient. However, the current serious shortage of domestic geological talents and lack of innovation cannot be solved by simply allocating human resources through the market. Therefore, it is necessary to increase investment in cultivating geological talents in geological colleges, introduce preferential policies, formulate scientific plans, and encourage geological colleges to cultivate more geological talents. Geological colleges and universities must shoulder the important task of cultivating innovative geological talents, establish innovative talent training models, strengthen practical links, and improve ideological education. The geological industry (enterprises) should regard the cultivation of innovative talents as the primary task of enhancing core competitiveness, based on the long-term, strengthen the continuing education of geological talents, and actively integrate industry, academia and research with colleges and universities, through "order-based", "dual tutor system", Establishing internship bases and other forms to cultivate continuing education talents.

4.5.4 Implement the reform of the personnel system and mobilize the enthusiasm of geological talents

First, we must implement the employment system, transform the employment mechanism, and realize the transformation from identity management to position management. Second, it is necessary to establish a post management system that is consistent with the nature of the geological exploration unit and the characteristics of geological work, scientifically set up posts, and clarify job responsibilities. Third, we must establish a flexible distribution incentive mechanism, gradually establish a salary system that conforms to the labor characteristics of geological work, reflect job performance and graded and classified management, and increase incentives for special positions and outstanding talents. Fourth, we must improve the training mechanism and management system for talent utilization. The reproducibility of talents is fully reflected in the continuous improvement and transcendence of talents' innovation after training. Talents must not be used in a "juicing-like" manner. They must create appropriate soil for their survival and growth, and create necessary conditions for their future study, further study and improvement. This is very important for universities, scientific research institutions and high-tech enterprises. Especially important. It is necessary to effectively improve and implement strict rules and regulations, improve the talent utilization management mechanism that combines incentives and constraints, and continue to develop.

4.5.5 Increase investment in talent team building

Actively explore the establishment of a diversified investment mechanism for talent training that combines the state, units and individuals, and strive to cultivate talents for central public welfare geological surveys Special capital investment. Actively guide all units to invest in talent training, encourage social and overseas funds to invest in human resources development in various forms, and open up channels to provide financial guarantee for the construction of talent teams. In accordance with national laws and regulations, staff education and training funds are fully withdrawn. Geological survey and scientific research projects arrange technical and business training budgets in accordance with relevant regulations, and increase investment in training funds for professional and technical personnel. According to the needs of talent team building, we will provide strong support for talent selection, commendation, teacher training, teaching material compilation, and research and formulation of supporting policies and measures related to talent team building to ensure the growth of talent team building capital investment and geological survey project work. Coordinate with the increase in funding.

4.5.6 The scale and structure of the public welfare geological survey team mainly depends on the needs of normal geological work

For investigation and research work in normal geological work, a certain scale should be established We will establish a public welfare geological survey entity team with a reasonable talent echelon and relatively complete business, promote the combination of surveys and research, and establish a long-term mechanism with regular funding guarantees. Realize the normalization of basic geological survey work and ensure the stability of the team. For other types of geological work, a capable team supported by some capable technical personnel and focused on organization and management can be established to establish an emergency mechanism and actively apply for national special projects through research and demonstration.

4.6 Pay attention to the cultivation of geological talents with "5Q" quality structure

The quality structure of geological talents can be divided into five aspects: dynamic quality, knowledge quality, ability quality, physical and mental quality and moral quality. To describe, the so-called "5Q" quality structure model. There are three typical and important professional positions for geological talents, namely geological exploration enterprise managers (captains), geological engineers and geological scientists, which respectively correspond to three different quality structure models. This structural model aims to cultivate and select high-quality geological talents and provide a qualified reserve force with both ability and political integrity for the field of geological science and technology.

4.7 Improve the wages and benefits of employees in geological exploration units

We must continue to implement an independent wage system for field geological work. In view of the difficult nature of the geological industry, the subsidy and subsidy policy should be further improved, and the salary level should be higher than the average level of other industries, so as to enhance the attractiveness of geological work to society and attract more young people to join the geological career.

In order to comprehensively strengthen the construction of the land and resources talent team, the Ministry of Land and Resources issued the "Land and Long-term Talent Development Plan (2010-2020)" in February 2011, which included the cultivation of geological science and technology talents in the next 10 years. In the talent strategic plan of 2018, three key projects and seven key plans involving the cultivation of geological talents were proposed, and the cultivation of key talents, leading talents and innovative talents was placed in a prominent position. The land and resources system should take the opportunity of comprehensively implementing the land and resources talent plan to accelerate the construction of a new mechanism for talent training, vigorously promote the construction of geological science and technology talent teams, and strive to provide talent guarantee and intellectual support for the development of geological undertakings and geological science and technology.
