Regulations of Guiyang Municipality on Urban Water Conservation Management (202 1 Revision)

Chapter I General Provisions Article 1 In order to strengthen the management of urban water conservation, rationally utilize water resources, strive to build a water-saving city and promote economic and social development, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the management of water conservation in urban planning areas within the administrative area of this Municipality.

Units and individuals that use urban public water supply and self-built water supply facilities in urban planning areas shall abide by these regulations. Article 3 This Municipality implements planned water use and water conservation. People's governments at all levels should strengthen their leadership over urban water supply and water saving work, and incorporate water saving work into national economic and social development planning and land space planning.

Urban water supply gives priority to ensuring residents' domestic water use, and other water uses are considered as a whole. Control the total amount of new water consumption, strictly limit the construction projects with large water consumption, and gradually implement quota management for all walks of life and residents' domestic water consumption. Article 4 The competent department of urban water conservation of Guiyang Municipal People's Government shall be in charge of urban water planning and water conservation, and be guided by the water administrative department in business.

The water-saving office set up by the competent department of urban water conservation in Guiyang is responsible for the daily work of urban water conservation, and carries out supervision and administrative punishment according to these regulations. Article 5 The competent department of urban water conservation of the people's government at the county level shall be responsible for the planned water use and water conservation management of the cities under its jurisdiction in accordance with its responsibilities, be guided by the competent department of urban water conservation in business, and implement supervision and administrative punishment in accordance with these regulations. Article 6 The people's governments at all levels in this Municipality, the competent departments of various industries and water users shall carry out in-depth publicity and education on water conservation to raise citizens' awareness of water conservation.

Encourage and support urban water-saving scientific research to improve the level of urban water-saving scientific research; Encourage and support the development of water-saving equipment, facilities and appliances, popularize and apply advanced water-saving technologies, reduce water consumption and improve the reuse rate of water. Seventh all units and individuals have the obligation to abide by the laws and regulations of urban water conservation, and have the right to report violations of these regulations.

People's governments at all levels, urban water conservation departments and relevant units shall commend and reward units and individuals that have made inventions and creations in scientific research on water conservation, made remarkable achievements in popularizing advanced technologies for water conservation and made remarkable achievements in water conservation. Chapter II Management of Planned Water Use Article 8 The competent department of urban water conservation shall formulate urban water-saving development plans and annual plans, and organize their implementation after being submitted to the people's government at the same level for approval. Ninth urban water conservation departments shall, according to the annual water conservation plan approved by the people's government at the same level, issue annual water planning indicators to urban public water users and water supply units with self-built facilities, and conduct monthly assessment.

Water-using units shall, in accordance with the provisions, apply to the competent department of urban water conservation for water use planning indicators. Tenth urban water-saving departments can adjust the water use plan according to the water supply situation and the needs of life and production, and timely notify the water users and their competent departments. Due to force majeure such as drought, measures to restrict water use may be taken with the approval of the people's government at the same level. Eleventh municipal water-saving departments in conjunction with the relevant departments to develop industry comprehensive water quota and individual water quota, and regularly evaluate the implementation. Twelfth water users need to increase urban public water supply, it shall apply to the competent department of urban water conservation for water planning indicators.

If water needs to be increased for urban construction, expansion and reconstruction projects, the total project budget shall include investment in water supply projects; If it is necessary to increase urban public water supply, the investment in water supply project construction shall be delivered to the competent department of urban water supply, which shall organize the construction of urban public water supply project in a unified way. Thirteenth water users need to apply for temporary water (including infrastructure water) plan, should apply to the competent department of urban water conservation, in accordance with the approved plan of water use. Fourteenth units included in the planned water consumption exceed the planned water consumption, according to the water price 1 to 10 times the progressive price increase. Specific measures shall be handled in accordance with the provisions of the provincial people's government. Article 15 The competent departments of industry and water users shall do a good job in the statistical work of planned water use, establish and improve the original records and statistical ledgers of water use, and regularly submit statistical reports on water conservation to the competent departments of urban water conservation.

The competent department of urban water conservation of the people's government at the county level shall summarize the annual statistical data of water conservation and report to the competent department of urban water conservation. Chapter III Water Conservation Management Article 16 Departments in charge of various industries and water users shall strengthen water conservation management, establish and improve water conservation management systems, and designate institutions and personnel to be responsible for water conservation. Seventeenth water users should incorporate the technological transformation of water-saving enterprises into the technological transformation plan of enterprises. Units with large water consumption should carry out water balance tests and improve in time when waste is found. Water users should adopt new technologies, new processes, new equipment and new appliances to save water, strengthen the management and maintenance of water-saving facilities, and ensure the normal operation of water-saving facilities.

It is forbidden to use water-saving facilities explicitly eliminated by the state.

Urban water-saving departments shall not designate users to buy water-saving products of specific brands. Eighteenth new construction, expansion and reconstruction projects need supporting the construction of water facilities, water-saving technology, equipment and appliances should be adopted, and designed, constructed and put into use at the same time with the main project. Failing to build water-saving facilities in accordance with the provisions or failing to pass the acceptance of water-saving facilities, the urban water-saving department shall limit its dosage and order it to improve water-saving facilities within a time limit.
