After the completion of the second national census of geographical names, various localities rectified the irregular geographical names.

On June 12, the Civil Affairs Department of Hainan Province issued 84 nonstandard place names, involving 14 cities in the province, including Sunshine Baroque Community, Coral Palace and Central Avenue.

On June 1 1 day, the weiyang district municipal government of Xi City, Shaanxi Province issued a 19 non-standard place names publicity form, including No.6 Courtyard, Ji Long Capitol Hill Community, EE New Town Community and Yufu Garden Community.

According to the paper, at the beginning of April this year, the Geographical Names Department of the Ministry of Civil Affairs held a demonstration training class in Kunming, Yunnan Province to clean up and rectify irregular geographical names. Responsible persons and business backbones of geographical names management offices of provinces (autonomous regions and municipalities) and Xinjiang Production and Construction Corps, representatives of poverty-stricken areas of provinces, and responsible persons and staff of geographical names management offices of "three districts and three states" cities (prefectures) participated in the training. Since then, Hangzhou, Wenzhou, Lanxi, Zhejiang, Guangzhou, Zhuhai, Shantou, Huizhou, Yunfu, jinchang, Inner Mongolia, Hefei, Chongqing, Zhengzhou and Sanmenxia, Shandong, etc. It has successively publicized irregular place names such as "big, foreign, strange and heavy" within its jurisdiction and demanded rectification.

Irregular place names have damaged national culture.

This is the Notice on Further Cleaning up and Rectifying Non-standard Geographical Names (Minfa [20 18] 146) issued by six ministries and commissions, including the Ministry of Civil Affairs, the Ministry of Public Security, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport and the State Administration of Markets. According to the requirements, all localities should complete the thorough investigation before March 2065438+2009, and determine the list of irregular place names to be cleaned up and rectified.

Minfa [20 18]No. 146 stated that place names are the basic public information of society and an important carrier of national and national culture. Since the second national geographical names census began in July, 20 14, various localities have cleared up a large number of irregular geographical names according to the requirements of the leading group for geographical names census in the State Council, but some areas still have irregular geographical names such as "big, foreign, strange and heavy", which cut off the context of geographical names, damaged national culture and hindered people's production and life activities.

In order to further improve the management ability and service level of geographical names, and give full play to the basic role of geographical names in prospering Socialism with Chinese characteristics culture, improving social governance ability and meeting people's needs for a better life, Minfa [2065 438+08] 146 has determined the main tasks of cleaning up and rectifying irregular geographical names, including:

(a) clean up and rectify the irregular names. Standardize and unify nonstandard place names such as "big, foreign, strange and heavy" in residential areas, large buildings, roads and streets.

(two) to clean up and update the information of irregular place names. Replace public signs such as place name signs and road traffic signs with nonstandard place names; Change the place name address information that involves irregular place name information on certificates such as identity household registration, real estate registration and industrial and commercial registration.

(3) Standardize the use of standard place names. Clean up the nonstandard place names on carriers such as real estate advertisements, outdoor signboards, Internet maps and online navigation electronic maps; Strengthen the capacity building of geographical names service, and provide accurate and convenient standard geographical names information for the society in a timely manner based on the results of the second national geographical names census.

At the same time, the timetable is given in [20 18] 146, and the standardization of irregular place names will be completed by the end of June 20 19; Before the end of September, we will complete the task of cleaning up the nonstandard place name information in the fields of place name signs, road traffic signs and other related public signs, outdoor advertising signs and maps. [20 18] 146 makes it clear that the clean-up and rectification activities should combine special rectification with long-term management.

The working principle is prudence, prudence and implementation according to law; People-oriented, facilitating the people and benefiting the people; Embody the characteristics and inherit the context; Treat both the symptoms and root causes, and pay attention to actual results. Among them, it is required to accurately grasp the key points of work, strictly abide by the identification standards, fully solicit opinions from all parties, scientifically and reasonably determine the list of irregular place names, and do not change those that can be changed, prevent the old place names from being changed indiscriminately, and ensure the overall stability of place names. The standardization of nonstandard place names should conform to the basic principles of naming and renaming place names, and reflect the historical, geographical, humanistic and local characteristics.

Four types need to be cleaned up

Minfa [2065 438+08] 146 clarified the Principles and Standards for Identifying Non-standard Place Names in the Scope of Renovation, and there are four kinds of * * *.

1. Deliberately exaggerating "place names"-the meaning of proper names or generic names far exceeds the actual characteristics of geographical entities such as location, status, scale and function.

The principle and standard of identification is to use the names "Universe, Central China, World, World, Global, Europe, Australia, America, China, China, the whole country, all ethnic groups, special zones and capitals" without approval, or to deliberately exaggerate the functions of geographical entities.

2. "foreign place names" that worship foreign things and flatter foreign countries-including foreigners' names and foreign place names, as well as place names named after foreign words. However, names that have existed in history, are memorable or reflect the friendship between Chinese and foreign people, except those whose meanings conform to China people's usage habits and relevant regulations, such as Bethune International Peace Hospital and Lenin Park.

The principles and standards of identification are names containing foreigners' names, foreign place names or their abbreviations, which are easy to cause misunderstanding; Place names directly named in foreign languages and places named in Chinese characters translated and written in foreign languages.

Minfa [20 18]No. 146 gives examples of MOMOPARK and Tianjing Mansion. People in the past didn't know how to call it, and it was difficult to understand the meaning of the name. The latter is the Chinese translation form of patio. This document clearly points out that Hilton Hotel, Siemens, etc. Don't fall into this category.

3. Weird and inexplicable "strange place names"-place names with irregular words, strange meanings, vulgar meanings and strong feudal colors.

The principles and standards for identifying nonstandard Chinese characters include place names with numbers as proper names and no specific meaning; Without approval, arbitrarily combine Chinese characters and numbers, place names that have no practical significance, and place names that use non-literal symbols such as "-"in proper names.

Geographical names with grotesque and vulgar meanings, including those whose meanings are not in line with public cognition, so they are mysterious and difficult to understand; Without approval, arbitrarily use words with specific meanings, place names that are prone to ambiguity, place names that use pinyin letters at will and have no actual meaning, and place names with unhealthy meanings that violate public order and good customs, such as dumb roads and yellow roads.

The principles and standards for identifying place names with strong feudal color are: using the names of ancient emperors such as "Emperor, Imperial Court, Imperial Palace, Jingshi, Wang Fu and Xiangfu" and the names of official titles and positions in history without approval (except those with specific historical and religious backgrounds).

4. Names with the same name and homonym-residential areas, buildings, roads and streets in a town have the same name or homonym.
