According to the relevant requirements of provinces and states on further strengthening and improving grass-roots party building and the needs of the integration of urban and rural party building in our city, I put forward the following three opinions for your reference in future work.

First, strengthen ideological understanding, clarify work ideas and clarify work tasks.

This year, the Party's grass-roots organization construction in the whole city should closely focus on the "two major goals" of economic and social leap-forward development and long-term social stability, and make great efforts to implement the spirit of the Fourth Plenary Session and the "Implementation Opinions on Further Strengthening and Improving the Grass-roots Organization Construction in Agricultural and Pastoral Villages" of the Municipal Party Committee, so as to make the grass-roots organization construction work closer to the actual work, highlight the characteristics of the times and achieve more practical results. Party organizations at all levels should, in combination with the actual work in farming and pastoral villages, hold all kinds of activities that they like to hear and hear, give full play to each party member's specialty, arouse party member's enthusiasm, stimulate party member's enthusiasm for building a harmonious farming and pastoral village, and enhance the appeal of the branch. 1. In view of this situation, it is necessary to seize the opportunity that the national policy is inclined to minority areas, give full play to the advantages of collective unified management, rebuild the new framework of collective economic development in agricultural and pastoral villages, lead the masses to find the correct way to develop the economy in line with the actual situation of the village, scientifically formulate plans and measures, promote the structural adjustment of agricultural and pastoral industries, and do everything possible to increase the income of farmers and herdsmen and strengthen the village-level collective economy. Seventh, do a good job in the position construction of village and community party organizations. Just now, six towns and two streets signed the "Responsibility Letter for the Construction of the Second Round of Village Party Organizations' Activity Places in Cooperative City". I hope everyone can clearly understand that the funds allocated by the Municipal Party Committee Organization Department are only infrastructure funds, and all towns and streets should further integrate resources on the basis of full utilization, and all supporting and pairing departments should also give financial cooperation and power cooperation. In this regard, Wu Mai Village in Mama Township has done a good job. On the basis of multi-party coordination and integration, some village cadres even raised more than 20,000 yuan to build village-level activity rooms. Other towns and streets should also seize the opportunity, do a good job in planning, project connection and construction under the condition of ensuring the implementation of funds, ensure the smooth progress of project construction, avoid redundant construction, and truly build a village-level party organization activity room with high standards that party member people are satisfied with.

Due to the implementation of the project of returning farmland to forests, the per capita cultivated land area of villagers is relatively reduced, in order to continuously improve the production and living standards of farmers and herdsmen and effectively narrow the gap between the rich and the poor in urban and rural areas. According to the idea of "industrial ecologicalization and ecological industrialization", Ludou 'ang Village will further play the role of village shed animal husbandry base, face the market demand, guide farmers and herdsmen to develop green ecological animal husbandry, and promote the integration of urban and rural party building. However, judging from the current situation of the organization department, there are still some township and street party committees, especially most municipal support departments, which are not strong enough to carry out this work. Some party organizations have unclear working ideas and specific work measures, and have not effectively carried out this work. The reason is that some party organizations have insufficient consciousness of consciously obeying and serving the central and overall work, and have not found the best breakthrough point for the integration of urban and rural party building and central work, resulting in insufficient ideological emancipation, insufficient method innovation and lack of innovation. Let's think about it. The Municipal Party Committee calls for improving the way of organization setting, strengthening the construction of supporting organizations, strengthening the mechanism of departmental assistance, strengthening democratic management within the party, broadening the ways of talent training, innovating the carrier of organization activities, and so on, that is, with the cooperation of urban and rural party organizations, achieving the goal of supporting agricultural and pastoral villages in cities, and leading urban and rural people to develop and become rich. The integration of urban and rural party building is very practical and creative, and there is no fixed model. Practice and innovation are very important. As long as it is conducive to the development and prosperity of grass-roots party organizations, party member and the masses, everyone should let go of their hands and feet, practice boldly, explore boldly and be the first. In the next step, all townships, street party committees and municipal assistance units should, on the basis of doing a good job of investigation, formulate a work plan and a practical implementation plan that are in line with the actual situation of the village, do a good job in one or two aspects in accordance with the notification requirements, and strive to realize the integration of urban and rural party building before May 20. Recently, the Organization Department of the Municipal Party Committee will carry out special inspections in accordance with the requirements of "Tips on the Work of Selecting Cadres in Recent Cooperative Cities" and "Progress Schedule of Urban and Rural Party Construction Integration", and notify the towns, streets and municipal departments that have failed to cooperate and help with their work.

Opinions on party building in municipal schools are in the pipeline. At present, the Party committees of the Municipal Education Bureau, township and street committees, and school party organizations at all levels should combine centralized education and rectification, and comprehensively carry out all the work of party building in schools. First, we must clarify the responsibilities of school party organizations. Establish the leading core position of the party organization in schools, and implement the principal responsibility system under the leadership of the party organization in all kinds of schools in the city. Party organizations in schools should ensure the implementation of the educational policies of the Party and the state and the decision-making arrangements of the municipal party committee and the municipal government, grasp the leading group, lead the team, educate talents, lead mass organizations such as trade unions, youth league committees, women's federations and student unions, discuss and decide major issues in teaching and education management, strengthen the ideological, organizational, institutional and work style construction of party organizations, do a good job in ideological and political work and moral education work for teachers and students, and support principals.
