Illegal and criminal activities related to the management of guns and crossbows are governed by the Criminal Law of the People's Republic of China, the Firearms Management Law of the People's Republic of China, the Public Security Administration Punishment Law of the People's Republic of China and the Civilian Regulations on the Safety Management of Explosives and other relevant regulations are hereby announced as follows.

1. It is strictly prohibited to illegally manufacture, buy, sell, transport, mail, and store firearms, ammunition, explosives, and crossbows; it is strictly prohibited to illegally possess or privately hide firearms and ammunition; it is strictly prohibited to illegally use or privately hide explosives; it is strictly prohibited Theft, robbery, robbery, and smuggling of firearms, ammunition, explosives, and crossbows; it is strictly prohibited to illegally carry firearms, ammunition, explosives, and crossbows into public places or public transportation; it is strictly prohibited to illegally produce, Copying, publishing, and disseminating information containing firearms, ammunition, explosives, and crossbows; manufacturing and selling imitation guns is strictly prohibited.

2. Anyone who violates the above provisions must immediately stop illegal and criminal activities and surrender, and hand over illegal guns, ammunition, explosives, imitation guns, and crossbows to the local public security agency.

3. Anyone who surrenders or voluntarily hands over the above-mentioned illegal items from the date of issuance of this notice to March 31, 2022, thereby constituting a crime, may be given a lighter punishment, a reduced punishment, or be exempted from punishment in accordance with the law; Those who violate public security management shall be subject to reduced punishment or no punishment in accordance with the law. Those who fail to surrender or hand over illegal items within the time limit shall be severely punished in accordance with the law.

4. Criminals report or expose other illegal and criminal acts involving guns, explosives, crossbows, etc., which are verified to be true, or provide important clues, so that other cases involving guns, explosives, crossbows, etc. can be detected, etc. Those who have performed meritorious services may be given a lighter or reduced punishment in accordance with the law; those who have performed major meritorious services may be given a lighter punishment or be exempted from the punishment in accordance with the law. If an illegal person reports or exposes other illegal and criminal acts involving guns, explosives, crossbows, etc., and performs meritorious service, the punishment will be reduced or not punished in accordance with the law.

5. If guns, ammunition, explosives, or crossbows are robbed, stolen, or lost, they must be reported to the local public security organs in a timely manner. 6.
