Recently, the Development and Reform Commission of Hebei Province issued the "Implementation Opinions on Accelerating the Construction of Rural Charging Infrastructure and Promoting the Rural Revitalization of New Energy Vehicles" (hereinafter referred to as "Opinions"). The opinions put forward 13 policy measures from three aspects: accelerating the construction of rural charging infrastructure, accelerating the popularization and application of rural new energy vehicles, and strengthening the management of rural new energy vehicles. It is clear that by 2025, the province will build 1 10,000 key charging demonstration villages, basically achieving the goal of "demonstration counties in the city, demonstration townships (towns) in counties and demonstration villages (communities) in townships". By 2030, a charging service network covering rural areas in the whole province will be basically built to meet the demand for new energy vehicles. By 2025, the province's national and provincial trunk service areas will achieve the goal of charging infrastructure 100%. By 2030, the two-part centralized charging and replacing facilities will be exempted from demand (capacity) electricity prices, and the investment efficiency constraints related to power grid enterprises and distribution network construction will be relaxed, all of which will be included in the recovery of transmission and distribution prices.

In order to thoroughly implement the spirit of "Implementation Opinions on Accelerating the Construction of Charging Infrastructure to Better Support New Energy Vehicles to Rural Areas and Rural Revitalization" (No.545 [2023] of the Development and Reform Commission), efforts should be made to solve the problems such as insufficient construction of public charging infrastructure, difficult installation of charging facilities in rural areas, and prominent contradiction between supply and demand, optimize the purchase and use environment of new energy vehicles, release the consumption potential of new energy vehicles in rural areas, and promote new energy.

First, speed up the layout of rural charging infrastructure.

(1) Overall planning and layout of rural public charging infrastructure. Support the municipal, county (district, city) people's governments to unify the planning and layout of county and village public charging networks in light of the actual situation, and effectively link them with the land and space planning and distribution network planning, so as to accelerate the realization of "full coverage of villages and towns" for new energy vehicle charging stations and "full coverage of villages and villages" for charging piles. Adhere to the principle of "government guidance, enterprise participation, overall layout and market promotion", reasonably promote the construction of centralized public charging stations, and give priority to the allocation of public charging facilities in county and township enterprises and institutions, commercial buildings, transportation hubs (stations), expressways, service areas (stations) along national and provincial highways and places near entrances and exits, and relocate centralized resettlement areas, rural logistics bases and rural tourism. Combined with the development of rural go on road trip, accelerate the planning and layout of charging piles and conditional gas stations along the expressway. By 2025, the province will build 1 10,000 key charging demonstration villages, basically achieving the goal of "each city has a demonstration county, each county has a demonstration township (town), and each township has a demonstration village (community)". By 2030, a charging service network covering rural areas in the whole province will be basically built to meet the demand for new energy vehicles.

(2) Accelerate the construction of rural charging infrastructure. Accelerate the construction of charging facilities in existing rural residential areas, and carry out the transformation of charging facilities construction conditions according to local conditions. Residential areas with installation conditions can be equipped with a certain proportion of public charging parking spaces. In strict accordance with the Management Standard for the Construction of Power Supply and Distribution Facilities in Newly-built Residential Quarters in Hebei Province (DB 13(J)/T 8463-2022), the requirements for the configuration and construction of charging infrastructure shall be implemented, and the charging facilities in fixed parking spaces shall be promoted or installation conditions reserved to meet the demand for direct electricity installation. Compacting the responsibility of township management, increasing the guidance and supervision of villages (communities) under its jurisdiction, and establishing a "one-stop" coordinated promotion and complaint resolution mechanism. Rural residential area management units should actively cooperate with users to issue charging facilities installation license certificates, assist in site survey, construction, power supply access and other work, encourage the use of innovative models such as crowdfunding to build public charging piles in rural residential areas, and explore cooperation mechanisms with charging facilities operators. Guide rural areas to promote * * * enjoyment modes such as "adjacent parking spaces", * * * enjoyment in residential areas "and" multiple cars and one pile ".

(3) Increase the support for the operation and management of the charging network. Encourage qualified places to introduce special support policies such as rural public charging infrastructure construction and operation, land reduction and exemption. Use the newly-increased special bonds for infrastructure by governments at all levels and the China Clean Development Mechanism Fund to support the construction of charging and replacing infrastructure such as expressways and ordinary national and provincial trunk highway service areas (stations), bus and tram stations, bus stations and tourist attractions. Make overall consideration of rural charging network construction and transmission and distribution network development, and increase support for land security and corridor traffic. Incorporate the power demand of charging and replacing facilities into the distribution network planning, strengthen the construction and transformation of supporting power grids, enhance the supporting capacity of rural power grids, and provide reliable power support for the large-scale popularization and application of new energy vehicles. By 2025, the province's national and provincial trunk service areas will achieve the goal of charging infrastructure 100%. (4) Strengthen the popularization and application of new modes such as intelligent and orderly charging. Improve the intelligent level of new charging infrastructure, incorporate intelligent and orderly charging into the functional scope of charging infrastructure and new energy vehicle products, encourage new energy vehicles to be equipped with charging piles, and the new charging piles in rural residential areas have the function of orderly charging, and incorporate this function into the necessary conditions for new charging piles in residential areas, accept power grid supervision policies, and accelerate the formation of unified industry standards. Encourage research on key technologies such as two-way interaction between electric vehicles and power grid (V2G) and coordinated control of light storage, charging and discharging, and explore the construction of charging infrastructure integrating photovoltaic power generation, energy storage and charging in rural areas with low utilization rate of charging piles. Study and improve the time-of-use electricity price and peak-shaving auxiliary service policy of charging piles, and support all charging operators to carry out intelligent and orderly charging through demand response.

(5) Explore and promote the integrated operation mode of rural charging piles and distributed photovoltaic. Actively develop rural household and distributed photovoltaic, and support all localities to combine new urbanization construction, beautiful countryside construction and tourism development. And explore the integrated development of charging piles and distributed photovoltaic power generation, parking lots, gas stations and other facilities. In combination with the reform of rural management system, we will explore a new model of charging pile+photovoltaic development * * * building * * *, and implement joint development and management of projects through land and roof resources, capital investment and labor employment, so as to promote local economic development and increase the income of urban and rural residents.

(6) Improve the service level of public charging network operation. Combined with the environment of charging facilities in rural areas, basic conditions of power grid, operation and maintenance requirements, etc. Revise the construction standard of charging facilities and carry out typical design. Strengthen the construction of measurement and verification infrastructure to ensure accurate measurement of fees and fair transactions. Improve the operation and maintenance system of charging facilities, and improve the availability and fault handling ability of facilities. Encourage enterprises operating parking lots and charging facilities to innovate technology and management measures, prevent fuel vehicles and new energy vehicles from occupying special parking spaces for charging for a long time, guide fuel vehicles and new energy vehicles to park in different regions, and maintain a good charging order. Use technical means to judge the time and location where the charging demand is concentrated in advance, and do a good job in service guarantee. When building large-scale charging and replacing power stations in public transportation, logistics and other industries, energy storage equipment should be properly considered to avoid the impact of instantaneous electricity consumption on the power grid.

Second, accelerate the popularization and application of new energy vehicles in rural areas.

(7) Enriching the supply of new energy vehicles. Encourage new energy automobile enterprises to optimize their allocation through differentiation strategy according to the characteristics of consumers in rural areas, and develop more economical and practical models, especially new energy mini-trucks, mini-trucks and light trucks. Guide automobile enterprises to accurately meet rural use scenarios and travel needs, develop multifunctional, reliable and durable products, ensure quality and safety, and establish a brand image. Accelerate the activation of the new energy used car market, improve the evaluation system of new energy used cars, strengthen the detection and transformation of new energy used cars, improve the sales and transfer process of new energy used cars, and encourage enterprises to provide high-quality new energy used cars for rural areas.

(eight) to speed up the application and promotion of the public domain. Accelerate the popularization and application of new energy vehicles in county and township party and government organs, schools, hospitals and other units, increase the proportion of new energy vehicles used in official vehicles according to local conditions, and play a leading and exemplary role. Encourage qualified places to increase support for the application of new energy vehicles in public transport, road passenger transport, taxis, law enforcement, sanitation, logistics and distribution.

(9) Provide diversified purchase support policies. Encourage qualified places to buy new energy vehicles for rural residents in the counties where the household registration is located, and give coupons and other support. Encourage relevant auto companies and qualified places to provide trade-in concessions for eliminating low-speed electric vehicles and purchasing new energy vehicles. Encourage governments at all levels to strengthen the linkage between government and enterprises and carry out activities such as giving charging vouchers to cars. Increase credit support for rural automobile consumption, and encourage financial institutions to reasonably determine the down payment ratio, loan interest rate and repayment period under the premise of legal compliance and controllable risks.

Third, increase the management of rural new energy vehicle services.

(ten) to increase publicity and guidance. Actively publicize through news reports, expert comments, and new Internet media. Support governments at all levels and industry organizations to organize new energy vehicle manufacturers to carry out brand joint exhibitions, test drives and other activities, encourage new energy vehicle enterprises to cooperate with battery enterprises in the upstream of the industrial chain, and carry out free "battery physical examination" activities in rural areas within three years to enhance consumers' acceptance of new energy vehicles. Innovate work ideas, increase publicity, support enterprises to cooperate with e-commerce and internet platforms, and use new modes such as online exhibition halls, cloud auto shows and live car sales to strengthen exchanges and interactions with consumers.

(eleven) to strengthen the sales service network. Encourage new energy automobile enterprises to sink their sales network, guide automobile enterprises and third-party service enterprises to speed up the construction of joint business outlets, establish a supporting after-sales service system, regularly carry out maintenance after-sales service activities in the countryside, provide emergency rescue and other services, ease the purchase and use concerns, and let rural residents buy and use with confidence. Encourage higher vocational colleges to train new energy vehicle maintenance technicians for rural areas, provide relevant vocational education such as vehicle maintenance and charging pile maintenance, and promote the effective docking of local employment and support for new energy vehicle consumption.

(12) Strengthen safety supervision. Improve the safety supervision system of new energy vehicles, use various means according to local conditions, improve the quality and safety level of new energy vehicles and batteries, strictly manage the safety of rural charging facilities and the safety conditions of supporting power sources and centralized charging places, ensure compliance with relevant laws and regulations, national standards or industry standards, strengthen the safety business training of managers, and regularly conduct hidden dangers investigation of existing charging piles. Guide rural residents to install and use independent charging piles, reasonably equip with leakage protectors and grounding equipment, and improve the safety level of electricity consumption.

(XIII) Continuously improve the supporting capacity of the comprehensive service platform for new energy vehicles in Hebei Province. Establish a data access coordination and consultation mechanism, fully absorb various social forces such as car companies, bus companies, logistics companies, and charging facility operators to carry out data collection of public vehicles and charging piles in operation, and ensure the accuracy, timeliness and integrity of data access. Regularly publish preferential policies for vehicle purchase, online processing procedures for awards and subsidies, and "one-stop" service stores opened by China Unicom through the platform bulletin board to strengthen information application. Increase the special analysis and operation monitoring function of county and township charging infrastructure, regularly announce the operation of county and township charging infrastructure to the public, and continuously promote the popularization of new energy vehicles in rural areas.

Municipal, county (district, city) people's governments and relevant departments directly under the provincial level should earnestly strengthen organization and leadership, clarify the division of responsibilities, take the initiative, promote relevant policies and measures to take effect as soon as possible, improve the purchase and use policies, further improve the charging infrastructure network, ensure "people-built, people-managed and sustainable", create a good environment for the promotion and use of new energy vehicles in rural areas, and better meet the production and living needs of the people.
