Nuclear power plants should have safety measures to protect their staff, the surrounding public and the environment from radiation exposure and radioactive pollution exceeding the limits set by the state. Article 6 A nuclear power plant shall set up isolation zones and obvious signs in the plant area. Irrelevant personnel are prohibited from entering the factory without authorization.
The Municipal People's Government shall set up signs at the boundaries of restricted areas. Article 7 Nuclear power plants shall regularly monitor the radioactive emissions of solid wastes, gases and liquids. Article 9 Emergency work for nuclear accidents in nuclear power plants and off-site nuclear accidents shall be carried out in accordance with the Regulations on Emergency Management of Nuclear Accidents in Nuclear Power Plants. Article 10 A nuclear power plant shall pay off-site emergency preparation funds and operation and maintenance funds for nuclear emergency facilities for the construction and maintenance of nuclear emergency facilities in accordance with the provisions of the state on nuclear accident emergency and the proportion determined by the state.
The funds specified in the preceding paragraph shall be given priority for off-site emergency preparedness such as roads, communications, protective equipment and alarm systems in the area where the nuclear power plant is located and in Shenzhen. Article 11 A nuclear power plant shall support and assist the economic and social development in the restricted area and live in harmony with the residents in the restricted area.
Residents in restricted areas should support the nuclear power industry and assist nuclear power plants to do a good job in safety and environmental protection in restricted areas.
The municipal and district people's governments shall guide and coordinate the arrangements for nuclear power plants to support the economic and social development of restricted areas. Article 12 During the operation of a nuclear power plant, accidents that may endanger public safety and the environment should be quickly identified, the causes should be dealt with in time, and the release of radioactive substances to the surrounding environment should be controlled. While reporting to the superior, report to the competent department of nuclear emergency and the competent department of ecological environment of the Municipal People's Government, and take effective measures to control and reduce the accident harm in accordance with the provisions of relevant laws and regulations. Thirteenth Municipal People's Government shall, within one year after the implementation of these regulations, formulate the population, economic and social development plan of the restricted area, and report it to the Standing Committee of the Municipal People's Congress for approval before implementation.
When making development plans, we should consider the safe operation and environmental protection of nuclear power plants, ensure the implementation of emergency plans under nuclear accidents, and realize the unity of environmental benefits, economic benefits and social benefits. Fourteenth restricted areas according to the needs of economic and social development, with the approval of the competent department, can move into the permanent population or recruit temporary migrant workers, but shall not exceed the total number of people controlled as determined in the development plan of restricted areas. Article 15 It is forbidden to build facilities for producing and storing inflammable, explosive and corrosive substances, crowded places and other projects that may threaten the safety of nuclear facilities in restricted areas. Sixteenth restricted areas encourage the development of aquaculture, planting, tourism and the tertiary industry suitable for local development. Preferential policies should be given to projects that encourage development. Seventeenth restricted areas are allowed to develop other non labor-intensive and non-heavy pollution projects that meet the development plan of restricted areas and the provisions of Article 15 of these regulations.
At the time of application, the project organizer shall submit the following documents in addition to the conventional documents and materials in accordance with the relevant regulations and procedures:
(a) the approval document of the municipal competent department of ecological environment for the project;
(two) the approval documents of the people's government of the district where the nuclear power plant is located. Article 18 Ships transporting petroleum, liquefied petroleum gas, explosives, inflammable, explosive, corrosive and toxic chemicals and other articles that may endanger the safe operation of nuclear power plants shall not sail in the west channel of Daya Bay. The waterway management department shall set up corresponding signs on the waterway. The maritime safety supervision department shall be responsible for supervising the implementation of the provisions of this article.
The western waterway mentioned in the preceding paragraph refers to the north-south waterway located in the west of the central islands and within Daya Bay. Article 19 The municipal competent department of ecological environment shall exercise the right of inspection and supervision over the environmental management outside the nuclear power plant. The inspected entity shall truthfully report the situation and provide necessary information. The municipal competent department of ecological environment shall keep the technical secrets and commercial secrets for the inspected units.
The municipal competent department of ecological environment shall provide nuclear pollution information to the Municipal People's Government in a timely manner, and the Municipal People's Government may issue an environmental impact announcement when necessary.
