Twenty-eighth fireworks, shall comply with the provisions of relevant laws, regulations and rules. The local people's governments at or above the county level may, according to the actual conditions of their respective administrative areas, determine the time, place and types of fireworks that are restricted or prohibited.

Twenty-ninth people's governments at all levels and relevant government departments shall carry out social publicity activities to educate citizens to abide by relevant laws, regulations and rules and to set off fireworks and firecrackers safely.

Radio, television, newspapers and other news media should do a good job in publicity and education on the safe discharge of fireworks and firecrackers.

Guardians of minors shall educate minors about the safe discharge of fireworks and firecrackers.

Thirtieth it is forbidden to set off fireworks and firecrackers in the following places:

(a) cultural relics protection units;

(2) Transportation hubs such as stations, docks and airports and railway line safety protection zones;

(3) Units that produce and store inflammable and explosive articles;

(4) Within the safety protection zone of power transmission and transformation facilities;

(five) medical institutions, kindergartens, primary and secondary schools, nursing homes;

(six) key fire prevention areas such as mountains and grasslands;

(seven) other places where fireworks and firecrackers are prohibited as prescribed by the local people's governments at or above the county level.
