Regulations of Yunfu Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, strengthen the construction of citizens' morality and promote social civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related activities within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to observing the Constitution and laws and regulations and conforming to the society.

Moral requirements, do not violate public order and good customs, and reflect the progress of social civilization. Article 3 The promotion of civilized behavior should adhere to the principles of combining the rule of law with the rule of virtue, advocating with governance, and combining self-discipline with heteronomy, and build a working mechanism of unified leadership by party committees, government implementation, departmental responsibilities and social participation.

The propaganda of civilized behavior should be incorporated into the evaluation system of civilized cities, civilized villages and towns, civilized units, civilized families and civilized campuses in accordance with the provisions of the state and the province. Article 4 The people's governments of cities and counties (cities, districts) shall take the promotion of civilized behavior as an important part of the construction of spiritual civilization and incorporate it into the relevant plans for national economic and social development, and the required funds shall be included in the fiscal budget at the corresponding level.

Town People's Government and sub-district offices shall, in accordance with the requirements of the people's government at a higher level and its relevant departments, the spiritual civilization construction committee and its office, implement various measures to publicize civilized behavior and do a good job in the propaganda of civilized behavior within their respective jurisdictions. Article 5 The departments of network information, education, public security, civil affairs, ecological environment, housing and urban and rural construction, transportation, culture and tourism, health and wellness, urban management and comprehensive law enforcement shall, according to their respective duties, do a good job in publicizing civilized behavior. Sixth city and county (city, district) spiritual civilization construction committee is responsible for promoting the propaganda of civilized behavior within their respective administrative areas, guiding and urging local departments to carry out their duties of spiritual civilization construction.

City, county (city, district) spiritual civilization construction committee office is responsible for the organization, coordination, supervision and inspection of the promotion of civilized behavior within their respective administrative areas. Article 7 Villagers' committees and residents' committees shall strengthen the publicity, education and guidance of civilized behavior, promote the incorporation of civilized behavior norms into village regulations and residents' conventions, and assist in promoting civilized behavior. Article 8 Advocating civilized behavior is the common responsibility of the whole society.

State organs should play an exemplary role in advocating civilized behavior.

People's organizations, enterprises and institutions, social organizations and individuals should actively participate in the promotion of civilized behavior, and have the right to put forward opinions and suggestions on the promotion of civilized behavior, reflecting the behavior that fails to perform the duties of promoting civilized behavior.

State functionaries, deputies to the National People's Congress, CPPCC members, advanced model figures, educators and public figures should play an exemplary role in advocating civilized behavior. Chapter II Standardization and Advocacy Article 9 To maintain the civilization of public places, we should consciously abide by the following provisions:

(1) Dress neatly in public places and behave in a civilized manner;

(2) Waiting for public services, using public facilities, participating in public activities and observing order; Don't grab other people's seats when taking public transport, and give seats to passengers in need, such as the old, the weak, the sick, the pregnant and the young;

(three) do not make noise in public places or deliberately make noise; Organizing square dance, open-air singing, publicity, fitness and other activities in urban streets, squares, parks and other public places shall reasonably choose the venue and time and abide by the relevant provisions on environmental noise management;

(four) in the event of natural disasters, accidents, public health incidents, social security incidents and other public emergencies, obey the on-site command and cooperate with emergency treatment;

(five) memorial facilities for heroic martyrs, patriotic education bases and other places, abide by the system of sweeping sacrifices and etiquette norms;

(6) Visiting exhibitions, expositions, cultural performances, sports competitions, etc. Observe the order at the event site, and do not disturb the order by insulting, booing and other uncivilized ways;

(seven) standardize the civilized behavior of other public places. Tenth in the maintenance of public health, consciously abide by the following provisions:

(a) to keep public places and facilities clean and tidy;

(2) No spitting, chewing gum, urinating or littering;

(3) Dumping garbage according to regulations, and dumping garbage and sewage is not allowed;

(4) Cover your mouth and nose when coughing or sneezing in public places, and patients with respiratory infectious diseases should wear masks when going out;

(five) to maintain the hygiene of public toilets, take good care of public toilet facilities, and flush immediately after using public toilets. Non-disabled people are not allowed to occupy barrier-free toilets;

(six) units, shops and households facing the street and the road shall implement the responsibility system in front of the door and do a good job in maintaining the environmental sanitation and city order in front of the door;

(seven) chickens, ducks, geese, rabbits, sheep, pigs and other poultry and livestock shall not be raised in the urban areas. Feeding due to special needs such as teaching and scientific research shall be carried out in accordance with relevant regulations;

(eight) other public health civilized behavior norms. Eleventh in the maintenance of the city appearance and environment, consciously abide by the following provisions:

(a) shall not violate the provisions of unauthorized construction in urban built-up areas;

(two) to maintain the cleanliness of the city, and not to scribble, portray, paste or spray at will, and not to defile the signs in public places;

(three) shall not occupy urban roads, pedestrian bridges, pedestrian underpasses and other public places, set up stalls; Approved temporary occupation of urban roads, squares and other public places to hold cultural and commercial activities shall keep the public places clean and tidy, and the organizer shall set up environmental sanitation facilities in accordance with the requirements, promptly remove the generated garbage and other wastes, and dismantle the facilities after the activities;

(four) plaques, windows, banners, electronic screen slogans and commercial advertisements should be standardized and civilized;

(five) regulate the orderly parking of motor vehicles and non-motor vehicles, and shall not hinder the passage of other vehicles and pedestrians; Do not use locks, piles or other items to occupy public parking spaces;

(six) take care of flowers and trees, and do not pick flowers or climb branches without permission;

(seven) other civilized behavior norms to maintain the city appearance and environment.
