Article 2 These regulations apply to the management of municipal facilities within the urban area of ??this city. Article 3 Municipal facilities as mentioned in these regulations include:

(1) Urban roads: urban streets, small streets and alleys, public squares, public parking lots, etc. for vehicles and pedestrians. places;

(2) Urban bridges: river bridges, overpasses, pedestrian bridges, underpasses, elevated roads, culverts, tunnels, and river bridge safety protection zones;

( 3) Urban drainage facilities: rainwater pipes, sewage pipes, culverts, open channels, pumping stations, sewage treatment plants and their ancillary facilities;

(4) Urban road lighting facilities: urban roads, bridges and non-ticketed roads Lighting facilities in public green spaces and other places;

(5) Ancillary facilities of the above municipal facilities. Article 4: The municipal facilities in this city shall implement the principle of combining unified management and hierarchical responsibility.

The Nanning Municipal Municipal Facilities Administrative Department (hereinafter referred to as the municipal competent department) is in charge of the management of municipal facilities and is responsible for the implementation of these regulations. The municipal municipal administration department and urban urban construction department shall be responsible for the maintenance and repair of municipal facilities in accordance with the responsibilities prescribed by the municipal people's government.

Relevant departments such as planning, public security, industry and commerce, power supply, water supply, communications, etc. shall coordinate with the municipal competent authorities within their respective scope of responsibilities to jointly manage municipal facilities. Article 5 The management of municipal facilities shall implement the policy of strengthening maintenance, active improvement, and gradual improvement, and keep municipal facilities in good condition and operating normally. Article 6: All units and individuals have the rights and obligations to use and protect municipal facilities in accordance with the law, and have the right to advise and report violations of these regulations.

Units and individuals that have made outstanding achievements in maintaining municipal facilities will be commended and rewarded by the Municipal People's Government. Chapter 2 Urban Road Management Article 7 The following behaviors are prohibited within the scope of urban road management:

(1) Excavation of roads without authorization;

(2) Stacking of materials and construction operations without authorization ;

(3) Unauthorized occupation of roads to set up stalls, markets, and parking lots; ;

(5) Motor vehicles and non-motor vehicles driving and parking randomly on the sidewalk;

(6) Parking and testing brakes on non-designated road sections;

(7) Dumping garbage, discharging sewage, and washing vehicles;

(8) Posting or hanging slogans, advertisements, newspaper reading boards, telephone booths, etc. on road facilities without authorization;

(9) Constructing various buildings (structures) without authorization;

(10) Burning debris, drying and crushing crops, mixing concrete and cement mortar, washing sand and gravel, etc. that damage road facilities. kind of operations;

(11) Damaging, moving, or blocking road nameplates;

(12) Building slopes at the steps between the roadway and the sidewalk without authorization;

(13) Other acts of damaging or encroaching on road facilities. Article 8 No unit or individual may occupy urban roads without authorization. Units and individuals that really need to temporarily occupy roads due to special circumstances must obtain the consent of the public security and traffic management department, the approval of the municipal competent department, and pay urban road occupancy fees and deposits in accordance with regulations. . The specific methods for payment of urban road occupation fees shall be determined separately by the Municipal People's Government.

The maximum period of temporary road occupation shall not exceed six months. Extension approval procedures are required for more than six months.

Article 9 Units and individuals that are approved to temporarily occupy roads shall abide by the following regulations:

(1) They shall not occupy or damage other municipal public facilities; (2) They shall not pile up Materials that are harmful to personal health and pollute the environment;

(3) Where temporary sheds are built, materials are stacked, and construction operations are carried out, protective facilities and permits must be hung as required.

(4) When the occupation period expires, the site must be cleaned up in time, submitted to the municipal competent department for acceptance, and the urban road occupation permit must be surrendered and canceled. Article 10: Strictly control urban road excavation. If excavation is really necessary due to special circumstances, in addition to the procedures required by the municipal planning department, it must be agreed by the public security and traffic management department, approved by the municipal competent department, and urban road excavation repair fees and excavation deposits must be paid to the municipal competent department. Only after receiving the "Excavation Permit" can you dig in accordance with the regulations.

If an emergency repair project requires excavation of urban roads, re-excavation procedures should be completed within 24 hours, and backfilling and repairs should be made within a limited time. Article 11 Relevant pipelines shall be buried in accordance with urban planning when constructing, reconstructing, or expanding urban roads. Excavation of newly built or renovated roads shall not be allowed within five years. Excavation of roads after major repairs will not be allowed within three years. If excavation is necessary under special circumstances, the approval procedures shall be handled in accordance with regulations, and two to five times the excavation and restoration fee will be charged. (1) If urban roads are temporarily closed, a notice must be published before construction can begin;

( 2) When excavating urban roads and laying underground pipelines laterally, the pipe jacking construction should be carried out. If the pipe jacking construction cannot be carried out, the excavation should be carried out in sections to ensure the passage of vehicles;

(3) Any accidents with underground facilities during the construction process In case of conflict, work should be stopped immediately and reported to the municipal competent department and relevant departments for handling;

(4) Construction on busy road sections should be carried out from 10 o'clock at night to 5 o'clock in the morning of the next day;

(5) The backfill sand and gravel materials should be dense to ensure the quality of the project, and no soil should be backfilled or mixed with garbage and other miscellaneous materials;

(6) An excavation permit should be hung at the construction site, and safety signs and protection should be set up Facilities;

(7) Timely clear away materials and garbage left behind by construction operations to keep the city clean and tidy;

(8) Carry out civilized construction to ensure the safety of vehicles and pedestrians.
