Notice of Weifang Public Security Bureau on Severely Cracking down on Illegal and Criminal Acts in Epidemic Prevention and Control according to Law

In order to do a good job in the prevention and control of novel coronavirus epidemic in our city, effectively protect people's lives, health and safety, and maintain a good social order, according to the Criminal Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and other relevant judicial interpretations, the public security organs will severely crack down on the following illegal and criminal acts according to law, and are hereby notified as follows:

First, people from overseas and domestic epidemic high-risk areas, novel coronavirus infected people, suspected infected people and close contacts must take the initiative to report and accept quarantine, compulsory isolation and treatment. Missed, concealed, lied about illness, life history, contact history, whereabouts, etc. Not cooperating with tracking, quarantine, isolated observation and epidemiological investigation, disrupting the order of epidemic prevention and control;

2. Personnel entering and leaving crowded areas such as stations, airports, hospitals and shopping malls and key parts such as villages and communities where people's governments have issued prevention and control measures such as isolated observation and closed control refuse to cooperate with epidemic prevention and control measures such as temperature detection, personnel registration, health code inspection, identity card verification, vehicle inspection and closed control;

Three, disrupting the normal order of medical institutions, endangering the personal safety of medical personnel and damaging the property of medical institutions;

4. Producing and selling counterfeit drugs, fake and inferior epidemic prevention materials and medical devices for the prevention and treatment of novel coronavirus, or producing and selling fake and inferior novel coronavirus vaccines, illegally operating and smuggling novel coronavirus vaccines, using the Internet to spread false information about novel coronavirus vaccines, committing fraud or committing other vaccine-related crimes;

Five, lying, tampering with the data of nucleic acid test reports, buying or selling or using forged or altered nucleic acid test reports;

6. Fabricating false epidemic situation and early warning information and spreading it on information networks or other media, or spreading it on information networks or other media knowing that it is false epidemic situation and early warning information, disturbing social order;

Seven, in violation of the relevant provisions of the imported container epidemic prevention and control work, resulting in goods without filing, testing, disinfection into the market;

Eight, in violation of the provisions of the epidemic prevention and control of all kinds of cultural performances, exhibitions, activities, temple fairs, parties and other gathering activities;

Nine, in the name of epidemic prevention and control, the implementation of fraud, extortion, or posing as a state organ staff, medical rescue personnel and other false identities;

Ten, during the epidemic prevention and control refused to implement the decisions and orders issued by the people's government, or other illegal and criminal acts, disrupting social order and epidemic prevention and control work.

Anyone who violates this circular in any of the above ten cases will be dealt with severely and quickly according to law, and criminal responsibility will be investigated according to law if the case constitutes a crime.
