"two worries" and "three guarantees" refer to the stable realization of poverty alleviation goals and ensuring their compulsory education, basic medical care and housing. The Outline of Rural Poverty Alleviation and Development in China requires that by 2020, the overall goal of poverty alleviation and development in China is to stably realize the poverty-stricken people's need for food and clothing, and to ensure their compulsory education, basic medical care and housing, which is referred to as "two worries and three guarantees" for short.
