Article 1 In order to protect the legitimate rights and interests of scattered ethnic minorities and maintain and develop socialist ethnic relations of equality, unity, mutual assistance and harmony, these Provisions are formulated in accordance with the Constitution, relevant laws and regulations and the actual situation of this province.

article 2 these provisions shall apply to the protection of the rights and interests of ethnic minorities living outside ethnic autonomous areas and ethnic minorities living in ethnic autonomous areas but not exercising regional autonomy within the administrative region of this province.

article 3 the ethnic affairs department of the people's government at or above the county level shall be in charge of the affairs of the scattered ethnic minorities within their respective administrative areas, and other relevant departments shall, according to their respective duties, do a good job in the work related to the scattered ethnic minorities.

Township people's governments and sub-district offices shall, according to the actual situation, carry out the work of scattered ethnic minorities within their respective jurisdictions.

article 4 the people's governments at or above the county level shall, when compiling budgets, allocate funds for the work of scattered ethnic minorities, which shall be used by ethnic affairs departments to carry out the work of scattered ethnic minorities.

article 5 people's governments at all levels shall organize activities to create national unity and progress, cultivate and establish advanced models of national unity and progress, and provide necessary funds for the creation work.

every year in the third month of the lunar calendar, people's governments at all levels should carry out various forms of publicity activities for national unity and progress in this province. State organs, enterprises, institutions and social organizations should strengthen the publicity and education of national laws, regulations and policies, raise the awareness of the Chinese nation's identity, and promote national unity and progress.

article 6 in the people's congresses of towns where ethnic minorities live in concentrated communities and their cities and counties, there should be an appropriate number of ethnic minority representatives.

in the people's governments of towns where ethnic minorities live in concentrated communities, a certain proportion of ethnic minority cadres should be provided.

in cities where there are many towns inhabited by ethnic minorities, the members of the standing Committee of the people's congress and the people's government shall be equipped with ethnic minority cadres.

The towns inhabited by ethnic minorities mentioned in these Provisions refer to Lanyang Town, Nanfeng Town, Yaxing Town of Danzhou City, Changfeng Town, Liji Town of Wanning City, nanqiao town Town, Sangerluo Town, Peking University Town, Huishan Town of qionghai city City and Nankun Town of tunchang City, which enjoy the treatment of ethnic townships according to regulations.

article 7 the people's governments of cities and counties where provinces and towns inhabited by ethnic minorities are located shall organize teachers, scientific and technological personnel, medical personnel and other professional and technical personnel to work regularly in towns inhabited by ethnic minorities. During the work in towns where ethnic minorities live in concentrated communities, in addition to the dispatched units, they shall ensure that the wages and benefits they enjoy remain unchanged, and give appropriate care to their living conditions.

Encourage cadres and professionals from other regions to work in towns where ethnic minorities live in concentrated communities.

article 8 when arranging subsidies such as general transfer payments and special transfer payments related to ethnic policies, the provincial finance department shall consider the economic development of towns where ethnic minorities live in compact communities and give appropriate support to their cities and counties. The people's governments of cities and counties where ethnic minority towns are located shall arrange necessary funds to support the economic development of ethnic minority towns.

the people's governments of provinces and cities and counties where ethnic minority towns are located should help ethnic minorities in ethnic minority towns to improve their living and production conditions, and support infrastructure construction such as water supply, access, electricity supply, communication and renovation of dangerous houses.

article 9 the people's governments of provinces and cities and counties where ethnic minority towns are located should help ethnic minority towns to develop agricultural industries, strengthen the construction of irrigation and water conservancy infrastructure, popularize farmers' professional cooperative organizations, support and guide scattered ethnic minorities to vigorously develop tropical high-efficiency agriculture, ecological agriculture, circular agriculture and leisure agriculture, and increase their income. When arranging agricultural capital construction projects and funds, give care to ethnic minority towns.

article 1 the people's governments of cities and counties where provinces and towns inhabited by ethnic minorities are located shall incorporate the tourism industry of towns inhabited by ethnic minorities into their tourism development plans, support the protection and rational development of tourism resources in towns inhabited by ethnic minorities, and strengthen the construction of tourism infrastructure.

the people's governments of provinces and cities and counties where ethnic minority towns are located should rationally plan and build ethnic minority villages (towns) in ethnic minority towns, make full use of local tourism resources, develop tourism projects and products with tropical scenery and ethnic characteristics, and accelerate the development of rural tourism, leisure tourism and folk tourism.

article 11 the people's governments of cities and counties where provinces and towns inhabited by ethnic minorities are located should increase investment and transfer payments for ecological protection of towns inhabited by ethnic minorities, and give reasonable compensation to towns inhabited by ethnic minorities who have contributed to the protection of the ecological environment.

Article 12 The provincial people's government should help the scattered ethnic minorities to develop education, increase investment in education in towns where ethnic minorities live in concentrated communities and their cities and counties, and exempt the scattered ethnic minority students from relevant expenses and give subsidies in accordance with the relevant provisions of the state and this province; Give preferential policies for minority candidates in minority towns to add points to the college entrance examination; Strengthen the training of minority teachers, take various forms to strengthen the training of scattered minority teachers and improve their teaching level.

Article 13 People's governments at or above the county level should attach importance to the development of social security for scattered ethnic minorities, establish and improve social assistance and security mechanisms, and improve the social security system. When arranging social security subsidy funds, give care to ethnic minority towns.

article 14 the people's governments at or above the county level shall help the scattered ethnic minorities to develop medical and health undertakings and increase their investment in medical and health undertakings in towns where ethnic minorities live in concentrated communities. Actively support the development of basic medical insurance for urban and rural residents, implement the basic medical insurance for scattered ethnic minorities, improve the level of health care, strengthen the prevention and treatment of endemic diseases and frequently-occurring diseases, and organize medical personnel to regularly carry out free clinics, medical assistance and other activities in ethnic minority towns.

Article 15 People's governments at all levels should support the following enterprises to develop production, and relevant departments should give preferential policies such as investment, finance and taxation in accordance with regulations, and provide help and support in information consultation, talent introduction, technological transformation and services:

(1) Enterprises established in towns where ethnic minorities live in concentrated communities;

(2) Enterprises with more than 3% minority employees;

(3) Designated production enterprises or ethnic trading enterprises that mainly serve ethnic minorities and are determined by the state;

(4) related enterprises that the people's governments at or above the county level think should be supported.

Article 16 The provincial people's government shall, according to the number and distribution of urban minority population, determine the key cities for urban ethnic work; The people's government of a city shall, according to the local conditions, determine the key streets and communities for urban ethnic work.

urban people's governments should strengthen urban ethnic work, establish and improve the service management system for urban ethnic minorities, and meet the production and living needs of ethnic minorities.

the relevant departments of the people's government of the city shall give support to the foreign ethnic minority personnel who enter this city to set up enterprises and engage in other legal business activities.

the provincial and urban people's governments should strengthen the urban ethnic work in key cities, key streets and key communities in terms of organization and leadership, work strength, funding guarantee and assessment.

Article 17 People's governments at all levels should strengthen the integration of information resources of the floating population of scattered ethnic minorities, build an information platform for service management, improve the working mechanism, and promote the institutionalization and standardization of urban ethnic work; Establish a grid management service model based on towns, streets, communities, enterprises, institutions and social groups to promote the socialization of ethnic work.

Article 18 People's governments at all levels shall take measures to provide vocational skills and practical technical training for scattered ethnic minorities, encourage scattered ethnic minorities to find jobs and start businesses, and give them support according to the relevant provisions of the state and this province.

article 19 the people's governments at or above the county level shall strengthen the construction of public cultural service system for scattered ethnic minorities, support scattered ethnic minorities to gradually establish and improve public cultural facilities, and carry out cultural and sports activities with national characteristics.

Article 2 State organs, enterprises, institutions and social organizations shall not refuse to employ or employ ethnic minority citizens on the grounds of religious beliefs, customs and habits when recruiting or employing staff.

Article 21 It is forbidden to discriminate against or insult ethnic minorities in publications, radio, movies, television, internet, audio-visual products, cultural performances, etc.

In product design, advertisement, exhibition, various signs, customs, etiquette, entertainment, celebrations and other activities, there shall be no content or behavior that discriminates against or insults ethnic minorities.

in violation of the provisions of the first and second paragraphs of this article, the relevant departments of industry and commerce, press and publication, public security, etc. shall, according to their respective authorities, order them to stop illegal acts and impose administrative penalties according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 22 If people's governments at all levels and relevant departments violate these regulations and fail to perform their duties according to law, thus harming the legitimate rights and interests of ethnic minorities, they shall criticize and educate the principal responsible persons and those directly responsible, and make rectification within a time limit or give them administrative sanctions; If a crime is constituted, criminal responsibility shall be investigated according to law.
