Article 18 People's governments at all levels shall take measures to provide vocational skills and practical technical training for scattered ethnic minorities, encourage scattered ethnic minorities to find jobs and start businesses, and give them support according to the relevant provisions of the state and this province.
article 19 the people's governments at or above the county level shall strengthen the construction of public cultural service system for scattered ethnic minorities, support scattered ethnic minorities to gradually establish and improve public cultural facilities, and carry out cultural and sports activities with national characteristics.
Article 2 State organs, enterprises, institutions and social organizations shall not refuse to employ or employ ethnic minority citizens on the grounds of religious beliefs, customs and habits when recruiting or employing staff.

Article 22 If people's governments at all levels and relevant departments violate these regulations and fail to perform their duties according to law, thus harming the legitimate rights and interests of ethnic minorities, they shall criticize and educate the principal responsible persons and those directly responsible, and make rectification within a time limit or give them administrative sanctions; If a crime is constituted, criminal responsibility shall be investigated according to law.
