Analysis of the problems and countermeasures in the cultural construction of new socialist countryside _ 20-word policy of rural revitalization strategy

Based on the new development practice and the strategic height of building a harmonious socialist society and a well-off society in an all-round way, the Fifth Plenary Session of the 16th CPC Central Committee put forward the strategic deployment of new countryside, which brought new opportunities and challenges to rural cultural construction. Doing a good job in rural cultural construction has enriched farmers' cultural life, effectively improved farmers' ideological and moral quality and scientific and cultural quality, and played a huge role in promoting the construction of new countryside. However, judging from the current situation of cultural construction in new socialist countryside, there are still many problems to be solved urgently. This paper expounds the necessity of cultural construction in new countryside, excavates the existing problems from the present situation of cultural construction, and puts forward effective solutions.

I. Introduction

Building a new countryside is an important historical task and strategic deployment in China, which has promoted the development of rural economy to a new stage. The important content of new rural construction is cultural construction, which is also the key to new rural construction and plays an important role in promoting new rural construction. However, with the rapid development of rural economy, there are also many problems that need to be improved and perfected in cultural construction, which seriously affects the development of rural construction in China and New Zealand. Therefore, it is an important subject for relevant personnel to explore the problems existing in cultural construction and formulate effective improvement measures.

Second, the necessity of cultural construction in the new rural construction

People's thinking and attitude determine the future development direction. Cultural construction mainly tends to people's thinking and understanding, which belongs to the core of new rural construction. In fact, the scientific development of new rural cultural construction provides intellectual support and spiritual motivation for new rural construction. Without cultural construction, the goal of building a new countryside cannot be achieved. Of course, cultural construction is not a one-sided construction of a playground, a library, a dance hall, but to inherit traditional culture, effectively improve farmers' ability to get rich, and promote rural economic development. In a word, cultural construction is the key to the construction and development of new countryside, which effectively satisfies the spiritual and cultural life of farmers and provides the basic conditions for social harmony and stability.

Third, the problems existing in the cultural construction of the new socialist countryside

To strengthen the cultural construction of new countryside, we must proceed from the present situation of cultural construction and analyze the existing problems before implementing the improvement measures. In short, there are the following problems in cultural construction.

(A) the overall quality of farmers is low, and the implementation of education is difficult

An important content of modernization is rural modernization, which needs to be backed by improving the overall quality of farmers, especially the level of science and technology. However, judging from the current situation of farmers' quality in China, most farmers' quality in all aspects is relatively low, which is far from the requirements of modern quality. Rural education, in particular, is not optimistic, and it is widely circulated in rural areas? Reading is useless? . According to the relevant data, the proportion of rural children aged 7 to 15 who can attend school is only 94.4%, and most provinces are only between 90% and 95%, especially in Tibet, Yunnan and Qinghai. All kinds of data show that new illiterates are constantly emerging, which brings new challenges to cultural construction.

(B) Some grass-roots leaders are unclear about the importance of cultural construction.

At present, many grassroots leading cadres do not have a correct understanding of cultural construction, and believe that building a new countryside only needs to focus on economic construction. As for cultural construction, it will not affect their political achievements. At the same time, some cadres think that investing in cultural construction is wasteful and unnecessary. All kinds of prejudices lead local cadres to neglect and support cultural construction, which further restricts the development of rural cultural undertakings.

(C) a serious shortage of investment in cultural construction

A long time ago, our country braked various goals for rural cultural construction, but for various reasons, it has not been realized so far. Recently, the state has invested a lot of special funds to support the construction of county-level cultural centers and libraries, but there are still many libraries and cultural centers that have not been implemented, resulting in many towns and villages without cultural stations at all. Moreover, many places lack cultural places, so farmers can't carry out cultural activities at all.

Cultural activities are single in form and lack vitality.

Nowadays, in addition to farm work and part-time jobs, many rural farmers mostly play cards, watch TV and visit people to chat, while cultural life is a very small number of folk arts such as yangko, theatre, dragon and lion dances. And carried out by cultural units? Culture going to the countryside? There are few performances, mostly in old revolutionary areas or rural areas with backward economic construction, mostly in county towns or big towns. Although the Internet is becoming more and more popular, there are still many farmers who can't use computers or use the Internet to understand agricultural information. According to relevant statistics, only 0.3% of users now use the Internet.

(e) Lack of a sound market for cultural development

Nowadays, there are all kinds of pirated books and periodicals, feudal superstitions and illegal publications in the rural cultural market. And all kinds of obscene pornographic discs, illegal audio-visual products, etc. They are all rented or sold, and all kinds of bad cultures disrupt the cultural market at will. Especially near some schools, there are game rooms and internet cafes, and many underage students are free to enter and leave; All kinds of teahouses and chess rooms are mahjong, with a strong atmosphere; Although some farmers spontaneously organized cultural performances, they lacked guidance and management, and vulgar and even pornographic performances often appeared. Under the influence of various factors, the rural cultural market has developed abnormally.

Four, strengthen the cultural construction of new socialist countryside countermeasures

To strengthen cultural construction, we must formulate corresponding coping strategies according to various existing problems, so as to realize the real goal of cultural construction. In a word, we should strengthen cultural construction from the following aspects.

(a) publicity of Scientific Outlook on Development, strengthen leadership.

Doing a good job in cultural construction and developing cultural undertakings is an inherent requirement of building a new countryside and an important content of implementing Scientific Outlook on Development and building a harmonious society. At the same time, it is also an effective way to realize material civilization, political civilization and spiritual civilization in rural areas, which is of great significance to enhancing our party's ruling ability and consolidating its ruling foundation. Cultural construction is not only an important part of farmers' spiritual life, but also a new force to promote social development. If we want to carry out cultural construction in depth, we must play a leading role. Leaders at all levels should not only solve the relationship between rural economy and culture, but also establish the concept of grand culture.

(2) Take measures to mobilize the enthusiasm of farmers and give play to their main role in cultural construction.

In rural cultural construction, farmers are not only the main body of cultural construction, but also the enjoyment of culture. Therefore, farmers must improve their own quality, be cultural builders of new countryside and become new farmers. This requires corresponding measures to mobilize the initiative, enthusiasm and creativity of farmers. First of all, we should strengthen publicity and education, guide farmers to consciously enter the cultural construction industry, and let them voluntarily become the real subject of cultural construction. In carrying out various cultural operations and supporting cultural activities, we should fully mobilize the enthusiasm of farmers for cultural construction, encourage farmers to organize personal culture, or jointly organize culture with relevant departments to effectively enhance the cultural viability of rural areas. When carrying out cultural activities, we should fully develop local cultural characteristics and promote cultural products with rural themes.

(3) Broaden channels, raise cultural funds, strengthen hardware facilities and strengthen rural cultural construction.

An important problem that restricts the cultural construction in the new countryside is the lack of funds, which is also a common problem in the cultural construction in many underdeveloped areas. To strengthen the cultural construction of new countryside, we must get the attention and support of all levels of departments, so as to promote the cultural construction of new countryside continuously and steadily. At the same time, cultural departments should actively expand various financing channels, including self-accumulation, social raising and state funding. With funds, it is necessary to spend reasonably and effectively upgrade hardware facilities. We should take the government as the leading factor, the villages as the backing, and the farmers as the direct service targets. Efforts will be made to expand various cultural activities, build fitness facilities, entertainment and public cultural service networks, and ensure that farmers can play, learn and play after work. Give full play to and mobilize social forces, guide social forces to build an organic combination of collectives, individuals, society and the state, and then ensure that cultural construction enters a gender cycle.

(D) efforts to build a team of talents for cultural construction

To promote rural cultural construction, we must also rely on a well-educated and mature professional talent team and a sound cultural talent management system. At present, many cultural talents in rural areas are out of touch, and a team of high-quality cultural talents is urgently needed, which is the primary task of vigorously developing rural cultural construction. Therefore, the relevant departments must rely on the relevant national systems, vigorously cultivate the cultural backbone of farmers, give full play to the positive role of rural artists and cultural talents, and vigorously open up a new situation of cultural construction on the basis of consolidating the cultural construction of new countryside.

(5) Strengthen the role of market supervision and purify the rural cultural market.

It is particularly important to strengthen market supervision and ensure rural cultural construction. It is necessary to publicize the laws and regulations of relevant cultures in accordance with relevant laws and regulations, and enhance farmers' awareness of self-protection and legal system. Carry out demonstration activities of civilized villages, communities and civilized families, guide farmers to resist superstition and advocate science, guide farmers to live a scientific, healthy and civilized lifestyle, and comprehensively improve rural social security. At the same time, we should formulate a reasonable reward and punishment system, let Quan Ming participate and eliminate all kinds of ugly phenomena in society; Only in this way can we ensure the orderly development of the rural cultural market.
