Legal basis: The preface of the Outline of the Development Plan of "Four Districts, Two Belts and One Line" in Qinghai Province is based on the general requirements of the 11th Party Congress of Qinghai Province on accelerating the construction of a new pattern of coordinated regional development of "Four Districts, Two Belts and One Line" with reasonable division of labor, distinctive features, complementary advantages and benign interaction, and focuses on the guiding ideology, basic principles, objectives and tasks, policy measures and sub-regional development orientation.
