Shanxi: only decrease, not increase, not break through the bottom line

According to the public information of Shanxi Provincial Department of Industry and Information Technology, by the end of last year, the total coking capacity in Shanxi was1466,000 tons.

By the end of last year, Shanxi had completed the three-year plan to reduce production by 510.4 million tons out of 57.87 million tons. As of February this year, the coke ovens with the carbonization chamber height less than 4.3 meters in Shanxi still account for 45% of the total production capacity. Among the comprehensive utilization and transformation projects of coal coking in, Shanxi Hongyuan Fukang New Energy Co., Ltd. 265438+100000 tons/year coking project started construction illegally at the beginning of 20 19, and was partially completed and put into operation in June this year. It is estimated that after all the above five projects are completed and put into operation, the actual coking capacity will increase by 6.92 million tons compared with 2065438+2009, which will bring severe challenges to the adjustment of local industrial structure and energy structure and the peak of carbon dioxide emission.

13 In May, the Action Plan for Consolidating and Improving Air Quality in Shanxi Province (202 1) issued by the Shanxi Provincial Government proposed that the coking industry should vigorously promote enterprises to build large-scale advanced projects with high energy-saving and environmental protection level by implementing capacity replacement on the basis of reducing the existing capacity. Specifically, accelerate the elimination of coke ovens with a carbonization chamber height of 4.3 meters and accelerate the construction of large-scale coking projects that have been filed. The shutdown time of the original coke oven should be implemented in accordance with the "up and down" policy defined by the provincial government; If the height of the coke oven in the carbonization chamber of the "going up to the next level and going down to the next level" large-scale coking project is not recorded as 4.3m, we will speed up the construction of the large-scale coke project through capacity reduction and replacement, and shut down and eliminate it in a safe and orderly manner. At the same time, the province started the ultra-low emission transformation of independent coking enterprises (excluding coking enterprises that are shut down under the plan of "going to the top and shutting down the small"). Among them, the ultra-low emission transformation of coking enterprises will be completed before the end of 2023. This year, Taiyuan, Jinzhong, Lvliang, Changzhi, Linfen, Yuncheng and other cities have completed the ultra-low emission transformation of 12 coking enterprises. Before the end of next year's 10, Lvliang, Jinzhong and other areas around Taiyuan will take the lead in completing the withdrawal of coke ovens with a carbonization chamber height of 4.3 meters, the ultra-low emission transformation of key industries, and the cleaning of loose coal.
