On March 17th, after the conference on the integration of urban and rural sanitation in the whole region, most streets and towns quickly convened a mobilization meeting to arrange their work according to their actual conditions. From March 22nd to 24th, the district supervision team supervised the integration of urban and rural sanitation in each street town. On March 24th, the District Office for Promoting the Integration of Urban and Rural Sanitation conducted a comprehensive inspection of the integration of urban and rural sanitation in various towns. This inspection is conducted in the form of covert investigation. Based on the daily work, the business inspection in April is reported as follows:

1. Overall situation

In April, various towns and villages focused on the rectification of outstanding problems such as dead corners of garbage in the village, and gradually allocated garbage collection vehicles and garbage collection barrels. The overall environmental sanitation level has been significantly improved compared with last month, but at the same time, there are still problems in different degrees in various towns and villages. The main problems are summarized as follows:

1. The dead corners of garbage are not completely cleaned up. Garbage belts have been formed on the roadside of Dongshahe Village and the west side of Xinrui Electronics Company. There are a lot of domestic garbage in the north of Guodian Yushan muck yard and Dongfang Jiacun (west of the transfer station). Large-scale garbage dumps have been formed in Longquan < P > Street, both sides of HanDong village inner road and both sides along Lotus Road. There is a large amount of domestic garbage in the river along Hehua Tonghua Road and at the intersection of Xinghua Road and Yuhua Road. A large amount of garbage is accumulated in the river course of Yanpengwo Village in Ganggou; There are piles of garbage in the pit on the west side of Liubu Bridge in Liubu Town; There are many dead ends of garbage along the Caishi Yulong River. 2. The on-the-job rate of cleaning staff is low, and the general scanning rate is not high. In this inspection, except Baoshan, the on-the-job rate of cleaning staff in other towns and villages was generally low, and garbage was not picked up according to the regulations after the general sweep, especially the village-level cleaning staff team was still not perfect, resulting in more garbage scattered in the village. In addition, the setting of garbage bins is unreasonable. There are no garbage bins in Handong Village of Tang Wang and Yun He Village of Xiuchuan. After asking the villagers, there are no cleaners in the village.

3. There are loopholes in the management mechanism of some towns. Some streets and towns managed by the market-oriented system have not achieved full coverage, and the scope of cleaning and the main body of responsibility are not clear, which leads to mutual shirking and wrangling, forming a new dead corner of garbage.

II. Work Requirements

In view of the problems in this inspection, all towns and villages should make overall arrangements for the work in their own areas in light of their own reality, implement the requirements put forward at the work conference on the integration of urban and rural sanitation, check for missing parts and fill gaps, and focus on the following aspects:

1. Accelerate the clearing of dead corners of garbage. In view of the dead corners of garbage in the above-mentioned key areas, towns and villages should quickly organize personnel to thoroughly investigate and clean up, and immediately take measures to clean up the areas where large-scale garbage dumps have been formed within a time limit. At the same time, after cleaning, trash cans should be placed in appropriate positions to guide villagers to form good garbage dumping habits. Appropriately increase the frequency of cleaning and transportation for the position where garbage dead ends are easy to form, clean up the dirt around the trash can in time, and maintain good environmental sanitation.

2. Establish and improve the team of village-level cleaning staff. Each street and town should establish a village-level cleaning staff team as soon as possible according to the population of this area and the standard of 1 cleaning staff per 1 households. And organize business training for newly recruited cleaning staff, clarify work standards, work processes, work specifications, etc., and set up a cleaning staff responsibility bulletin board in the village to accept the supervision of the masses.

3. Intensify publicity. Take various forms to further strengthen publicity and extensive mobilization, and set up publicity slogans in each village in combination with the construction of beautiful countryside. In order to thoroughly implement the city's planning and construction and the "March 36" environmental protection action promotion meeting, the CPPCC recently took the opportunity of carrying out the party's mass line education and practice activities to investigate the integration of urban and rural sanitation in the city. In the meantime, I went to Changle, Changyi and other counties and cities for study and investigation, went deep into some towns, neighborhoods, sanitation companies and functional departments to investigate and understand, solicited opinions from relevant parties, and formed a special investigation report.

I. Basic information

In recent years, the municipal party committee and the municipal government have adhered to the working idea of overall planning and integrated development of urban and rural areas, regarded urban and rural sanitation work as an important part of practicing the mass line and benefiting people's livelihood and welfare, improved the mechanism, increased investment, accelerated the equalization of urban and rural sanitation services, and promoted the remarkable improvement of urban and rural appearance.

(a) strengthen organizational leadership, clear responsibilities and implement. The municipal party committee and municipal government put the integration of urban and rural sanitation in an important position, and included ten practical things promised to do well for the masses for two consecutive years. A leading group with the mayor as the leader and the deputy mayor in charge as the deputy leader was established, and meetings were held several times to make arrangements, study and solve existing difficulties and problems in time, and coordinate and promote urban and rural sanitation work. Recently, the city's planning and construction and the "March 36" environmental protection action promotion meeting were held, and the integration of urban and rural sanitation was made as an important aspect. The municipal government issued the implementation opinions on accelerating the integration of urban and rural sanitation, clarified the specific ideas and measures, decomposed the tasks at different levels, and initially established a responsibility system with the city as the core, the town block as the focus, the village residence as the foundation and the competent sanitation department as the guidance. Leading bodies for sanitation work were set up in towns and blocks accordingly, and the responsibility for sanitation work was actively promoted.

(2) strive to increase capital investment and improve the guarantee of strong facilities. Actively explore ways and means of capital investment in urban and rural sanitation, constantly improve sanitation infrastructure, and promote the normal operation of urban and rural sanitation work. It has won nearly 1 million yuan from higher authorities, transformed and upgraded the municipal domestic garbage disposal site, promoted the construction of four small garbage dumps and garbage transfer stations in rural areas, and equipped large-scale sanitation vehicles, garbage bins and other sanitation facilities, which improved the sanitation service capacity and operation level. Insist on attracting investment as an important starting point to promote the work, and introduce a biomass power generation project with an investment of 27 million yuan by BOT. After put into use, the city's domestic garbage can be treated in a centralized and harmless way and utilized as resources. The policy of charging for garbage disposal was implemented, and the garbage disposal fee was charged in urban areas and rural areas according to the standards of 12 yuan and 92 yuan per household every year, which eased the financial pressure on sanitation and cleaning.

(3) actively innovate the operation mode, and implement the classification to promote remediation. With the aim of "ensuring quality, improving efficiency and reducing costs", we will promote the separation of supervision and management from sanitation operations and promote the optimal allocation of sanitation resources. In the urban area, 47 main streets and villages in the city are divided into four cleaning areas with renmin street and Yi 'an Avenue as the boundary, and four cleaning companies and two garbage removal companies are invited for public bidding to be fully responsible for cleaning and garbage removal. In rural areas, according to the principle of territorial management and step-by-step promotion, towns and blocks adopt the mode of trusteeship, semi-trusteeship and self-service, and implement the integrated treatment mode of garbage collection and transportation, which improves the environmental sanitation of villages.

(4) improve the work standard system, optimize the operation and re-supervise. Adhere to the combination of system management and technical management, and explore the establishment of a relatively perfect sanitation operation system. The competent department of sanitation has successively formulated urban and rural sanitation cleaning, garbage removal and other systems, and made provisions on cleaning standards, supervision and management, so as to promote the sanitation work to gradually embark on the standardized track. Actively adapt to the new needs of sanitation, implement mechanized operation, supplemented by manual picking, and strive to reduce the labor intensity of workers and improve the quality of sanitation work. Strengthen the supervision of garbage harmless treatment, and newly add an online detection system for COD and ammonia nitrogen to monitor environmental protection emission indicators in real time to ensure the stable discharge of pollutants up to standard.

II. Main Problems

Although the integration of urban and rural sanitation in our city has achieved remarkable results, compared with the requirements of accelerating the construction of a prosperous, strong, harmonious and modern medium-sized city and the expectations of the masses, there are still some weak links and problems.

(a) the awareness of the importance of sanitation work at all levels is not in place, and the standard requirements are not high enough. Some towns and blocks have the idea of attaching importance to economic development and neglecting environmental sanitation. They think that environmental sanitation work has a lot of investment, heavy tasks and troubles, and they are afraid of difficulties and worry. Some towns and blocks are content to build a route for observation and inspection, some supporting sanitation facilities in the city have also been put on hold, and some rural villages have not been equipped with cleaning staff. At the same time, the operating mechanism of sanitation work is not perfect enough, and the departmental supervision is not thorough. In some places, the dirty phenomenon has not been solved, especially in some urban villages and the "three big piles" in rural areas. Some people have high expectations for the government's sanitation work, but their own public awareness of sanitation is weak, and they litter and dump domestic garbage, causing secondary pollution.

(2) the investment in urban and rural sanitation is insufficient, and the funds are relatively tight.

first, the total investment is low. The urban cleaning area of our city is 5.6 million m2, and the cleaning expenditure last year was 14 million yuan, or 2.44 yuan/m2; The rural sanitation fund is 24 million yuan, and the urban and rural sanitation fund is 38 million yuan. Shouguang city has a cleaning area of about 1 million m2, with a fund of 45 million yuan, or 4.5 yuan /m2, and a rural sanitation fund of 65 million yuan. Changyi City has a cleaning area of 1.7 million m2, with a fund of 6 million yuan, or 3.56 yuan /m2. The rural sanitation funds are shared according to the ratio of 4:2:4 among cities, towns and residents. The municipal finance allocates 3 million yuan, and the total urban and rural sanitation funds in both cities exceed 1 million yuan. As a result, whether in urban or rural areas, the expenditure on sanitation funds in our city is relatively low.

second, the public * * * financial input is less. Our city's environmental sanitation funds mainly come from the superior environmental contiguous remediation funds and the fees charged to the masses, and the municipal finance has little special investment in urban and rural environmental sanitation. Some towns and blocks did not include sanitation funds in the financial budget, and the financial expenditure for sanitation accounted for a small proportion.

Third, the collection rate of garbage disposal fee is not high. There are various forms of garbage disposal fees in our city, such as financial withholding, collection by water companies and property companies, collection by urban management departments and town blocks, etc. Some units lack enthusiasm and the collection effect is not ideal. In 213, the collection of urban garbage disposal fees was only 3 million yuan, accounting for 25% of the total amount to be collected; Nearly 2 villages in rural areas have not been collected, and the payment rate of the villagers who have been collected is about 9%. If we do not take active measures, the collection rate will be further reduced in the future, which will aggravate the shortage of funds.

(3) There are shortcomings in sanitation planning, which restrict the orderly development of the work. First, the sanitation planning is not perfect. The special sanitation plan of our city has been revised, but no expert review has been organized; Most towns and blocks have not formulated sanitation planning, and the work of sanitation integration lacks guiding basis. Second, it is difficult to land sanitation facilities. Land use and urban construction planning are not closely connected with sanitation work, and it is difficult to locate and use large-scale transfer stations and other sanitation facilities; Some mobile transfer stations and garbage bins have nowhere to be placed, and they can only be placed on sidewalks, which affects the function and image of the city. Third, the division of environmental sanitation responsibility areas is not reasonable enough. Urban and rural cleaning areas are divided by the main street, and some industrial parks and communities belonging to streets are divided into two parts, which are managed by urban management departments and streets respectively, causing inconvenience in sanitation work. The unified cleaning of villages in cities has only approved the main streets of villages, and the actual cleaning area is about 1.9 times of the approved area. The green belt was not included in the unified cleaning management, and the cleaning was not timely enough, which affected the overall sanitation quality.

(4) The assessment system of sanitation management is not perfect, and the implementation of work responsibilities needs to be strengthened. Urban and rural sanitation work involves a wide range of departments, and some problems involving multiple departments and units, such as the implementation of the responsibility system of "three guarantees in front of the door" and the dumping of construction waste, have not been effectively solved. The city's environmental sanitation integration assessment system has been established, but some towns and blocks have not yet formulated specific implementation measures accordingly, and the implementation of environmental sanitation management responsibilities is not in place. The inspection and assessment of the work of sanitation companies by functional departments and town blocks is not comprehensive enough, and some areas and villages have the phenomenon of sanitation and cleanliness.

III. Some Suggestions

The integration of urban and rural sanitation is not only a popular project and a moral project that benefits the people, but also a window project and a development project that shapes the image of a civilized city and enhances its competitiveness. All levels must firmly establish the overall awareness of "grasping sanitation means grasping development, and grasping sanitation means grasping people's livelihood", consciously regard sanitation integration as an important part of the party's mass line education and practice activities, fully implement the planning and construction and the spirit of the "March 36" environmental protection action promotion meeting, and spare no effort to implement it.

(a) the establishment of the mobilization of the whole party, the whole people to start the organization mechanism, the formation of the whole society to participate in the attack atmosphere. Promoting the integration of sanitation in an all-round way and realizing the fundamental improvement of the city's environmental sanitation is a lasting and in-depth "tough battle". We must rely on the strength of the whole society and give full play to the main role of the masses.

first, we should focus on strengthening sanitation awareness education in the whole society. It is necessary to focus on improving the civilized quality of the masses, start from public places such as institutions and schools, organize rich thematic education activities, and constantly raise the public's awareness of sanitation. It is necessary to open a column in the local media, track and report on urban and rural sanitation, vigorously promote experience and publicize typical examples, be brave in commenting on problems and exposing bad habits, and create a strong publicity momentum. It is necessary to closely combine sanitation propaganda with the collection of garbage disposal fees to promote management, guide the masses to be good participants and supervisors in sanitation work, and promote the concept of * * * cleaning and * * * enjoying sanitation.

second, mass environmental improvement should be widely carried out. Adhere to the government-led, universal hands-on, organize comprehensive sanitation rectification activities in the near future, solve the dirty situation once and for all within the specified time, and lay the foundation for the full implementation of sanitation integration. In the future, we will regularly carry out planned, organized and step-by-step centralized activities to promote the annual improvement of urban and rural sanitation standards and the annual enhancement of people's awareness of sanitation.

Third, we should fully implement the mass self-discipline system. In urban areas, with the emphasis on vigorously implementing the "three guarantees in front of the door" responsibility system, operational supervision, evaluation and reward and punishment measures will be formulated, and institutions, communities, schools and civilized merchants will take the lead in making unremitting efforts to create a model and promote the development of on-the-spot work. In the village, comprehensively formulate the rules and regulations of sanitation villages, guide the masses to self-monitor and practice their obligations through appraisal, star rating and awarding plaques, and * * * maintain environmental sanitation.

(2) establish a multi-input funding guarantee mechanism to provide key support for sanitation integration.

first, we should do a good job in calculating funds. Recently, the full implementation of the integration of urban and rural sanitation, especially the full coverage of rural areas and urban villages, will inevitably require a large increase in the expenses of cleaning staff, sanitation facilities and transportation. At the end of the year, after the biomass power generation project is put into production, the city's domestic garbage will be incinerated, and the incineration treatment fee and long-distance transportation fee will be paid accordingly. The municipal party committee and municipal government should instruct the relevant departments to scientifically calculate the expenditure as soon as possible, determine the financing channels as soon as possible, and solve the outstanding constraints of sanitation work.

second, we must ensure the financial budget input. The implementation opinions of the municipal party Committee and the municipal government on deepening the integration of urban and rural sanitation have made arrangements for the establishment of special funds for sanitation at the town level. The amount of special funds should be further clarified, included in the municipal budget and consolidated.
