Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and build a beautiful, clean and civilized modern city, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and the Regulations of Liaoning Province on the Administration of Patriotic Health, and in light of the actual situation of this Municipality. Article 2 All units and individuals in urban planning areas and towns within the administrative area of Anshan City must abide by these regulations. The main responsibilities of the fifth city appearance and environmental sanitation management department are:

(four) establish and improve the supervision and management system of city appearance and environmental sanitation management staff, standardize the behavior of law enforcement personnel, and strictly enforce the law;

(five) to investigate and deal with violations of city appearance and environmental sanitation management regulations and rules. Article 6 The people's governments at all levels shall commend and reward the units and individuals that have conscientiously implemented these Regulations and made remarkable achievements in the work of city appearance and environmental sanitation. Chapter II Urban Appearance Management Article 7 Urban buildings and facilities shall be kept clean and in good condition, and conform to the urban appearance standards stipulated by the state.

Buildings and facilities on the main and secondary roads and their sides, bustling commercial areas and important public places in Anshan City should be completely renovated and painted every five years; If the surface is veneer material or glass cover, it should be cleaned in time according to the pollution situation. Towns and other towns where the county people's government is located may, according to the actual situation of local city appearance management, stipulate specific standards and deadlines for building renewal and painting. Article 8 The external structural layout of buildings facing the street shall not be changed without authorization. The balconies of civil buildings on both sides of the road should be closed.

All kinds of hotels in Anshan city are not allowed to hang business cards. Article 13 Where any unit or individual needs to set up temporary buildings or other facilities along the street for construction, it must be set up in accordance with the prescribed shape and designated place, and the temporary occupation permit shall be issued by the city appearance and environmental sanitation administrative department and the public security traffic management department, and the construction can be started only after paying the occupation fee.

Temporary buildings approved to be set up shall be beautified by scenic spots in accordance with the standards and requirements stipulated by the administrative department of city appearance and environmental sanitation, and kept clean and intact. Do not exceed the occupied area or set up counters or pile up items outdoors. Article 14 The stalls approved to be set up shall use the unified business facilities, enclosures or umbrellas specified by the city appearance and environmental sanitation management department and the administrative department for industry and commerce, and shall not change the business location without authorization.
