Implementation Plan of Townships on Comprehensively Promoting Funeral Reform

In order to fully implement the spirit of the document "Notice of the Xinfeng County People's Government Office of the Xinfeng County Committee of the Communist Party of China on Comprehensively Carrying out Funeral Reform Work", further strengthen funeral management, and implement funeral policies that benefit the people, We should break the bad customs of funerals, advocate a new trend of civilized funerals, promote the construction of urban and rural ecological environment, and form a new trend of simple funerals and civilized sacrifices in the entire township. This implementation plan is formulated based on the actual situation of our township.

1. Work objectives

(1) Achieve full coverage of cremation and burial of remains in cemeteries. From zero o'clock on October 9, 2019, "zero o'clock action" will be implemented uniformly throughout the township. After the implementation of "Operation Zero Point", all remains in the township will be cremated. By the end of 2019, the cremation rate will be 100, and the phenomenon of direct burial of remains and secondary burial of ashes in coffins will be resolutely eliminated.

(2) Achieve rural public welfare cemeteries covering all administrative villages. Each village should select an appropriate cemetery address based on the actual situation of the village, reasonably plan the scale of public collection, and ensure that each administrative village has at least one public welfare cemetery that radiates to all villages and groups to meet the needs of the villagers for burial and tomb relocation.

(3) Scattered burials in "Three Along and Six Areas": no graves and no new additions. Combined with the requirements for comprehensive improvement of rural living environment and road environment, we quickly found out the number of graves in the "three along and six districts" within the jurisdiction of each village and group in our township, kept a good account, centralized management, and implemented the reward and subsidy policy. By the end of 2019, there will be no scattered graves in all areas of the "Three Along and Six Districts" of our township.

2. Work steps and tasks

(1) Investigation and publicity launch stage (October to November 2019)

1. Rapid mobilization and deployment . At the end of October 2019, the Chongxian Township Funeral Reform Leading Group (Annex 1) was established, and a mobilization meeting of cadres at the township, village, and group levels was held to carry out comprehensive mobilization and deployment of the township's funeral reform and change of customs, clarify the goals and tasks, and implement the responsible entities . Intensify the publicity campaign, and all villages must convey the spirit of the meeting before the end of October to ensure that it is known to every household.

2. Do a thorough investigation. Focus on finding out four base numbers: find out the number of coffins in villagers' homes and funeral operators; find out the number of mass burials that need to be renovated in the "three along the six districts", according to numbers, photos, mountain names Register and create a register one by one according to the requirements of mountain owners, mountain owners, and grave owners;

Find out the number of burial practitioners (Taoist priests, Feng Shui masters, coffin makers, coffin dealers, tomb tool processing dealers, Le Hands, etc.);

Find out the number of stores of funeral operators. Taking the village as a unit, organize cadres to register the number of coffins, burial practitioners, burial supplies and sacrificial supplies production and sales stores.

3. Launch a comprehensive publicity campaign. Make full use of various media, including issuing announcements, hanging slogans, compiling and sending text messages, and conducting publicity vehicle tours, to extensively penetrate villages, groups, households, campuses, forest farms, enterprises, etc., to publicize funeral reform policies and increase publicity campaigns. Relevant leading cadres must enter the village and sign a letter of commitment (Annex 2) with the villagers in each village. Public officials in the township, cadres of the two committees of the village branch committee, village group leaders, and party members must take the lead and do a good job in publicity work for the people. Make sure everyone knows the policy.

4. Strengthen the management of employees. Convene a mobilization meeting for funeral practitioners such as Taoist priests, Feng Shui masters, coffin makers, coffin dealers, tombware processing dealers, and musicians in the jurisdiction, and include them in the Red and White Council to understand the basic situation, provide appropriate subsidies, and guide them in their work. Work in accordance with the law and regulations within the framework of laws, regulations and policies, and become a propagandist for civilized and thrifty funerals.

(2) Rural public welfare cemetery construction stage (October 2019 to mid-January 2020)

1. Scientific layout and reasonable site selection. The cemetery site selection will be completed in mid-October 2019, and the land acquisition and demolition work will be completed by the end of October.

In accordance with the principle of "controlled planned land use, land acquisition will be based on 20-year demand first, and the first phase will be constructed based on 5-year demand", combined with the principle of adhering to land conservation and ecological protection, avoiding public welfare forests and natural forests, cultivated land and villages, while ensuring traffic On the basis of convenience, priority will be given to construction sites on barren mountains, barren slopes and barren lands.

2. Unify requirements and strictly manage. Rural public welfare cemeteries need to set charging standards in accordance with regulations and requirements, and strictly control the area of ??public welfare cemeteries. Independent graves should not exceed 0.5 square meters, and joint burial graves should not exceed 0.8 square meters;

The construction of tombs must be uniform Use lying monuments, and plan and build land-saving ecological cemetery areas such as tree burials and lawn burials. The green coverage rate of the cemetery area must reach more than 70%, and luxury cemeteries are not allowed to be built.

(3) Special rectification stage (November 2019 to December 2019)

1. Strengthen the rectification of the funeral supplies market. Effectively strengthen the supervision of the funeral supplies market. The township leadership group will coordinate the unified dispatch, and the municipal supervision, public security, forestry, civil affairs, urban management and other departments will cooperate to carry out joint law enforcement operations to target shops, craftsmen, and craftsmen who make and sell coffins, stones and other burial supplies. Owners of sacrificial shops, etc., will be severely punished in accordance with the law. Before the end of December 2019, unified acquisition and centralized disposal will be adopted. Those collected at the end of October will be subsidized at the standard of 500 yuan per coffin, those collected at the end of November will be subsidized at the standard of 300 yuan per coffin, and those collected after the end of November will be subsidized at the standard of 300 yuan per coffin. will not be subsidized. Achieve the "three no's" goal of no coffins in people's homes, no coffin craftsmen in the workforce, and no coffins in the circulation market.

2. Vigorously promote the cremation of remains. The newly deceased people after "Operation Zero Point" should all be cremated as required and buried in public welfare cemeteries;

If the public welfare cemetery has not yet been built, the ashes should be stored together until the public welfare cemetery is completed. Interment to the cemetery. Each village should regard increasing the cremation rate as the focus and main direction of funeral reform.
