This implementation plan is formulated based on the actual situation of our township.

1. Work objectives

(1) Achieve full coverage of cremation and burial of remains in cemeteries. From zero o'clock on October 9, 2019, "zero o'clock action" will be implemented uniformly throughout the township. After the implementation of "Operation Zero Point", all remains in the township will be cremated. By the end of 2019, the cremation rate will be 100, and the phenomenon of direct burial of remains and secondary burial of ashes in coffins will be resolutely eliminated.

(2) Achieve rural public welfare cemeteries covering all administrative villages. Each village should select an appropriate cemetery address based on the actual situation of the village, reasonably plan the scale of public collection, and ensure that each administrative village has at least one public welfare cemetery that radiates to all villages and groups to meet the needs of the villagers for burial and tomb relocation.

(3) Scattered burials in "Three Along and Six Areas": no graves and no new additions. Combined with the requirements for comprehensive improvement of rural living environment and road environment, we quickly found out the number of graves in the "three along and six districts" within the jurisdiction of each village and group in our township, kept a good account, centralized management, and implemented the reward and subsidy policy. By the end of 2019, there will be no scattered graves in all areas of the "Three Along and Six Districts" of our township.

2. Work steps and tasks

(1) Investigation and publicity launch stage (October to November 2019)

2. Do a thorough investigation. 3. Launch a comprehensive publicity campaign. Make full use of various media, including issuing announcements, hanging slogans, compiling and sending text messages, and conducting publicity vehicle tours, to extensively penetrate villages, groups, households, campuses, forest farms, enterprises, etc., to publicize funeral reform policies and increase publicity campaigns. Relevant leading cadres must enter the village and sign a letter of commitment (Annex 2) with the villagers in each village. Public officials in the township, cadres of the two committees of the village branch committee, village group leaders, and party members must take the lead and do a good job in publicity work for the people. Make sure everyone knows the policy.

4. Strengthen the management of employees. Convene a mobilization meeting for funeral practitioners such as Taoist priests, Feng Shui masters, coffin makers, coffin dealers, tombware processing dealers, and musicians in the jurisdiction, and include them in the Red and White Council to understand the basic situation, provide appropriate subsidies, and guide them in their work. (2) Rural public welfare cemetery construction stage (October 2019 to mid-January 2020)

2. Unify requirements and strictly manage. Rural public welfare cemeteries need to set charging standards in accordance with regulations and requirements, and strictly control the area of ??public welfare cemeteries. Independent graves should not exceed 0.5 square meters, and joint burial graves should not exceed 0.8 square meters;

(3) Special rectification stage (November 2019 to December 2019)
