Chapter I General Provisions Article 1 These Detailed Rules are formulated in accordance with the Military Service Law of People's Republic of China (PRC), the Regulations on Conscription and the relevant regulations, and in combination with the actual situation in our province. Article 2 It is the unshirkable responsibility of the people's governments at all levels and relevant departments to complete the recruitment task with good quality and quantity. The specific work of conscription shall be organized and implemented by the people's governments at all levels and relevant departments in conjunction with grassroots units:

The organization and planning of conscription shall be the responsibility of the military service organs; The publicity and education of conscription shall be the responsibility of the publicity and education department; The health department is responsible for the physical examination of recruits; The public security department is responsible for the political review of recruits, and the transportation department is responsible for the transportation of recruits; The grain, oil and non-staple food supply during the conscription period shall be the responsibility of the grain and commercial departments; The civil affairs department is responsible for preferential treatment for the families of recruits. Third conscription work in the province under the leadership of the provincial people's government and the provincial military region, organized and implemented by the provincial conscription leading group and its office.

During the conscription period, state and municipal people's governments and regional administrative offices (hereinafter referred to as prefectures and cities), counties, cities, municipal districts and special zones (hereinafter referred to as counties) set up conscription leading groups to lead the conscription work in their own regions, and organized military service organs and relevant departments to set up conscription offices to handle the conscription work in their own regions.

State organs, social organizations, enterprises and institutions, sub-district offices (hereinafter referred to as grass-roots units) and people's governments of townships, nationality townships and towns (hereinafter referred to as grass-roots people's governments) shall, according to the arrangements and requirements of the county, handle the conscription work of their own units and regions. Article 4 The scope, object, quantity, time and requirements of recruiting new recruits every year in the whole province shall be stipulated by the provincial people's government and the provincial military region according to the conscription orders of the State Council and the Central Military Commission.

According to the conscription orders of the provincial people's government and the provincial military region, the prefectures and cities deploy conscription work in their own regions.

The distribution of conscription tasks below the county level should be based on the number, physique and production and living conditions of citizens to be recruited, in line with the principle of reasonable burden and ensuring the quality of recruits. Article 5 The conscription work in the whole province must strictly control the physical examination, political examination, culture and age of recruits according to the requirements of national policies and conscription orders, and ensure the quality of soldiers.

During the period of conscription, all levels should establish and improve the post responsibility system for all kinds of personnel, so that the responsibility can be concentrated on all people, and they should carry out their duties and responsibilities. Article 6 For the troops sent to our province to pick up soldiers, the prefectural and municipal conscription offices shall receive them by the letter of introduction issued by the provincial conscription office, and introduce them to the local situation and the arrangement of conscription work, and absorb them to participate in conscription propaganda, physical examination, political examination and conscription work according to regulations. Chapter II Preparation for Conscription Article 7 Male citizens who have reached the age of 18 years before1February 3 1 day of that year shall go to the designated registration station for military service registration at the specified time according to the arrangements of the county military service organs. If individual personnel cannot register themselves for special reasons, their families or units may send personnel to the registration station to state the reasons, and their descendants will register after approval. Article 8 military service registration Station shall be set up in towns and sub-district offices as a unit to conduct military service registration for male citizens of school age within its jurisdiction, fill in the military service registration form, and determine the military service personnel, those who are exempted from military service and those who are not allowed to perform military service according to law. Individual remote villages, with the approval of the county military service organs, can also be full-time armed cadres or other cadres to carry out enumeration registration. Students who are studying in full-time schools may not be pre-recruited.

The initial physical examination includes height, weight, vision and simple medical, surgical and blood pressure examinations. Rural areas are generally implemented by district hospitals, and individual remote areas can also be implemented by township hospitals. Cities and counties are conducted in county hospitals or other hospitals. The first physical examination shall be organized by the military service organ. Hospitals and health centers at all levels should, in principle, fulfill the obligation of initial physical examination for the pre-requisitioned objects.

The preliminary examination of political culture mainly includes the actual and consistent performance of citizens, education level and the actual performance of family members. , by the township public security police and the police in charge of the road with the cooperation of full-time armed cadres.

The medical history investigation is mainly to find out whether the citizens and their family members have hereditary and infectious diseases that do not meet the recruitment conditions.
