In 2002, when Rugao Municipal Bureau of Statistics was entrusted by Nantong Municipal Bureau of Statistics to conduct routine supervision and inspection of a town in Nantong City, it was found that the basic statistical work of the town was very poor, and the problem that had been ordered to rectify occurred again, resulting in serious distortion of figures. His undergraduate thesis last year was also about the construction of statistical legal system. He suggested that the statistics law should be revised as soon as possible: first, relevant provisions for investigating criminal responsibility should be added to China's criminal law and statistics law; Second, it is necessary to increase the economic punishment for the main person in charge of the statistical object or the person directly responsible. In 2003, after careful consideration, Ding Jianming wrote two papers, the crime of providing false statistical reports must be established and some thoughts on perfecting China's statistical legislation. The former was published in the ninth issue of Jiangsu Statistics in 2003, and the latter was published in the ninth issue of Statistical Research of the National Bureau of Statistics in 2003.
