Can merchants send user information to dealers?

Merchants are not allowed to send user information to dealers.

According to Article 1033 of the Civil Code, no organization or individual may disturb the private life and peace of others by telephone, short message, instant messaging tools, e-mail, leaflets, etc. Except as otherwise provided by law or expressly agreed by creditors.

If there is no special agreement between the two parties, it cannot be sent.
