I. The Ministry of Industry and Information Technology shall co-ordinate the credit system construction and credit management of the national information and communication industry. The communication administrations of all provinces, autonomous regions and municipalities directly under the Central Government are responsible for the credit system construction and credit management of the local information and communication industry, and cooperate with the communication administrations where the illegal acts occur to implement credit management for relevant subjects.

Two, telecom operators in any of the following circumstances, should be included in the list of bad business dishonesty:

(1) Failing to submit the annual report information as required, and failing to fulfill the annual report obligation within the time limit prescribed by the telecommunications regulatory agency;

(two) when the information specified in the telecom business license changes, it fails to go through the formalities of change in time according to the regulations and is subject to administrative punishment;

(3) In the supervision and inspection of the telecommunications regulatory agency, it is found that there are violations of laws and regulations in matters such as annual report information, daily business activities, implementation of network and information security management responsibilities, after-care work when stopping operations, and implementation of relevant regulations of the state and telecommunications regulatory agencies, and it is subject to administrative punishment (except those that need to be directly included in the telecommunications business dishonesty list).

Telecom management agencies should complete the bad list within 30 days after handling (including punishment). The input information includes the name of the operator, the unified social credit code, the license number, the processing date, the reason for inclusion, and the inclusion unit.
