First, the scope where guests are not allowed to give gifts.

Party member, leading cadres and state functionaries are not allowed to invite guests to give gifts or hold banquets to receive gifts in other forms on matters such as their own or their relatives' further studies, housewarming, birthdays, being soldiers, full moon, business opening, gifts and sacrifices.
