Regulations of Xinjiang Uygur Autonomous Region on National Unity
Chapter I General Provisions Article 1 In order to consolidate and develop socialist ethnic relations of equality, unity, mutual assistance and harmony, and promote the unity, struggle and prosperity of all ethnic groups, these Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Regional National Autonomy and other relevant laws and regulations, and in light of the actual situation of the autonomous region. Article 2 These Regulations shall apply to state organs, social organizations, enterprises and institutions, urban and rural grass-roots organizations, communities and other organizations and citizens within the administrative area of the autonomous region to carry out national unity education activities and receive national unity education. Article 3 National unity education is an education for citizens to learn national theories, master national policies, popularize common sense of national unity, establish a sense of national unity, fulfill their obligations to safeguard national unity, and enhance their responsibilities to safeguard national unity. Article 4 To carry out national unity education activities, we should adhere to the principles of teaching students in accordance with their aptitude, positive education, paying attention to practical results and keeping pace with the times, so that safeguarding national unity, social stability and the reunification of the motherland will become the will and conscious action of the people of all ethnic groups. Article 5 Xinjiang is an inalienable part of the motherland and a place where many ethnic groups live in compact communities. The main danger affecting social stability in Xinjiang is national separatism. Opposing ethnic division, strengthening national unity and safeguarding the reunification of the motherland are the sacred duties and glorious obligations of citizens. National unity is the lifeline of people of all ethnic groups. People of all ethnic groups should firmly establish the idea that "Han people can't live without ethnic minorities, ethnic minorities can't live without Han people and ethnic minorities can't live without each other", respect each other, trust each other, learn from each other, help each other, cooperate with each other, live in harmony, and share the same breath, destiny and heart-to-heart forever. Article 6 It is the common responsibility of the whole society to carry out national unity education. It is the right and obligation of citizens to receive education on national unity according to law. Article 7 The people's governments at or above the county level shall strengthen their leadership in the education of national unity, and incorporate the education of national unity into the overall planning of social development, into the whole process of spiritual civilization construction and civic morality construction, and take it as an important content of the examination and acceptance of the establishment of spiritual civilization units. The people's governments at or above the county level should promote the cause of national unity and progress, highlight the practicality and times of the cause of national unity and progress, adapt to the development and changes of the interests of people of all ethnic groups, enrich the connotation of the cause of national unity and progress, innovate the activities of the cause of national unity and progress, and enhance its attraction, affinity and influence. Eighth national unity education leading institutions at or above the county level shall commend and reward the units and individuals that have made remarkable achievements and outstanding contributions in national unity education activities. Article 9. No unit or individual may spread statements that are not conducive to national unity, collect, provide, produce, publish or disseminate information that is not conducive to national unity, or commit acts that undermine national unity or incite ethnic division. Chapter II Institutions and Responsibilities Article 10 The main responsibilities of the leading institutions for national unity education at or above the county level are: (1) to publicize and implement the party's national policies and national laws and regulations; (two) to formulate and organize the implementation of national unity education plan; (3) Organizing, guiding, supervising and inspecting national unity education; (four) coordinate and solve major problems in the education of national unity; (five) summarize and popularize the experience of national unity education, and commend the advanced units and individuals of national unity education; (six) other matters of national unity education. Eleventh state organs and social organizations are responsible for the education of national unity in their own units, departments and systems. Enterprises and institutions shall, in combination with the characteristics of their own units, organize and carry out national unity education activities through flexible and diverse forms. Villages (towns), streets, village (neighborhood) committees and communities should proceed from reality, strengthen the education of national unity for the village (neighborhood) people and floating population in their respective areas, make full use of the effective platforms of urban and rural grassroots organizations and communities, and make the education of national unity go deep into thousands of households. Twelfth education administrative departments should incorporate the content of national unity education into education planning, and organize the compilation of national unity education textbooks suitable for colleges and universities, primary and secondary schools. Strengthen national unity education and teacher training, clarify the responsibilities of teachers in national unity education, and give play to the leading, demonstrating and exemplary role of teachers in national unity education in schools. Schools should strengthen the education of ethnic unity for students, and bring it into the education and teaching plan, into the whole process of ethnic education, and run through all stages of students' growth and success, so as to promote the party's ethnic theory, policies and regulations into the classroom, textbooks and minds. It is forbidden for anyone to use school platforms, forums and other positions to spread statements that are not conducive to the reunification of the motherland, national unity and social stability; It is forbidden for anyone to spread rumors that endanger national unity, social harmony and disturb the public's audio and video. Article 13 The administrative department of culture shall strengthen the supervision and management of the cultural market, make full use of cultural performances, museum cultural relics exhibitions, intangible cultural heritage exhibitions, mass cultural activities, appreciation of cultural information resources and book reading, and extensively carry out cultural activities with the theme of national unity education. Literary and art groups and institutions of higher learning should create literary and artistic works that embody the spirit of the times and show equality, unity and mutual assistance, harmonious coexistence and common development and progress of all ethnic groups. Article 14 The administrative department of press and publication shall examine and approve books and publications related to national unity education, and constantly introduce outstanding publications reflecting national unity and progress. Strengthen the supervision and management of books and periodicals editing, printing, publishing, distribution, audio-visual electronic publishing, online publishing and publication market. Article 15 The judicial administrative department shall do a good job in publicizing laws and regulations on national unity education, and include the Constitution of People's Republic of China (PRC), the Law on Regional National Autonomy in People's Republic of China (PRC) and laws and regulations related to national unity in the legal popularization plan and annual legal popularization plan, so as to guide people of all ethnic groups to consciously abide by national laws. Article 20 The competent departments of newspapers, radio, film and television, economy and information technology should give full play to the role of the media in social propaganda and public opinion guidance, give full play to the advantages of emerging media such as the Internet and mobile phones, actively carry out publicity reports on national unity laws and regulations, major activities of national unity education and typical deeds of national unity education, create and produce special reports, broadcasts, film and television programs with national unity education content and information network audio-visual programs, publish and broadcast public service advertisements of national unity education, and create a good public opinion atmosphere. Twenty-first railway, highway, civil aviation, health, tourism, commerce and other departments should go to airport stations, shopping malls, hospitals, street squares, tourist attractions and other window industries and public places to carry out national unity education activities and create a good social environment. Twenty-second philosophy and social science education and research institutions should do a good job in the study of national unity theory and major practical achievements, and provide scientific theoretical guidance and support for national unity education. Chapter III Contents and Methods Article 23 The main contents of national unity education are: (1) the education of Marxist views on state, nationality, religion and history and culture; (2) Education of national consciousness, civic consciousness, legal consciousness and Chinese national consciousness; (3) Education in patriotism, collectivism and socialism; (four) the education of the party's ethnic theory, ethnic policies, religious policies, ethnic regional autonomy system and ethnic laws and regulations; (5) Cognitive education on the great motherland, Chinese nation, Chinese culture and Socialism with Chinese characteristics road; (6) Education of unity, struggle and prosperity of all ethnic groups; (seven) the history of Xinjiang, the history of ethnic development and the history of religious evolution; (eight) education to safeguard the reunification of the motherland and oppose ethnic separatist forces, religious extremist forces and violent terrorist forces; (9) Education on respecting the customs and habits of all ethnic groups; (ten) other contents related to national unity education. Twenty-fourth to carry out national unity education activities, we should pay attention to practical results, close to reality, close to life and close to the masses. Chapter IV Guarantee and Supervision Article 27 The people's governments at or above the county level shall include the funds for national unity education in the fiscal budget at the corresponding level to ensure the normal development of national unity education. Twenty-eighth leading institutions of national unity education at or above the county level shall establish and improve the long-term mechanism of national unity education to ensure the extensive, in-depth and lasting development of national unity education. Twenty-ninth national unity education work to implement the target management responsibility system and leadership responsibility system, as an important part of the assessment of leading bodies and leading cadres. Thirtieth leading institutions of national unity education at or above the county level shall attach importance to the construction of national unity education teachers and strengthen the training of full-time and part-time teachers. Article 31 The leading bodies of ethnic unity education in the autonomous region are responsible for determining the teaching materials of ethnic unity education, and the departments of education, culture, press and publication are responsible for the compilation, publication and distribution of ethnic unity education materials in Uygur, Han, Kazak, Mongolia, Kirgiz and other ethnic languages according to their respective functions. Thirty-second to carry out national unity education activities can be carried out by using patriotic education bases, museums, revolutionary history memorial halls (spots), martyrs cemetery and other places. Where conditions permit, education bases and demonstration units for national unity and progress can be established. Thirty-third leading institutions of national unity education should establish an annual assessment system for national unity education, formulate assessment methods, and strengthen supervision and inspection of national unity education. Thirty-fourth any unit or individual has the right to criticize and make suggestions to the relevant units on the problems existing in the education of national unity, and has the obligation to stop and report the words and deeds that undermine national unity. No unit or individual may disclose the contents of the report, and may not take revenge against informants. Chapter V Legal Liability Article 35 If a state organ, social organization, enterprise or institution, urban and rural grass-roots organization, community or other organization is under any of the following circumstances, informed criticism, the leading institution of national unity education at or above the county level, shall order it to make corrections within a time limit; Refuses to correct, by the relevant departments and units of the people's governments at or above the county level to cancel the relevant honorary title, Pingxian Pingyou qualification; If the circumstances are serious, the unit to which they belong or the competent department at a higher level shall deal with the directly responsible person in charge and other directly responsible personnel in accordance with the relevant provisions: (1) failing to establish the target management responsibility system for national unity education in accordance with the provisions; (two) the national unity education examination failed; (3) defrauding the honorary title; (four) cadres, workers and other citizens do not pay attention to the suggestions and criticisms put forward by the national unity education activities; (five) do not properly handle the contradictions and problems affecting national unity in a timely manner; (6) Failing to investigate and deal with illegal acts that affect and undermine national unity after receiving a report; (seven) other violations of the provisions of this Ordinance. Thirty-sixth in violation of the provisions of this Ordinance, there are words and deeds that are not conducive to national unity, by their units or higher authorities or village (neighborhood) committees to give criticism and education, and shall be ordered to make corrections; Those who belong to national civil servants shall be given administrative sanctions by their units or higher authorities according to law. Article 37 Whoever, in violation of the provisions of these Regulations, disseminates statements that are not conducive to national unity, collects, provides, produces, publishes and disseminates information that is not conducive to national unity, undermines national unity, incites national hatred, creates ethnic divisions, and violates the order of public security administration shall be given administrative penalties for public security according to law; If a crime is constituted, criminal responsibility shall be investigated according to law. Article 38 Where the relevant departments and units of the people's governments at or above the county level and their staff members neglect their duties, practise fraud or abuse their powers in the education and management of national unity, they shall be criticized and educated by their units or the competent department at a higher level and ordered to make corrections; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be given administrative sanctions according to law. Thirty-ninth other acts that should be given administrative punishment in violation of these regulations shall be punished by the relevant departments in accordance with the provisions of laws and regulations. Chapter VI Supplementary Provisions Article 40 The China People's Liberation Army troops stationed in Xinjiang and the People's Armed Police Force shall carry out national unity education activities with reference to these Regulations. Article 41 These Regulations shall come into force as of February 1 2065438.
