The withdrawal of CCB's card from ICBC ATM is an inter-bank withdrawal business. According to the principle of bank card transaction data, your account in CCB should be deducted first when you confirm the withdrawal. When the ATM you withdraw money receives the return code, it will automatically confirm that it is correct, and then it will issue money and make a bill. The problems you encounter may be due to network reasons, ATM reception failure, ATM cash less than your maximum amount or lack of running paper, which is called "unilateral account" in banks. If you can't transfer your deduction to CCB account within 24 hours (the normal automatic correction time for banks to handle abnormal transactions), you can go to the ATM management bank of ICBC or inquire about abnormal transactions with CCB. Generally, it can be processed in 5~ 10 working days.
