The environment and a high-quality and efficient service environment are currently a major issue and practical issue facing the legal popularization authorities at all levels and the majority of legal popularization workers. To this end, the author conducted an in-depth investigation and study on the development of legal publicity and education in Yujiang County, explored and discovered existing problems, and put forward some countermeasures and suggestions for reference.

1. The development of the rule of law publicity and education

(1) High-level promotion, the organizational guarantee mechanism of the rule of law publicity and education is relatively complete

Our county attaches great importance to it The work of publicity and education on the rule of law has been promoted at a high level, and a leading group has been established with the deputy secretary of the county party committee as the team leader, the deputy county leader in charge of and liaison with the four teams as the deputy team leader, and the main leaders of the relevant departments as members. . The legal popularization responsibility mechanism of "whoever enforces the law is responsible for popularizing the law" has been put in place, and a "big legal popularization" work pattern has been initially formed with the leadership of the party committee, the supervision of the National People's Congress, the implementation of the government, and the joint participation of the whole society. Improve the evaluation mechanism, incorporate the publicity and education of the rule of law and governance according to the law into the comprehensive evaluation system, and turn the "soft tasks" of law popularization into "hard targets." Four legal popularization teams have been carefully built, including the legal popularization lecturer team, the legal popularization liaison officer, the vice principal of the legal system and the legal service team, forming a team composed of people's mediators, village "two committee" cadres, veteran teachers, veteran cadres, and college student village officials. A large rural rule of law publicity and education team has been formed, and a rule of law publicity and education work network system covering the entire county has been formed.

(2) Classified promotion, the targeted effectiveness of the rule of law publicity and education work has initially appeared

Our county insists on using the "Six Advances of the Law" as the carrier and taking the key objects of law popularization as the breakthrough point. Promote the classification and overall promotion of the implementation of the "Sixth Five-Year Plan" for legal popularization. The legal publicity and education work has achieved remarkable results, and the pertinence and effectiveness have been continuously improved. At the level of leading cadres, we have established and improved the system of collective law study for central groups of party committees (party groups) at all levels, law study before government executive meetings, and legal knowledge examination systems for department-level leading cadres before taking office. It has further enhanced the ability of leading cadres at all levels in the county to use legal thinking and legal methods to deepen reform, promote development and maintain stability. At the level of rural people, the rule of law publicity and education has been incorporated into the overall plan for new rural construction, and a number of rule of law cultural walls, rule of law cultural roads and rule of law cultural gardens have been built in various new rural construction sites, which has greatly enriched and expanded the connotation of rural rule of law publicity and education. and pathways. At the school student level, a legal vice principal appointment system has been comprehensively established and improved, and 40 legal vice principals have been selected for 34 primary and secondary schools in the county. At the same time, the content of rule of law education has been incorporated into school cultural learning courses, gradually forming a long-term mechanism for rule of law education. At the level of enterprise management and workers, we regularly organize lawyers, notaries and grassroots legal service providers to go deep into enterprises and factories to provide legal knowledge lectures and legal consulting services to the majority of management and workers, effectively improving the management staff's ability to operate and work in accordance with the law. The legal awareness of personnel to protect their rights in accordance with the law has created a strong corporate legal culture; the County Federation of Industry and Commerce (General Chamber of Commerce) Legal Service Center has been established to provide "legal physical examination" services to enterprises throughout the county to help prevent and avoid legal risks and loopholes, and provide Corporate health, science and sustainable development provide legal protection.

(3) Prominent characteristics and various highlights in the rule of law publicity and education work

In recent years, our county has aimed to create Yujiang under the rule of law and safe Yujiang, combining county conditions and the laws of the masses In order to meet the needs, we actively innovate the methods and carriers of the rule of law publicity and education, enrich the content of the rule of law publicity and education, and the rule of law publicity and education work continues to reach a new level. In 2014, it was rated as the "Advanced County in the National 'Sixth Five-Year Plan' Mid-term Law Popularization Work".

An all-round cultural front for the rule of law has been built. A 100-meter legal publicity corridor has been carefully built in the county. Legal publicity boards with a height of more than 30 meters have been generally built in each township (town). Relying on the county's anti-corruption culture theme park, the city has added famous aphorisms and aphorisms about the rule of law and stories about the rule of law from ancient and modern times at home and abroad. Propaganda monuments, rule of law sculptures and a gallery of rule of law figures have created a rule of law cultural park that integrates clean government, rule of law and leisure; using farmers' bookstores commonly built in rural areas as a platform, actively intervene and guide farmers' bookstores to set up legal book corners, strengthen various The management and classification of legal books and the construction of the legal bookstore project have been gradually advanced; a rule of law promotion column has been opened in Yujiang Newspaper, and a text message platform for legal popularization has been built to publicize and promote the highlights and features of the rule of law publicity and education work, and achieved good results. Adopting the principle of "piloting first, cultivating models, leading from point to area, and promoting overall", 60 demonstration sites for the construction of "Rule of Law Yujiang" were established throughout the county, covering 8 different types of units such as towns, government agencies, schools, enterprises, villages, and communities. We have cultivated a number of advanced units in the work of popularizing and promoting law-based governance that are well-known, durable, and popular; we have created 3 provincial-level "Democracy and Rule of Law Demonstration Villages" and 11 municipal-level "Democracy and Rule of Law Demonstration Villages", and they have been named and commended. There are 6 first batch of county-level "democracy and rule of law demonstration villages", and the work of governing counties according to law and establishing democracy and rule of law has achieved initial results.

2. Problems and reasons for the publicity and education of the rule of law

This year is the last year of the implementation of the "Sixth Five-Year Plan" legal popularization plan. Looking back on the publicity and education of the rule of law in the past 30 years , the achievements achieved are obvious to all. However, problems still exist, including old problems that have been inherited for a long time, new problems that have emerged with the development of the economic and social situation, and problems in ideological understanding, institutional mechanisms, etc. No matter what the problem is, it must be faced and solved.

(1) There are still deviations in ideological understanding

The inertial thinking of "emphasis on economic construction and neglect of legal education" left over from more than 30 years has not been fundamentally changed. A few leaders do not pay enough attention in their thoughts and lack consciousness in their actions. They often think that what they say is important, what they do is secondary, and when they are busy, they think that after 30 years of publicity and education on the rule of law, the popularization of laws and regulations is enough, and there is no need to add more. If it continues to be carried out, it will only be a formality and will not have any effect; there are also people who do not have a strong awareness of learning and using the law. This is particularly prominent in the law popularization examination. The phenomenon of taking the exam on behalf of others is common, and the concept of exam discipline is diluted. ; A few grassroots cadres even have erroneous ideological tendencies, believing that the masses have learned enough legal knowledge. If they learn too much, it will be detrimental to the development of grassroots work, and mass work will become increasingly difficult to do. Therefore, sending laws, The enthusiasm for delivering the policy is not high, and it is more perfunctory.

(2) The working mechanism is not perfect enough

Generally speaking, the guarantee mechanism for legal publicity and education at the county level is relatively sound and complete, but specific to each township, government agency Various problems still exist to varying degrees in units and departments, and necessary guarantee mechanisms and measures are generally lacking. For example: some funds for legal education are not fully implemented, and there is no money to print and distribute publicity materials on the rule of law; some organizational structures are not sound, and no one does the specific work; some are just issuing documents without checking or implementing them, and the work is just a formality, etc. wait. The existence of these problems has seriously affected the sustained and in-depth development of rule of law publicity and education. In addition, the evaluation mechanism for rule of law publicity and education is not scientific enough. It is often based on how many meetings have been held, how many activities have been carried out, and how many materials have been produced. There is a lack of consideration of whether the form and effect can be organically unified and maximize efficiency. At the same time, the total score in the annual comprehensive evaluation is too small to attract the attention of the main leaders, resulting in insufficient efforts in publicity and education on the rule of law.

(3) The publicity model is still relatively old

Currently, the work methods of legal publicity and education in Wojiang County are still relatively backward. They mainly adopt the methods of making publicity boards, distributing leaflets, hanging banners and posting slogans. For traditional media, the necessary legal publicity facilities are not fully equipped, and the use of modern and new publicity methods is not extensive enough.

When it comes to studying the content of the rule of law publicity and education, we mainly study the legal popularization textbooks compiled by the provinces and municipalities. Most of them contain theoretical knowledge about the rule of law. They are rigid, boring, and inconvenient to remember and understand. The enthusiasm for learning the law is not high. From the perspective of leading cadres and From the perspective of ordinary civil servants, many people do not even know which laws are to be popularized in the "Sixth Five-Year Plan" and have very little time to learn legal knowledge; there is also a lack of effective publicity methods for special groups such as migrant workers, migrant workers and floating personnel. , there are many blind spots and dead ends, and there are a large number of cases of petitions and mass incidents caused by not studying the law or not understanding the law, which has seriously affected the harmonious and stable development of the county's economy and society.

(4) The team strength is still relatively weak

The county's leading group for governing the county according to law is the leading organization for publicity and education on the rule of law in the county, and its office is located in the County Justice Bureau. Since it is a temporary organization, only the staff of the County Justice Bureau’s Legal Publicity Unit are actually engaged in the publicity and education of the rule of law. The staff are relatively small and the strength is weak. It is difficult for their functions of guidance, coordination, inspection and supervision to be effective. play, and fell into the embarrassing situation of "a small horse pulling a big cart". In addition, from the perspective of towns and villages, rural rule of law publicity and education work has many points and a wide range of areas. The grassroots judicial offices responsible for this task generally face a shortage of personnel. Among the 11 grassroots judicial offices, there are still 4 with 1 person and 7 with 2. There are too many part-time jobs, heavy tasks, and high pressure. Therefore, they are often exhausted and overwhelmed, and it is difficult to carry out their work in depth. From the perspective of government agencies, units and departments, although most of them have leaders and liaison officers, there are basically no personnel who specialize in publicity and education on the rule of law. Moreover, personnel changes frequently and there is no continuity in work. Even a small number of company leaders and liaison officers There is no liaison officer, so when it comes to inspections, they are in a hurry and improvise to cope with the problem. From the perspective of grassroots organizations such as villages and communities, the village (neighborhood) committee cadre office is the main body of the rule of law publicity and education work. However, due to the cumbersome grassroots affairs, the small number of people, limited energy, and their own low legal quality, most of them Grassroots cadres are unwilling to carry out publicity and education on the rule of law, and even if they are carried out, it is just a formality and a formality, with little effect.

3. Several Suggestions for Strengthening the Publicity and Education of the Rule of Law

(1) Change work concepts and actively adapt to the new situation of publicity and education of the rule of law

On the other hand, we must accurately grasp the responsibilities and missions of the publicity and education work on the rule of law in promoting the comprehensive rule of law, focus on people-centeredness, and take the safeguarding, protection and development of the fundamental interests of the people as the starting point and goal of the work, and comprehensively promote the publicity and education on the rule of law.
