2. Problems and reasons for the publicity and education of the rule of law

This year is the last year of the implementation of the "Sixth Five-Year Plan" legal popularization plan. Looking back on the publicity and education of the rule of law in the past 30 years , the achievements achieved are obvious to all. However, problems still exist, including old problems that have been inherited for a long time, new problems that have emerged with the development of the economic and social situation, and problems in ideological understanding, institutional mechanisms, etc. No matter what the problem is, it must be faced and solved.

(1) There are still deviations in ideological understanding

The inertial thinking of "emphasis on economic construction and neglect of legal education" left over from more than 30 years has not been fundamentally changed. A few leaders do not pay enough attention in their thoughts and lack consciousness in their actions. They often think that what they say is important, what they do is secondary, and when they are busy, they think that after 30 years of publicity and education on the rule of law, the popularization of laws and regulations is enough, and there is no need to add more. If it continues to be carried out, it will only be a formality and will not have any effect; there are also people who do not have a strong awareness of learning and using the law. This is particularly prominent in the law popularization examination. The phenomenon of taking the exam on behalf of others is common, and the concept of exam discipline is diluted. ; A few grassroots cadres even have erroneous ideological tendencies, believing that the masses have learned enough legal knowledge. If they learn too much, it will be detrimental to the development of grassroots work, and mass work will become increasingly difficult to do. (2) The working mechanism is not perfect enough

In addition, the evaluation mechanism for rule of law publicity and education is not scientific enough. There is a lack of consideration of whether the form and effect can be organically unified and maximize efficiency. At the same time, the total score in the annual comprehensive evaluation is too small to attract the attention of the main leaders, resulting in insufficient efforts in publicity and education on the rule of law.

(3) The publicity model is still relatively old

Currently, the work methods of legal publicity and education in Wojiang County are still relatively backward. They mainly adopt the methods of making publicity boards, distributing leaflets, hanging banners and posting slogans. For traditional media, the necessary legal publicity facilities are not fully equipped, and the use of modern and new publicity methods is not extensive enough.

When it comes to studying the content of the rule of law publicity and education, we mainly study the legal popularization textbooks compiled by the provinces and municipalities. Most of them contain theoretical knowledge about the rule of law. They are rigid, boring, and inconvenient to remember and understand. The enthusiasm for learning the law is not high. From the perspective of leading cadres and From the perspective of ordinary civil servants, many people do not even know which laws are to be popularized in the "Sixth Five-Year Plan" and have very little time to learn legal knowledge; there is also a lack of effective publicity methods for special groups such as migrant workers, migrant workers and floating personnel. , there are many blind spots and dead ends, and there are a large number of cases of petitions and mass incidents caused by not studying the law or not understanding the law, which has seriously affected the harmonious and stable development of the county's economy and society.

(4) The team strength is still relatively weak

The grassroots judicial offices responsible for this task generally face a shortage of personnel. Among the 11 grassroots judicial offices, there are still 4 with 1 person and 7 with 2. There are too many part-time jobs, heavy tasks, and high pressure. Therefore, they are often exhausted and overwhelmed, and it is difficult to carry out their work in depth. From the perspective of government agencies, units and departments, although most of them have leaders and liaison officers, there are basically no personnel who specialize in publicity and education on the rule of law. Moreover, personnel changes frequently and there is no continuity in work. Even a small number of company leaders and liaison officers There is no liaison officer, so when it comes to inspections, they are in a hurry and improvise to cope with the problem. From the perspective of grassroots organizations such as villages and communities, the village (neighborhood) committee cadre office is the main body of the rule of law publicity and education work. However, due to the cumbersome grassroots affairs, the small number of people, limited energy, and their own low legal quality, most of them Grassroots cadres are unwilling to carry out publicity and education on the rule of law, and even if they are carried out, it is just a formality and a formality, with little effect.
