On the afternoon of September 14, in order to further enhance and test the actual ability to fight forest fires, Secretary and Director of the Municipal Forestry Bureau ___, Hu Kaifeng, Political Commissar of the Longnan Forest Detachment of the Armed Police, led the officers and soldiers of the Longnan Forest Detachment of the Armed Police, the Provincial and Municipal Forestry Public Security Bureau and Minjiang Branch Public Security Officers, Municipal Minjiang Forestry General Farm, Fire Prevention Office and other relevant personnel conducted fire-fighting drills in the Eight Prince Consort Forestry Area of ??Chigou Forest Farm of Minjiang Forestry General Farm. Zhang Ping, deputy director of the Provincial Forestry Public Security Bureau, was specially invited to come to the scene to guide the training work. At the drill site, as fire prevention equipment, reconnaissance drones and other equipment and drill personnel were assembled, the chief of the training unit led the commanders of each team to survey the fire site. According to the fire site survey, the fire site was located in a mountainous forest, and the vegetation was a mixed coniferous and broad-leaved forest. The current fire field is southerly wind level 3-4, the temperature is 10 degrees, and the fire area is about 3 hectares. The fire field is a medium-intensity surface fire, which has seriously threatened the safety of the Eight Prince Consort Camp Forest Area. Adopt the "one-point breakthrough, two-wing advancement" strategy to implement the save. After nearly an hour of coordinated operations, all participants extinguished the fire safely, quickly and efficiently. The fire scene reached the "three noes" and the fire-fighting drill was a complete success. The drill improved the emergency response ability of forest fire prevention personnel to fight forest fires, enhanced the comprehensive quality of forest fire prevention personnel, and mastered emergency avoidance skills and essentials. It promoted the integration of forest fire prevention command and standardized management in our city, and laid a solid foundation for effective A good foundation has been laid for preventing and extinguishing forest fires.

2. Main existing problems

Although our city has made some achievements in forest fire prevention, with no major forest fires occurring for 24 consecutive years, there are still some gaps and problems.

First, the task of fire prevention is heavy. In recent years, due to multiple factors such as the increasing number of extreme weather events with high fire hazards, the continuous growth of afforestation areas across the country, and the increasing economic and social activities in forest areas, our city is in a high-risk period for forest fires, a period of high incidence of forest fires, and serious fire losses. During this period, fire prevention work faced a very severe situation.

The second is insufficient capital investment. Neither cities nor counties have incorporated forest fire prevention infrastructure construction into national economic and social development plans, nor have forest fire prevention funds been included in fiscal budgets. Most counties and districts have not had any fire prevention funds for many years.

Third, there are many fire hazards. On the one hand, with the development of forest tourism, human activities and fire sources in forest areas have increased, making management more difficult and the risk of fires high. On the other hand, weeds and shrubs grow densely under the forest, and more and more effective combustibles accumulate in the forest. In some areas, the combustibles in the forest have exceeded the critical value for forest fires, and the fire danger level remains high.

Fourth, the level of informatization is low. The number of existing fire protection equipment is very small, which is far from meeting the long-standing problems of unclear resource data, backward information collection and processing methods, time-consuming, high cost, poor accuracy, long cycle; weak data processing capabilities and information utilization efficiency. There are outstanding problems such as low communication speed, poor user experience, etc.

Fifth, the means of preventing and dealing with fires are backward. Our city has a vast territory, complex terrain, high mountains and steep slopes, inconvenient transportation in the forest area, insufficient equipment, and poor mobility. It is unable to firmly grasp the initiative to fight fires and lacks the means to prevent and deal with fires. Sixth, organizational building needs to be strengthened urgently. The fire prevention offices of some counties and districts and the two main sites in our city have no staff establishment. There are very few fire prevention office staff on duty. The temporarily transferred personnel change frequently and are not familiar with the fire prevention business.

3. Future work plans

First, further strengthen the responsibility for fire prevention work. Continue to implement the fire prevention responsibility system, and truly ensure that the mountains are managed, the forests are watched, and the responsibilities are taken.

The second is to further strengthen publicity and education. Make full use of various publicity media and adopt various publicity methods to widely publicize to the society, grassroots level and the public to improve the public's awareness of fire prevention, so as to achieve civilized sweeping and careful use of fire.

The third is to further strengthen fire inspections on mountain patrols. Organize forestry law enforcement personnel, forest farm employees, and rural forest rangers to patrol the mountains and inspect the mountains, strengthen patrols and management of key forest areas, key periods, and key groups of people, and watch and guard to ensure that no problems occur.

The fourth is to further strengthen the control of wild fire sources.

Set up checkpoints (posts) in key forest areas to strictly check people entering the mountains to prevent people from carrying fire sources into the mountains and minimize fire hazards.

The fifth is to further implement the on-duty system. Strictly implement the duty system led by city and county (forest farm) leaders, and keep the fire prevention duty telephone open 24 hours a day. The Municipal Forest Fire Prevention Office conducts random inspections of forest fire prevention duties in counties, districts and forest farms every day. Anyone who fails to show up to work will be notified and criticized and held accountable. Strictly implement the forest fire reporting system, and those who fail to report fires or report fires in tabloids will be held strictly accountable.
