The Beijing Municipal Commission of Housing and Urban-Rural Development issued a notice on June 15, proposing to allow employees of audited housing rental enterprises to enter the community to conduct business on the basis of ensuring epidemic prevention and control. In principle, each enterprise and each community can only report one employee, and the number of times the intermediary takes the customer to see it must not exceed two times a day.

On June 5438+05, the Beijing Municipal Commission of Housing and Urban-Rural Development issued the Notice on Further Improving the Management of Housing Rental Services during the Epidemic Prevention and Control Period, clarifying that housing rental enterprises can select employees who meet the requirements of epidemic prevention and control according to their business needs and report them to the Municipal Commission of Housing and Urban-Rural Development for the record. Upon examination, if the enterprise and personnel meet the filing conditions, the Municipal Commission of Housing and Urban-Rural Development will inform the community of relevant information, and after the health status of the personnel is verified by the community, qualified employees will be allowed to enter the community to carry out business.

The notice requires that each leasing company can only report one employee in a community, show the "Beijing Health Treasure" achievements of salesmen and customers to the community when looking at the house, and enter the community with the consent of the community.

In principle, employees should not take care of customers more than twice a day, and only take care of one customer at a time to shorten the time as much as possible. When employees display houses, they should disinfect and ventilate the houses and keep a proper distance from customers, which meets the requirements of community prevention and control.

The notice also stressed that housing leasing enterprises should strengthen the main responsibility, effectively strengthen the management of newly sold rental houses and tenants, strictly implement the requirements for community epidemic prevention and control, and ensure that tenants are included in the community epidemic prevention and control system. At the same time, employees of housing leasing enterprises are encouraged to actively participate in and assist the community to carry out various epidemic prevention and control work.

At present, all districts in Beijing implement pass management, and new tenants need to apply for a pass after renting a house. The "Notice" proposes that three conditions should be met for handling a pass. First, the housing lease contract should be filed with the Municipal Housing Construction Committee through the Beijing Housing Leasing Management Service Platform; Second, the query result of "Beijing Health Treasure" that day was "nothing unusual"; Third, employees should accompany the lessee to the community to apply for a pass.

Why should we formulate and issue this notice? The relevant person in charge of the Beijing Municipal Commission of Housing and Urban-Rural Development said that at present, there have been positive changes in the situation of COVID-19 epidemic prevention and control in Beijing. On the premise of persisting in epidemic prevention and control, on the one hand, we should solve the urgent need of renting a house and just having sex, and do a good job in ensuring "living and working in peace"; On the other hand, it is necessary to properly arrange housing rental enterprises and other livelihood industries to resume production and work, ensure the stable operation of the city, and maintain a good social order.

The person in charge said that epidemic prevention and control is still the top priority at present, and the prevention and control work is still arduous and arduous. Housing rental enterprises should resolutely obey the needs of epidemic prevention and control, and provide housing rental services in an orderly manner under the premise of high standards and strict requirements. This notice is a specific requirement for housing leasing enterprises to resume work during the epidemic prevention and control period.

Zhao, secretary-general of the Beijing Real Estate Agency Industry Association, believes that the Notice refines the relevant provisions of the original housing lease management in accordance with the requirements of epidemic prevention and control, and at the same time meets the urgent rental needs of the masses and the demands of enterprises to resume work and production.

Zhao said that with the implementation of the Notice, on the one hand, the people's demand for rental housing has been basically met, which is conducive to promoting the restoration of the order of the housing rental market that is compatible with the prevention and control of the epidemic; On the other hand, there is an urgent need for enterprises to help and guide the housing leasing enterprises to resume work in an orderly manner as soon as possible, which can effectively reduce the impact of the epidemic on housing leasing enterprises and reduce their losses.
