How to have a short message platform?

Some companies, which specialize in these things, provide content for China Mobile and China Unicom. They are called SP, which is also a short message content provider. To become the SP of China Mobile and China Unicom, you must have the "SP Qualification Certificate", and then apply to China Mobile and China Unicom to become their SP. I don't think individuals can do it.
