Article 1 In order to strengthen the implementation and management of water conservancy projects, ensure the quality and safety of the projects and give full play to the benefits of the projects, these Measures are formulated according to the Guiding Opinions of the Ministry of Water Resources on Further Strengthening the Construction and Management of Water Conservancy by Implementing Document No.20 1 Central1and the spirit of the Central Water Conservancy Work Conference and relevant laws and regulations on the construction and management of water conservancy projects.

Article 2 The main contents of special water conservancy construction include Xinpo to Dongshan flood dike, Nanhu project, Beihu project and Nanfangou drainage pumping station project.

Article 3 The Municipal Leading Group for Major Land Consolidation Projects * * * hereinafter referred to as the "Municipal Leading Group for Land Consolidation" * * is responsible for the organization and leadership of this project, and all members of the Municipal Leading Group for Land Consolidation perform their duties according to their respective functions. The Municipal Water Affairs Bureau has set up a "Leading Group for Special Water Conservancy Project" to further strengthen the organization and implementation of this project under the guidance of the Municipal Leading Group for Land Consolidation.

Article 4 The Municipal Water Affairs Bureau shall, in accordance with the requirements of "integration of construction and management", set up a project legal person to be responsible for the construction and implementation management of this project, and strengthen the supervision and management of the project legal person.

Article 5 The implementation of this project is included in the annual plan of major land consolidation projects in Nandujiang River Basin, Haikou City, Hainan Province.

Article 6 The annual plan of this project shall be compiled by the Municipal Water Affairs Bureau in conjunction with the Municipal Land Reserve and Consolidation Center and submitted to the Municipal Land Consolidation Leading Group for examination and approval.

Seventh city land reserve and consolidation center in June 30 each year before the preparation of the next annual plan.

Eighth annual construction tasks issued, in principle, shall not be changed. If it is really necessary to change, it shall apply through the Municipal Land Reserve and Consolidation Center and report to the Provincial Department of Land, Environment and Resources for approval.

Article 9 After receiving the annual construction task, the Municipal Water Affairs Bureau shall carry out the project design work as soon as possible.

Tenth project feasibility study report by the Municipal Water Affairs Bureau submitted to the provincial water resources department for technical review. Provincial water authorities for examination and approval and report to the Ministry of Land and Resources and the Ministry of Finance for the record.

Article 11 Special contents such as soil and water conservation, environmental impact assessment and energy-saving review that should be completed in the feasibility study stage of the project shall be submitted to the relevant competent departments of the province for examination and approval by the Municipal Water Affairs Bureau.

Thirteenth project legal person shall organize the implementation according to the approved implementation plan. Design changes should follow the procedures, and major design changes should be reported to the original examination and approval department for approval.

Fourteenth project construction should be carried out in strict accordance with the provisions of the basic construction procedures, and strictly implement the "four systems" * * * project legal person system, bidding system, construction supervision system and contract management system.

Article 15 The bidding activities of this project shall be conducted in accordance with the Bidding Law of People's Republic of China (PRC), the Measures for Bidding and Bidding of Construction Projects and the Measures for Bidding and Bidding of Construction Projects. Municipal supervision, water affairs and other departments should strengthen the supervision and management of bidding behavior, maintain the bidding order, prevent illegal activities such as bid rigging, and seriously investigate and deal with subcontracting and illegal subcontracting.

Article 16 A project legal person shall submit an application report for commencement of the main project and go through the examination and approval procedures.

Article 18 The Municipal Water Affairs Bureau shall strengthen the supervision of engineering safety, implement the "three simultaneities" system of safety facilities, strengthen the daily supervision and inspection of safety production in key parts, key links and important periods, and strictly implement the safety operation procedures for construction site operations.

Nineteenth the district and town where the project is located shall cooperate with the implementation of the project and maintain the construction environment.

Twentieth projects have the conditions for acceptance, acceptance shall be organized in a timely manner.

Article 21 The acceptance of this project shall be implemented with reference to the Interim Measures for the Completion and Acceptance of State-invested Land Development and Consolidation Projects, the Provisions on the Administration of Acceptance of Water Conservancy Construction Projects and other relevant state regulations.

Twenty-second without acceptance or unqualified acceptance, shall not be delivered for use.

Twenty-third project legal person and the construction unit shall complete the transfer of the project and its files within the time specified in the construction contract or acceptance certificate.

Twenty-fourth after the completion of the project acceptance, the project legal person should do a good job in implementation and management.

Twenty-fifth project funds management in accordance with the "Interim Measures for the management of special funds for major land remediation projects in Nandujiang River Basin, Haikou City, Hainan Province".

Twenty-sixth after the acceptance of the project, the balance of funds will be returned according to the original funding channels.

Article 27 The Municipal Finance Bureau, the Municipal Bureau of Land and Resources and the Municipal Water Affairs Bureau regularly inspect and track the implementation of the project budget, the use and management of funds, urge the project legal person to do a good job in project financial management, strengthen fund management, and improve the efficiency in the use of funds. The municipal audit and supervision departments shall supervise the use of project funds.

Twenty-eighth projects to implement the whole process of follow-up audit, that is, the project's preparatory stage, construction implementation stage and completion final accounts stage for follow-up inspection and audit.

Twenty-ninth project legal persons should strengthen the management of project files, project-related files, periodic summaries, fund approval and audit reports, project supervision reports, technical data, statistical data, pictures and photos. Should be timely and scientific archiving, and strict management.

Thirtieth city * * * office in accordance with the "Interim Measures for the assessment of major land remediation projects in Nandujiang River Basin, Haikou City, Hainan Province" for year-end assessment.

Thirty-first in the process of project implementation, no unit or individual shall practise fraud or engage in malpractices for selfish ends, otherwise, it will be disqualified from participating in the project and the responsibility of relevant personnel will be investigated; If the case constitutes a crime, it shall be transferred to judicial organs for criminal responsibility.

Thirty-second problems in the specific application of these Measures shall be interpreted by the Municipal Bureau of Land and Resources, the Municipal Finance Bureau and the Municipal Water Affairs Bureau.

Thirty-third these Measures shall come into force as of the date of promulgation, and the major land consolidation projects in Nandujiang River Basin of Haikou City, Hainan Province shall automatically become invalid after implementation.

Background and requirements of land consolidation

I. Promoting the construction of a new socialist countryside
