Article 1 In order to strengthen the implementation and management of water conservancy projects, ensure the quality and safety of the projects and give full play to the benefits of the projects, these Measures are formulated according to the Guiding Opinions of the Ministry of Water Resources on Further Strengthening the Construction and Management of Water Conservancy by Implementing Document No.20 1 Central1and the spirit of the Central Water Conservancy Work Conference and relevant laws and regulations on the construction and management of water conservancy projects.

Article 2 The main contents of special water conservancy construction include Xinpo to Dongshan flood dike, Nanhu project, Beihu project and Nanfangou drainage pumping station project.

Article 3 The Municipal Leading Group for Major Land Consolidation Projects * * * hereinafter referred to as the "Municipal Leading Group for Land Consolidation" * * is responsible for the organization and leadership of this project, and all members of the Municipal Leading Group for Land Consolidation perform their duties according to their respective functions. Article 4 The Municipal Water Affairs Bureau shall, in accordance with the requirements of "integration of construction and management", set up a project legal person to be responsible for the construction and implementation management of this project, and strengthen the supervision and management of the project legal person.

Article 5 The implementation of this project is included in the annual plan of major land consolidation projects in Nandujiang River Basin, Haikou City, Hainan Province.

Article 6 The annual plan of this project shall be compiled by the Municipal Water Affairs Bureau in conjunction with the Municipal Land Reserve and Consolidation Center and submitted to the Municipal Land Consolidation Leading Group for examination and approval.

Twenty-sixth after the acceptance of the project, the balance of funds will be returned according to the original funding channels.

Article 27 The Municipal Finance Bureau, the Municipal Bureau of Land and Resources and the Municipal Water Affairs Bureau regularly inspect and track the implementation of the project budget, the use and management of funds, urge the project legal person to do a good job in project financial management, strengthen fund management, and improve the efficiency in the use of funds. The municipal audit and supervision departments shall supervise the use of project funds.

Twenty-eighth projects to implement the whole process of follow-up audit, that is, the project's preparatory stage, construction implementation stage and completion final accounts stage for follow-up inspection and audit.

Twenty-ninth project legal persons should strengthen the management of project files, project-related files, periodic summaries, fund approval and audit reports, project supervision reports, technical data, statistical data, pictures and photos. Thirty-first in the process of project implementation, no unit or individual shall practise fraud or engage in malpractices for selfish ends, otherwise, it will be disqualified from participating in the project and the responsibility of relevant personnel will be investigated; If the case constitutes a crime, it shall be transferred to judicial organs for criminal responsibility.

Thirty-second problems in the specific application of these Measures shall be interpreted by the Municipal Bureau of Land and Resources, the Municipal Finance Bureau and the Municipal Water Affairs Bureau.
